Abstract
Purpose
Leadership and governance are all about “people” and the “common welfare”. Africans have an Ubuntu philosophy which culturally calls on individuals to promote the welfare of collective society. It is therefore paradoxical to note how African leaders and governance regimes perform poorly when it comes to the usage of public resources to create conditions for collective human welfare. Why do leaders instead of championing societal advancement rather advance their selfish, egoistic and sectional interests? This study aims to unpack a prevalent paradox and discuss a new approach of linking the rich Ubuntu philosophy to Africa’s governance and leadership discourse.
Design/methodology/approach
This study discusses from secondary sources of data, mainly drawn from journal articles, internet sources and scholarly books relevant to leadership and public administration in developing African countries and how Ubuntu African philosophy can be deployed to ensure leadership ethos. In attempt to obtain a more comprehensive and systematic literature review, the search covered all terms and terminologies relevant to the objective of the study. The search process mainly comprised four categories of keywords. The first category involved the concept as approximately related to leadership: “leadership and civic culture”, “Ubuntu culture” and “African collectivist culture”. For the final category, words such as “crisis”, “failure” and “experiences” were used.
Findings
This study contends that the preponderance of corruption and poor leadership in Africa is anti-cultural, anti-human, anti-ethical and anti-African; hence, those individuals who indulge or encourage leadership paralysis are not “true Africans” by deeds but merely profess to be. Linking the African Ubuntu philosophy to public leadership, the study maintains that the hallmark of public leadership and governance is to develop the skills of all and caring for the society.
Practical implications
This study draws attention to the need for leaders to espouse virtues so that leadership becomes a tool to promote societal welfare. The hallmark of public leadership and governance is to develop the skills of all and caring for the society. It involves weighing and balancing professional and legal imperatives within a democratic and ethical context with an ultimate responsibility to the people and public interest. It is not a responsibility to a particular set of citizens, but a commitment to be just and equitable to all. The preponderance of corruption and bad leadership is anti-cultural, anti-human, anti-ethical and anti-African; hence, individuals who indulge or encourage leadership paralysis are not true Africans by deeds but merely profess to be.
Originality/value
This study draws a clear link between indigenous African cultural value system and ethical public leadership. It draws congruence between Africa's Ubuntu philosophy of civic virtue and Africa's leadership/governance. This will bring about a renewal of thoughts and practice of public leadership on the continent, as it has been demonstrated that a true African seeks collective social welfare and not selfish interest.

Abstract
Purpose
The purpose of this paper is to examine empirical studies on public-private partnerships (PPPs) and solid waste management (SWM) in Ghana and India to synthesize the “crucial lessons” for urban managers and policy makers in developing countries.
Design/methodology/approach
A systematic review of empirical studies was carried out, the search process comprised four categories of keywords combined differently across three main search engines in order to obtain a pool of more relevant literature on the study. Sorting for relevance was done at various levels; retrospective content analysis of relevant empirical studies on PPP and SWM in Ghana and India was subsequently carried out to draw lessons and policy suggestions.
Findings
PPPs have mainly been impressive in coverage of waste collection in the Ghanaian context, whilst in India, emphasis has been on injection of technology and effectiveness into SWM. It is also observed that in both cases the PPP processes have lacked adequate openness, transparency and sufficient stakeholder engagement. In the Ghana cases, mostly, urban authorities hardly pay attention to details in the partnership deed and also ignore monitoring of private partners. Poorly performed PPPs do occur when one of the partners relent on his role which could have a cascading effect on other actors.
Practical implications
Whilst PPP is a strong candidate to address the SWM challenges of urban centers in developing countries, this does not necessarily come about by joining the bandwagon. Merely entering into a partnership deed with private waste management companies without paying due attention to details of the contract will usher urban managers into a state of schizophrenia. The paper presents five key lessons to inform policy and practice.
Originality/value
The paper draws lessons from multiple cases of PPPs in Ghana and India by synchronizing lessons adaptable to city authorities and policy makers in developing countries.

Purpose
Natural resources in contemporary times are mostly managed by a collaborative governance approach which hinges on complex institutional designs (rules, norms and strategies). Many studies have been designed and carried out to assess collaborative governance, and the various institutional designs underpinning them. The purpose of this paper is to unpack the methodological gaps in natural resource governance research (with emphasis on co-management) and to conceptualise the appropriateness of Transdisciplinary (TD) research approach.
Design/methodology/approach
The paper adopts a critical stage review of relevant theoretical and empirical literature on natural resource governance. It discusses the complexities inherent in natural resource governance and juxtaposes these with the inherent weaknesses in methodologies employed by existing studies on the concept. The authors make a case for a TD research methodology that links scientists, practitioners and society in a joint problem design and solution process.
Findings
The authors register a “fuzziness” of the collaborative governance phenomenon but observe a methodological gap in existing studies on the concept. This paper discusses the complexities inherent. The paper describes TD as a “tailor-made approach” to solving complex societal issues and makes a case for its adoption in natural resource governance studies.
Research limitations/implications
This standalone paper is largely conceptual and not linked to any primary data; this notwithstanding, it synthesizes from both empirical and theoretical literature which would help shape future research endeavours in natural resource governance context.
Practical implications
With TD study oriented towards an epistemologically flexible approach, perspectives from different social and academic actors are integrated in this expanding field of research to address societal problems.
Originality/value
The paper provides a conceptual framework designating how actors interact in the TD research process as well as a “four-phase” approach in carrying out a TD research.

