Abstract
We have observed in the reports of those engaged in the administration of the Acts several references to the practice of milking so that a portion of the milk is left in the udder of the cow, this portion being removed subsequently and not included in the milk sent out to customers. The inspector for the southern division of the county of Northampton reports that on a sample of milk being found deficient in fat to the extent of 17 per cent., a further sample was taken at the time of milking when a milkman was found to be not properly “stripping” the cows. He was warned. The analyst for the county of Notts writes: “The first strippings obtained before the milk glands have been normally excited by the milking are very low in fat yet are “genuine” milk in the sense that nothing has been added to or taken from it. It is nonsense to talk of genuine milk in the sense that everything that comes from the udder of the cow is to be taken as genuine milk fit for sale.” In a case tried before the Recorder of Middlesbrough, one witness said that among some farmers it was a common practice not to “strip” cows until after the milk was sent away.

In January 1998, CLA announced that it had the support of rightsholders' groups to develop licensing schemes for the digitisation of printed material. However, strict conditions were imposed. After extensive consultation, the first scheme covering the Higher Education community is now available. New schemes are being developed to cover other sectors, but in the long term digitisation is inevitably a transitional technology.

Dealing with the subject of the artificial bleaching of flour, The Lancet observes that the public criterion of quality in respect of foods and beverages shows some interesting anomalies. Appreciation is often based, for example, on appearance, on how things look, and it is in this direction that conclusions often and obviously become illogical. In some instances the article demanded must be spotlessly white, while in others, if naturally white, it must be artificially coloured. The white loaf is a popular fancy, but white milk is suspected, and yet natural flour may be of a rich golden colour, while rich milk may have only a shade of brownish colour which is supposed to connote cream. The result is that in the one case flour is often deprived of its colour by a process of chemical bleaching, and that in the other an artificial colouring is added. Natural colour is objected to on the one hand, and on the other an artificial addition is demanded. It may be urged that both expedients are justifiable inasmuch as they meet a popular fancy, and that this counts in the enjoyment and even digestibility of the foods. If artificial means are employed to adjust the appearance of food to a popular standard, the proceeding can clearly only be allowed when it has been proved beyond all doubt that the products are not dietetically impaired or that they do not masquerade as something which they are not.

In 1899 the medical practitioners of Dublin were confronted with an outbreak of a peculiar and obscure illness, characterised by symptoms which were very unusual. For want of a better explanation, the disorder, which seemed to be epidemic, was explained by the simple expedient of finding a name for it. It was labelled as “beri‐beri,” a tropical disease with very much the same clinical and pathological features as those observed at Dublin. Papers were read before certain societies, and then as the cases gradually diminished in number, the subject lost interest and was dropped.

The sealing of samples purchased under the provisions of the Sale of Food and Drugs Acts has recently been on more than one occasion the subject of articles or letters in this journal. In November last, at a meeting of “The Society of Public Analysts and Other Analytical Chemists,” Mr. H. Droop Richmond opened a formal discussion on the matter, but it cannot be said that the proceedings contributed much to our knowledge of what has taken place in the past, revealed any satisfactory remedy likely to be applicable in the future, or even definitely settled whether any change in our present practice was really required.

Johnstone Jervis, Medical Officer of Health for Leeds, referring to the Milk and Dairies (Amendment) Act, 1922, points out that whilst the new Act gives additional powers to local authorities for the registration of retail purveyors and producers, and to remove the name of milk purveyors who fail to comply with the regulations, the same power is not given with regard to the producer—“he is still at liberty to produce milk where and how he pleases so long as his cows are free from tuberculosis and his cowsheds conform to the requirements of the Dairies, Cowsheds and Milkshops Order, or any regulations made under that Order. This distinction between the purveyor and the produced is most unfortunate inasmuch as it creates an anomaly, because, whereas the purveyor will be compelled to maintain his premises and utensils in a condition of cleanliness satisfactory to the local authority and the quality of the milk of a satisfactory standard, there will be no obligation on the part of the producer to take any pains to keep his milk clean. The result will be the reception into clean vessels of milk of a dirty and low‐grade quality more suitable for the swill tub than for a clean churn. It is neither fair nor equitable to make one standard for the farmer and another for the purveyor; both should have to work to the same standard.” Dr. Jervis also expresses disapproval of “grading.” Certified milk at 1s. 3d. a quart is only possible for the well‐to‐do classes and altogether outside the purchasing power of poor people. Nor is he “so convinced as some are that pasteurisation is a solution to the milk problem.” Cleanliness and purity are the essential factors, and if these are secured the public will be well served.
