Abstract
Purpose
This paper examined the factors influencing the participation of rice processors in short supply chains and the participation impact on the amount of rice processed, per capita expenditure of household and value of sales.
Design/methodology/approach
The Seemingly Unrelated Regression and Doubly Robust Augmented Inverse Probability Weighting Model (AIPW) were used to analyse the determinants of short supply chain participation and the impact of short supply.
Findings
From the results, the mean value of rice processed was GH₵18385 (US$ 3,069.28), with the minimum value being GH₵ 25 (US$ 4.17) and the maximum GH₵ 67200 (US$ 1,1218.70) per annum. Processed rice aroma and grade characteristics positively influence the value of processed rice sold via short supply chains as well as the expertise rate of the processor, Farmer-Based Organisation membership, and marketing information availability. Women rice processors' per capita expenditure, total sales value and the value of processed rice was positively influenced by the short supply chain participation.
Research limitations/implications
Even though the sample size was appropriate, a larger sample size could further support the study's finding since a limited geographical area with predominant domestic rice processors was studied. Again, future studies should consider behavioural theories, such as the Theory of Planned Behaviour, amongst others, in understanding the reasons for the choices of short supply chains compared to other sales outlets.
Originality/value
Although there is a growing body of literature on rice, most of the studies focussed on the marketing outlet of rice producers, rice processing, constraints and opportunities faced by rice farmers and processors and an out-grower scheme involving rice processors amongst rice producers with none of these on the choice of short supply chains amongst women processors. Also, amongst all the studies on rice producers, none applied a theory; however, the Women in Development (WID) Theory was used to analyse the impact of the short supply chain on the impact on household per capita expenditure (poverty), the value of sales and amount of rice processed, a modest theoretical contribution of the paper to literature.

Discussions on the implications of power relations among the state, market, and society in urban plans and planning processes are usually centered on urban issues. Studies on suburbanization generally look at suburbs and satellite towns as “spillovers” of high density in the cities, deteriorating conditions of the innercity – particularly in the case of the United States – as well as the longing for living closer to nature. During the twentieth century, both the garden suburb and garden city movements in Britain influenced the planning of new communities overseas. The garden city movement of Ebenezer Howard, emphasizing new and attractive planned towns with their own socialisitic administration, employment, and local facilities, has strong echoes in Singapore's new towns, although the adaptation of the concept in Singapore is more towards the physical landscapes and built greeneries rather than embracing the whole idea of the garden city.

Abstract
Purpose
The Pension Trust Company (PTC) in Ghana is the sole agency responsible for the management of the first-tier pension scheme as well as processing of claims submitted by beneficiaries for this scheme. The claim processing system at PTC was wrought with significant delays resulting in severe customer dissatisfaction and hardship to retirees. Hence, a new system – Age 54+ project – was developed to address the problems related to claims processing. The purpose of this paper is to report on the efficiency gains from the new claim processing system implemented at PTC and to use the philosophies behind the lean operations concept to explain the results.
Design/methodology/approach
Data for this study were obtained from the benefits system of PTC for the period 2009–2013. The data consist of a series of benefits processing time for two groups of 56,000 claimants – those cleared under the Age 54+ project and those cleared under the old processing system. The processes of the two claim processing systems were analysed and their processing times compared.
Findings
The new system – Age 54+ – decreased the average processing time for new claims by 20 per cent. The new system is a simple approach which is driven by a “Let’s Start in Time” idea.
Originality/value
The operations management literature suggests that process redesign approaches and the implementation of continuous improvement techniques represent mechanisms for achieving performance improvements at governmental agencies. This study shows and discusses the redesign of a social security scheme process using a lean operation concept of waste elimination method and application of kanban to deliver performance improvement.

When leaders critically examine their social identity, privilege, and positionality, they become clear about when to engage in self-promotion and when to use their power to lift up and liberate the skills and talents of others. This style of liberatory leadership invites leaders into humbled, courageous excellence that inspires greater equity and justice in organizations, systems, and society as a whole. This chapter highlights the author’s experiences grappling with both her gender and her race and how it has shaped her understanding of humility within personal relationships and organizations. It invites the reader to reflect on his/her/their own social identity and how it impacts their approach to leading and leadership with courageous yet humbled excellence.