Purpose
Reports and experiences suggest that several developing African economies are faced with entrepreneurial-impeding forces such as lengthy bureaucratic processes and poor regulatory space. The study examines a general trend in “doing business performance” among selected African countries and uses the case of Ghana to explore how particular indicators or forces affect the development and deployment of small and medium-sized enterprise (SME) policies.
Design/methodology/approach
Comparative analysis of six African economies on their ease of doing business score. This is followed by a critical review of the literature to develop a six-point explanatory framework to explore the relative position of the six countries on the ease of doing business scores. Using Ghana as a critical case study, the authors deploy an in-depth case study analysis via in-depth interviews of relevant stakeholders to validate the information from secondary sources.
Findings
The study observes that the nature of leadership, socio-cultural imperatives, economic structure and policy and the role of domestic institutional players and international players have implications for the extent to which the state creates an enabling environment for SMEs and entrepreneurial activities. The role of supportive cultural software that will help drive SME and entrepreneurial growth has been established. The study contends that different aspects of national culture do have implications for the tendency for people to be business-minded or to have the ability to take risks. The demand and supply sides are crucial in promoting SME growth.
Originality/value
The study develops a framework that helps explore elements to help explain ease of doing business scores and the viability of SMEs in Africa. These elements were validated through qualitative interviews as well.

Purpose
Having the right intent, aspiration, ability and attitude to become an entrepreneur has become the mantra in the extant literature to be driver of entrepreneurship and small and medium enterprise (SME) growth. Why would zealous and ambitious individuals with all rightful attributes so required of entrepreneurs have to fizzle out few years after venturing into business or SMEs? Perhaps these same individuals may relocate to other jurisdictions and would establish successful firms even beyond their imaginations. Beyond the individual’s entrepreneurial attributes, there are other external countervailing forces which either “enable” or “impede” entrepreneurial drive and SME growth processes. Adopting the theory of planned behavior, this study conceptualizes a systems framework to analyze how SMEs either flourish or fail in developing countries.
Design/methodology/approach
The study relies on secondary sources of data. It adopts a critical stage review of secondary data.
Findings
The study argues that the interplay of “internal factors” and “external factors” of prospective entrepreneurs provides a useful framework to explain the general SME outlook of an economy. The study postulates that many internally driven prospective SME entrants (with entrepreneurial attitudes, abilities and aspirations) mostly in the developing economies may have their dreams shattered because of obstructive external ecological elements which tend to frustrate new business entrants as well as existing ones.
Originality/value
With the aid of a framework, this study conceptualizes a comprehensive framework to analyze how SMEs either flourish or fail in developing countries.

Abstract
Purpose
The purpose of this paper is to use relevant models and theories to conceptualize the prospects and challenges associated with private sector involvement in the provision of sanitation and environmental services in urban settlements of developing African economies.
Design/methodology/approach
The study adopts the public choice theory and principal-agent model in its conceptualization and analysis. Retrospective literature analysis within the qualitative research approach has been employed for the study. It draws extensively on existing classical theoretical and current empirical literature on privatization of urban sanitation services in developing countries.
Findings
The study observes that privatization is a necessary tool for enhancing quality and responsive sanitation service delivery but there must be some mechanisms to prevent any latent challenges. The study also observes that the same problems associated with the public sector could transcend into the private sector if key measures are not taken into consideration.
Practical implications
The process of privatizing or contracting out must ensure competition, enough communication to all stakeholders as well as involving expertise in the bidding process. The process also requires strict monitoring and supervision; these call for an appropriate legal framework to regulate privatization. The paper reminds urban administrators and policy makers to be circumspect in the privatization process. If the process of privatization is carried out effectively, urban sanitation services will be provided effectively and efficiently.
Originality/value
The paper adapts the public choice and principal-agent model to assess privatization processes in developing African countries. This study will be of importance to urban administrators, public officials and policy makers in general.

Abstract
Purpose
The study examines the relationship between the interaction of indigenous–foreign cultures and public employee performance (PEP) in the Ghanaian public sector due to the perceived unproductive cultures in the public sector.
Design/methodology/approach
The study employs a quantitative approach, where cross-sectional survey design is used to collect the data from Ghanaian public employees. The analysis is done using correlation and hierarchical regression techniques.
Findings
The results reveal that both indigenous and foreign cultures are pervasive in the Ghanaian public sector, with high power distance and individualism being dominant cultures. Furthermore, while the indigenous cultures have negative significant relationship with PEP, the foreign cultures have positive significant relationship with PEP. The foreign cultures effectively control the relationship between the indigenous cultures and PEP but insignificantly moderate such relationship.
Practical implications
The findings imply that deliberate attempts should be made to encourage the foreign cultures with attractive reward packages to induce workers. This will indirectly control the practice of the inimical cultures and ultimately reduce their negative effect on PEP.
Originality/value
The study contributes significantly to the extant literature by providing empirical evidence of the indigenous–foreign culture fit and PEP from a developing country, Ghana.
