Abstract
Existing research argues that repression hindered the ability of local civil rights movements to influence the development of local War on Poverty programs; however, the Virginia civil rights struggle defies this pattern. This comparative county-level study melds institutionalist accounts of welfare state development with an analysis of movement repression in order to explain this paradox. A distinction is made between situational and institutional repression. While scholars focus on the former and its negative impact on mobilization, this study suggests that institutional repression can have the opposite effect, unifying movements and facilitating their influence on the formation and implementation of poverty policy.

Abstract
Black professionals in predominantly white workspaces must often make use of the professional pose – styles, behaviors, and practices meant to help navigate middle-class white professional settings – to assuage interactions with white colleagues and clients at work. Previous research has noted the emotional toll this often takes upon black workers. Based on two years of observations and interviews with a college organization of black men, this project builds upon previous work and investigates how collegiate black men frame those practices associated with the professional pose. Instead of framing these behaviors as only being emotionally taxing, these college men expressed that these behaviors were a necessity meant to prepare them for the real world of working alongside white coworkers, as a performance they could take pride in, and as a way to combat negative stereotypes regarding black men. These behaviors, though not necessary for their white peers, were necessary for the men if they sought to find success in the labor market they were preparing to enter.

Abstract
Purpose
This paper aims to explore the development of the accountability ideals and practices of Quaker industrialists during the period 1840–1914.
Design/methodology/approach
The research employs a case study approach and draws on the extensive archives of Quaker industrialists in the Richardson family networks, British Parliamentary Papers and the Religious Society of Friends together with relevant contemporary and current literature.
Findings
Friends shed their position as Enemies of the State and obtained status and accountabilities undifferentiated from those of non-Quakers. The reciprocal influences of an increasingly complex business environment and radical changes in religious beliefs and practices combined to shift accountabilities from the Quaker Meeting House to newly established legal accountability mechanisms. Static Quaker organisation structures and accountability processes were ineffective in a rapidly changing world. Decision-making was susceptible to the domination of the large Richardson family networks in the Newcastle Meeting House. This research found no evidence of Quaker corporate social accountability through action in the Richardson family networks and it questions the validity of this concept. The motivations underlying Quakers’ personal philanthropy and social activism were multiple and complex, extending far beyond accountabilities driven by religious belief.
Originality/value
This research has originality and value as a study of continuity and change in Quaker accountability regimes during a period that encompassed fundamental changes in Quakerism and its orthopraxy, and their business, social and political environments.

THE STAFFING SITUATION IF after the absence of a year or two we return to a familiar library, we are apt to find that most of the librarians known to us have gone, or so many of them that the familiarity seems to have departed. Indeed the turn‐over in the visible staffs is so great as to suggest that library service, fascinating as some think it to be, we amongst them, is not sufficiently so to hold its beginnners. The impression that this applies only to libraries should not be adopted until we know that most other occupations are not afflicted with the same transience in their servants. We have to assure ourselves that this is not a national condition that is itself transient, in which every professional, industrial, and commercial concern is fighting for a share in the limited supply of young workers and is offering wages or salaries against the others in a boom time which may pass. Are we able to tell juniors that the “never‐had‐it‐so‐good” age is unlikely to endure and that library service will and they should stay in it? If we could, would the immediate cash of the outside world prevail and the credit of the future be foregone?

OUR new features of record and reminiscence appear to have been appreciated by our readers; and, as this number shows, we continue with increased pages and are endeavouring to extend our scope to meet every kind of library interest. There is an atmosphere, of change and, as some think, of crisis, in library matters, especially in those of the public library. The winter to which our minds turn in mid‐September is likely to be interesting and may bring decisions of various kinds. We hope to reflect them, and, as is our invariable custom, invite readers to use us to express their views as well as their experiences.

It is with great sadness that I note the passing of Thomas Shuler Shaw, a member of our Editorial Board. A knowledgeable and indefatigable bibliographer, specialist in documents, author and reviewer, librarian and educator, he will be missed by the profession as a whole. We were made richer for his presence, by his ideas, his efforts and humanism, and—although the pace of life sometimes diminishes our immediate awareness of such virtues so unassumingly given—we were indeed fortunate that our lives coincided with his. I will personally miss him more than words can express. As I said so many times to Tom as we parted company at ALA Conferences, “Thank you for your time…. So long.”
