Abstract
Purpose
The aim is to examine the current state of black and minority ethnic (BME) service user involvement in mental health policy making and commissioning of services, identifying barriers to participation, and potential strategies to enhance BME involvement and ensure more culturally sensitive services.
Design/methodology/approach
The paper provides an overview of the Dancing To Our Own Tunes report and more recent review which assess progress towards achieving improved BME mental health service user involvement.
Findings
There are a number of barriers affecting the relationships between statutory bodies and user involvement initiatives. These include a lack of BME representation on groups that influence mental health policy and commissioning, along with spending cuts that disproportionately impact on BME mental health service users.
Research limitations/implications
The original report was based upon a consultation with a relatively small number of participants.
Practical implications
Increasing the involvement of diverse service users in policy making and in the design and delivery of mental health services will lead to better quality, more effective and efficient services.
Originality/value
The area of BME service user involvement in the design and delivery of mental health services has hitherto received little attention in the literature.

Abstract
Purpose
The purpose of this paper is to report results from an exploratory, empirical research study that describes personal values and attitudes toward women, two themes that strongly impact employment relations and a wide variety of management issues.
Design/methodology/approach
Well‐established measures for the major themes for this paper were used in constructing a questionnaire. Data collection instruments were vetted for content, translated and back‐translated, and applied by native researchers, who also contributed local expertise to the paper.
Findings
Female respondents across all four countries were more egalitarian in their attitudes towards women in the workforce than were men. Additionally, Colombian respondents had more egalitarian attitudes towards women scores, followed by Brazilians and Argentineans; Mexicans exhibited the least egalitarian attitudes toward women.
Originality/value
This is the first empirical study that links two well‐validated constructs (personal values and attitudes toward women) in samples from the largest Latin American countries.

Abstract
Purpose
Drawing on the ideas of postcolonial hybridity and postcolonial feminism, the purpose of this paper is to explore a contextual variant of neoliberalism, which the authors call postcolonial neoliberalism. It unpacks the peculiarities of hybridised practices of management controls therein to reflect on its construction and consequences.
Design/methodology/approach
A seven-month ethnographic study was carried out in a Sri Lankan tea estate to understand both the nature and the practices of these controls.
Findings
Postcolonial neoliberalism has been animated by a hybrid form of management controls encompassing colonial action controls, postcolonial cultural controls and neoliberal results controls. This created an emancipatory space for female workers to engage in some confrontations to attain some compromises.
Originality/value
The message is that the hybridised controls are central to the construction of this form of postcolonial neoliberalism and to its reproduction. However, as these controls accompany a gendered form, female workers find a condition of possibility for some emancipatory potentials within the neoliberal development policy.

It is now fashionable to suggest that the Celtic regions of the United Kingdom are the internal colonies of the central English state and that they have been, particularly since the rapid industrialization of the nineteenth century, subject to a penetrating anglicization of their culture and institutions. In terms of the internal colonialism thesis, it can be argued that the cultural nationalism of Scotland which was developed in the nineteenth century was an attempt to maintain the distinctiveness of civil society in Scotland in the context of massive regional economic imbalance. The Scottish intelligentsia, dominated by Edinburgh lawyers and Presbyterian ministers, can thus be compared with the intelligentsia of Third World societies undergoing a process of de‐colonization where separate cultural identities have to be preserved or, if necessary, constructed.

Abstract
Purpose
In the Western world the voices calling for a secular society have grown ever louder over the last three centuries. This paper seeks to return to one of the founders of modernity for guidance. Adam Smith advocated globalization on economic and moral grounds.Design/methodology/approach – A discussion focusing on those calling for a secular society and, in addition to these normative advocates, various social scientists have propounded the “secularization thesis”; after analysing history from a purportedly positive view, they have argued that “modernization” leads to a secular society. Recently globalization has been seen as another cause of secularization. At the same time, the revival of various religions has cast doubt on these claims.Findings – Smith did not see secularization as an inevitable consequence of globalization. Further, despite his awareness of the arguments of the advocates of secular society (and contrary to some commentators like Minowitz), he rejected their advice. For him, a secular community was neither a necessary nor a desirable consequence of globalization.Originality/value – Provides a viewpoint on some of Adam Smith's thoughts and ideas.
