Abstract

Purpose

The overall aim of this study is to examine the impact of e‐Sri Lanka's Telecentre Development Programme in bridging the digital divide.

Design/methodology/approach

A survey research method was used in the study to collect qualitative and quantitative data from actual and potential Telecentre users in relevant communities. The study was carried out through a survey. The primary sample comprised of 30 percent of the Telecentres. The secondary sample included users and potential users around the Telecentres. The total number of users and potential users was 338. The study was conducted from early January 2005 to the of end February 2006.

Findings

The survey data disclosed that still only a small percentage of the total population are aware of Telecentres and use the facilities offered by them. The crucial factor affecting usage is language. According to the majority of respondents, as they understand only native languages they have not benefited from services such as like the internet and e‐mail. The content or the information that can be offered through Telecentres plays a pivotal role in this regard. Out of the 70 percent of rural population, the majority are not familiar with the English language. Therefore, Sinhala‐ and Tamil‐speaking people are disadvantaged. The survey data confirms that all Telecentres are highly (100 per cent) dependent on subsidies provided by ICTA. Hence, the sustainability of Telecentres is questionable at present.

Research limitations/implications

The Telecentres situated in the North East region had to be excluded from the study due to the resumption of hostilities between the Government of Sri Lanka and the Liberation Tigers of Tamil Eelam (LTTE), and a corresponding lack of access and security in the region. The North East Province contains 9.84 per cent of Telecentres set up under the project.

Practical implications

The findings of the study will help policy makers, decision makers and donors to properly address the key issues such as connectivity, accessibility, content and services, sustainability, skills development, partnerships with stakeholders and the needs of disadvantaged groups. Further, the problems and successes identified by the study will be useful for policy and decision makers to ensure the sustainability of the Telecentres and how the e‐Sri Lanka initiative and especially the 1,000 Telecentre project could be used to narrow the digital divide in Sri Lanka.

Originality/value

This will be the first in‐depth study on the Telecentres, which are one of the major components of the government's e‐Sri Lanka initiative. The findings and methods used to analyse the data will be relevant to future studies of community‐based ICT initiatives and the broader areas of information‐seeking, information‐seeking behaviour, and user needs.

Abstract

Stakeholders and their organizations are increasingly involved in governance of higher education, not only within institutions or at system level, but also in various supra-national and intergovernmental processes. For these, as well as pragmatic reasons (ease of access and relatively simple methods for analysis), this chapter advocates for a more systematic approach to studying stakeholder organizations, their participation in and impact on governance of higher education. Specifically, the chapter: (1) provides a three-fold nested conceptualization of policy positions of stakeholder organizations, comprising issues, preferences concerning these issues, and the normative basis utilized to legitimize said preferences; (2) presents advantages and disadvantages of different methodological approaches to analyzing policy positions of stakeholder organizations, including qualitative and quantitative content analysis, employing either human coding or computer-assisted coding of policy documents; and (3) highlights different insights one can gain from analyzing policy positions of stakeholder organizations. It combines (thus far limited) insights from higher education studies with the more generic literature on interest groups, and uses examples from European level stakeholder organizations to illustrate its points.

Abstract

The major objectives of this study were to investigate the relative effectiveness of three types of selectors in the process of selecting new graduate students for an educational administration program and further to examine the usefulness of various pieces of information submitted by these graduate students when applying for the program in predicting both success in the graduate program and in later administrative practice. Groups of the three types of selectors were presented with the application files of six actual students who had enrolled in a graduate program of educational administration five years previous. The respondents were asked to predict on the basis of the information in the files whether the students would do well in the program and whether they would have successful administrative careers. The actual achievements of these students were known to the researchers. The findings indicate that the three types of selectors studied were equally effective in the selection process with some tendency for each group to select better for a particular aspect of success. It was also shown that most of the application materials requested from students are useful in predicting future success. Several recommendations based on these findings are presented.

Abstract

Research on job precarity and job instability have largely neglected the labor market trajectories in which these employment and non-employment situations are experienced. This study addresses the mechanisms of volatility and precarity in observed work histories of labor market entrants using the National Longitudinal Survey of Youth of 1997. Several ideal-typical post-education pathways are modeled for respondents entering the labor force between 1997 and 2010, with varying indicators and degrees of precarity. A series of predictive models indicate that women, racial-ethnic minorities, and lower social class labor market entrants are significantly more likely to be exposed to the most precarious early careers. Moreover, leaving the educational system with a completed associate’s, bachelor’s, or post-graduate degree is protective of experiencing the most unstable types of career pattern. While adjusting for these individual-level background and education variables, the findings also reveal a form of “scarring” as regional unemployment level is a significant macro-economic predictor of experiencing a more hostile and turbulent early career. These pathways lead to considerable earnings penalties 5 years after labor market entry.

Too frequently in our discussions, we school administrators show an interest in administration as a “way of doing things” or as a means towards greater efficiency. Unless we become more interested in the theory of administration and in the setting of clearly defined goals, we are likely to find that, whilst more and more administrators show an interest in learning their craft, our schools will suffer as teachers continue to develop an attitude that is more concerned with the maintenance of the institution for its own sake than with the provision of a service to education as a whole.

Abstract

For many of the current leadership theories, models, and approaches, the answer to the question posed in the title, “Is leadership more than ‘I like my boss’?,” is “no,” as there appears to be a hierarchy of leadership concepts with Liking of the leader as the primary dimension or general factor foundation. There are then secondary dimensions or specific sub-factors of liking of Relationship Leadership and Task Leadership; and subsequently, tertiary dimensions or actual sub-sub-factors that comprise the numerous leadership views as well as their operationalizations (e.g., via surveys). There are, however, some leadership views that go beyond simply liking of the leader and liking of relationship leadership and task leadership. For these, which involve explicit levels of analysis formulations, often beyond the leader, or are multi-level in nature, the answer to the title question is “yes.” We clarify and discuss these various “no” and “yes” leadership views and implications of our work for future research and personnel and human resources management practice.

Abstract

In the United States in 1957 a fresh intellectual excitement emerged within the field of educational administration; high hopes were held for the potential contribution of theory‐oriented research. But in retrospect from 1967 the promise of the decade does not appear to have been fulfilled. Vast Federal funding has proven to be only a mixed blessing. An obsessional preoccupation with “change” has diverted efforts away from basic research, has induced intellectual homogenization within the academic community, and has bombarded administrators with so many exigencies that their planning efforts have been increasingly concentrated upon short‐term perspectives, at best. Never before have politics, education and welfare been commingled so incestuously. Four serious concerns that must now be dealt with in our graduate programs are: the mythology of human motivations; the juggernant of “the Technological Society”; the mythology of change; and the impact of existentialism upon modern man.
