Purpose

The purpose of this paper is to describe the single point of access to the collections of the European National Libraries via The European Library.

Design/methodology/approach

The paper presents a description of The European Library.

Findings

The emphasis in this article is on user expectations with regards to access, but more importantly to the content behind the record. It describes how the European Library is responding to these expectations, rather than a general description of developments.

Originality/value

The paper provides a useful overview.

Abstract

Purpose

This paper aims to examine the impact of vocational training on unemployed workers not typically studied: women enrolled in engineering or computer programming training and high school dropouts.

Design/methodology/approach

Using data from New Jersey's Individual Training Grant (ITG) program and a quasi‐experimental design, the study compares the ITG groups' re‐employment and wage recovery rates with a matched comparison group.

Findings

The article finds that women enrolled in the male‐dominated fields of engineering or computer programming experience re‐employment rates that are lower than or similar to those in the comparison group, but they experience higher wage recovery in 8th and 12th quarters after claiming unemployment insurance (UI). Hispanic high school dropouts experience both higher re‐employment and wage recovery rates than their comparison group, but the wage recovery advantage disappears when those enrolled in truck driving training are removed from the sample. Further, white and black high school dropouts experience no re‐employment or wage recovery advantage. For all participants, the study finds participants experience a higher re‐employment rate than the comparison group beginning in the fifth quarter and experience no wage recovery advantage.

Research limitations/implications

To address the concern of selection bias, a difference‐in‐difference wage model controls for time‐variant differences in unobservables and an employment regression model controls for remaining differences in the matching variables.

Practical implications

These results suggest that training improves re‐employment chances and that type of training matters with respect to wage recovery. In this sample, those enrolled in truck driving training, engineering, and computer programming tended to experience higher wage recovery than their comparison group.

Abstract

Purpose

This article aims to examine middle managers in health care and how their role has changed in times of fiscal constraints. It seeks to focus particularly on how cost savings influence the position of middle managers in the organisation between governance and advocacy pressure.

Design/methodology/approach

A total of 25 Swedish middle managers from public health care organisations during fiscal constraints were interviewed about what contributes to their positioning in the organisation.

Findings

The loyalty of middle managers is tested in the “in between” role. Excessive loyalty, in any direction, can distance a middle manager from their expected position. In times of a weakening economy, middle managers are expected to be a tool that is used by the management to communicate savings, personnel reductions, redundancies and closures. This contributes to middle managers sliding out of their role in between.

Practical implications

Middle managers’ skills are within care itself. In times of cost savings, demands are placed on their ability to handle advanced management tasks. They need to gain a clearer insight into management control, understanding conflict management and leadership.

Originality/value

The article explains not only why middle managers slide up (take on governance roles) and down (take on advocacy roles) in the organisation, which has been described previously. It also explains why middle managers slide out (abdicate responsibility) of the role between governance and advocacy during times of fiscal limitations.

Abstract

IN 1946 there was in the British Isles a clear image of librarianship in most librarians' minds. The image depended on a librarian's professional environment which was of the widest possible range, not less in variation than the organisations, institutes or types of community which required library services. Generalisations are like cocoanuts but they provide for the quickest precipitation of variant definitions, after the stones have been thrown at them. A generalisation might claim that, in 1946, public librarians had in mind an image of a librarian as organiser plus technical specialist or literary critic or book selector; that university and institute librarians projected themselves as scholars of any subject with a special environmental responsibility; that librarians in industry regarded themselves as something less than but as supplementing the capacity of a subject specialist (normally a scientist). Other minor separable categories existed with as many shades of meaning between the three generalised definitions, while librarians of national libraries were too few to be subject to easy generalisation.

Abstract

Purpose

The purpose of this paper is to provide insight in how military expeditionary task forces cope with the dual challenge of organizing and learning, by reflecting on the experiences of Dutch expeditionary task forces in post-conflict missions in Bosnia, Iraq and Afghanistan.

Design/methodology/approach

This paper reflects on the outcomes of a research project into the experiences of operators of different specific expeditionary task forces of the Dutch Armed Forces in dealing with everyday problems in their working environment. The case studies were based on interviews with military personnel of all ranks and focused on relating the process of making sense of environmental dynamics to characteristics of the organizational context.

Findings

The case studies indicate that designing and learning become intertwined in the realities of everyday problem-solving in the more complex missions. As task forces are essentially tailor-made for the purpose of specific missions, units initially need to be selected. Subsequently, the design of the task force needs to be adapted to suit local conditions. This challenge interrelates with the everyday challenge for operators of making sense of their environment and finding pragmatic solutions for the everyday problems they are confronted with. In pragmatically solving everyday problems, operators in the cases engaged in working out incomplete or ill-fitting aspects of the task force design.

Practical implications

The findings are relevant for military task forces and in general for organizations that are confronted with dynamically complex environments that rely on temporary structures.

Originality/value

Existing literature on learning and on organizing generally treat these as two related, but essentially separate, phenomena. In the expeditionary military task forces, operators that aimed to develop pragmatic solutions to everyday problems, the processes of learning and organizing became intertwined: units needed to organize to learn and to learn to organize. The paper ends by suggesting a combination of specific circumstances that influences the nature of the interrelation between these processes.

Abstract

Purpose

A slew of conventional change models and theories appear in the extant change literature. Despite being theoretically sound, these a priori structured approaches to organizational change management have questionable application given the rapidly changing business environments. Novel approaches, offering greater flexibility to fast changing external conditions, may offer superior models to organizational change and organizational transformation (OT) in particular. In this paper, the application of a complex adaptive system (CAS) framework, from complexity theory (CT), for managing OT is assessed theoretically.

Design/methodology/approach

A conceptual paper.

Findings

A review of the extant change literature suggests that current approaches and models for organizational change are limited in their ability to reflect OT responses to today's highly dynamic external environments. New models are required to inform and guide organizations. A new model, i.e. CAS framework, is deemed suitable to guide the OT implementation.

Originality/value

This paper critically analyses different approaches to change management, consolidates CAS framework, reviews its applications in the field of management and presents a case for CAS's application for the management of OT.

Abstract

Purpose

The purpose of present study is to expose the detailed review for benefits and challenges about implementation of Lean Six Sigma (LSS) in business organization and spread of LSS literature in term of various sectors wise, research methodology wise and journal wise.

Design/methodology/approach

This paper covers the literature on LSS from 2000 to 2018. The authors have selected a large number of research papers using the keywords as Lean Six Sigma implementation in automotive, micro small medium enterprises, health care, education, financial sectors and many more. A total of 216 research papers have been reviewed on LSS distribution of sector wise, research methodology adopted, active countries, year of publication and critical barriers in implementation of LSS.

Findings

The present literature classifies the spread of LSS in four important sectors of manufacturing, health care, human resource, financial and education. It presents the critical barriers and benefits of LSS implementation in various sectors mentioned above and an important research gap, where practitioner/researcher can focus more during their research on LSS.

Practical implications

It is important for industry, researchers and LSS practitioners to be aware about challenges and success factor during LSS implementation in various sectors such as manufacturing, education, financial, human resource and health care. Hence, this paper could provide significant and valuable insights to industry and practitioners for successful implementation of LSS projects.

Social implications

LSS results in reduced waste, defects and improve process, which in turn provide high-quality products at minimum cost, and this leads to customer delight, which ultimately raises the societal living standard. The results encourage LSS practices without fear because there is a huge discussion of near about all success and failure parameters about LSS.

Originality/value

To the authors’ best knowledge, no studies have still covered the literature review of LSS implementation in three different sectors: manufacturing, service and process. The present study was mainly focused on presenting a systematic review of literature in said sectors and found the gap between current status and future direction for the implementation of LSS in different areas.

Abstract

Purpose

The paper aims to present and interpret excellence through the parchments of the ancient Hellenic philosophy and the different schools of management thought and its application in the university context.

Design/methodology/approach

The approach taken in the paper is theoretical and is based on the writings of ancient Hellenes philosophers and management researchers, a semasiologic analysis of the term “excellence” in Hellenic and its content in the university context and a comparison with the basic principles of total quality management (TQM).

Findings

The findings of the paper support the view that the ancient Hellenes philosophers had a substantial contribution in the development of excellence and TQM fundamental concepts, as proved by their writings 2,400 years ago. It is worth mentioning that the term aristeia (excellence, in Hellenic) hides in it, as appears from the analysis of the word, the idea of good in an exemplary way and the factors that constitute the teachings of TQM.

Practical implications

The paper brings out the essence of excellence and proves that deep understanding of the concept of excellence leads to a virtuous personal life which leads in good citizenship in the wider social context that result in a constantly improving and transformative academic or professional life.

Originality/value

The paper presents the meaning of excellence through the combination of knowledge from the ancient Hellenic philosophy, management, Hellenic language and TQM.