Abstract
Purpose
This study examines the mediation role of diversity climate in the relationship between transformational leadership, transactional leadership and job satisfaction from the two-factor perspectives of intrinsic and extrinsic job satisfactions among local government servants in Ghana.
Design/methodology/approach
The study uses cross-sectional data from 322 employees in local government service of Ghana in the Greater Accra Region using purposive and stratified sampling methods. Bootstrapping method of mediation estimated using structural equation modelling is employed to test the hypothesized relationships.
Findings
The results find a differential effect of leadership behaviours on intrinsic and extrinsic job satisfaction, where transformation and transactional leadership relate positively to intrinsic and extrinsic job satisfaction respectively. Furthermore, the empirical findings reveal that diversity climate has mediated the relationship between transformational leadership and intrinsic job satisfaction, implying that diversity climate is an important process through which transformational leadership behaviours can elicit intrinsic job satisfaction among local government servants. Surprisingly, however, diversity climate does not serve as an important transmission mechanism in the relationship between transactional leadership and extrinsic job satisfaction.
Practical implications
This means that public sector leaders or managers can improve intrinsic job satisfaction among local government servants and by extension public sector employees by creating an ideal climate for diversity by transforming the work environment through leadership, specifically, transformational leadership behaviours.
Originality/value
Although studies abound on the link between leadership behaviours (transformational and transactional) and job satisfaction, the mediating effect of diversity climate as a mechanism in this relationship is very scarce and rare to find. Hence, our study has made original contributions to theory and practice by highlighting the role of diversity climate in converting leadership behaviours, specifically; transformational leadership into creating intrinsically satisfied workers in the public sector.

Abstract
In the era of the knowledge economy, universities are expected to contribute to the economic development of their countries. Therefore, their research agendas must be relevant to the local context and geared, though not uncritically, to the national educational agenda. To do this diligently requires research autonomy. However, due to the low government investment in research on the African continent, universities have had to rely on other sources of funding, which usually come with strings attached. Our study investigates the case of Ghana, in particular, the University of Ghana, the leading research university in the country. We drew on resource dependence theory, which suggests that, despite external pressures on universities, they can enhance their autonomy through the implementation of strategic measures. Primarily, we analyzed documents such as research reports, journal articles and speeches in the light of Clark’s (1998) model of the “entrepreneurial university,” which, if adapted with care and in a localized form in Ghana, may contribute to the research autonomy of its universities. We found that, although research autonomy in Ghanaian universities is limited due to their over-reliance on external donor funding, it is likely to be strengthened if the government of Ghana follows through on plans to increase research funding and universities continue with measures to diversify their funding sources.

Abstract
Purpose
Cost overrun of construction projects has been a key concern for all stakeholders of projects for many decades now. Many studies have been done in the past and continue to be done currently to understand the underlying causes of construction project cost overruns. However, the empirical evidence of the causes seem not be clear due to the silo approach in understanding the causes of construction project cost overruns. The purpose of this paper is to take the debate a step forward by providing an understanding of the causes of project cost overrun from a system’s perspective, especially from a less researched environment.
Design/methodology/approach
Data were collected and analysed from 131 respondents who were mainly involved in construction works in public procurement entities in Ghana. A two-staged approach was employed in collecting data from the respondents. The first stage involved an interview session with key informants in the construction industry in Ghana to ascertain the detailed causes of cost overrun of construction projects. The second stage focussed on the validation of these detailed factors by a wider stakeholder group through questionnaires. Factor analysis was employed to consolidate these detailed factors into major causes of construction project cost overruns.
Findings
The results show that there are primarily four major causes of most public sector construction projects cost overruns. These four major causes of cost overruns are poor contract planning and supervision; change orders; weak institutional and economic environment of projects and lack of effective coordination among the contracting parties.
Originality/value
The study provides more insights as to the critical and major factors that underpin public sector construction projects cost overruns and more importantly provides a basis for common treatment of the multiple risk factors engendering public sector construction projects cost overruns.

Abstract
Rural welfare is more than addressing problems of ‘poverty’. As we argue here, social policy initiatives are also conceived by governments as solutions to geographical problems about uneven regional development and population distribution. What these problems were, and how welfare provision could solve them, has varied from generation to generation and takes shape in place-specific ways. That welfare provision has operated as de facto geographical development and population policy is particularly the case in Australia, in its context of massive continental size and heterogeneous rural places. In Australia, the ‘rural’ means much more than just the ‘countryside’ surrounding or between networks of cities and towns (in the traditional European sense; see Gorman-Murray, Darian-Smith, & Gibson, 2008). ‘Rural Australia’ is inserted into national politics as a slippery geographical category, coming to encompass all of non-metropolitan Australia (each of Australia's states only having one major city), within which there is great diversity: broadacre farming regions involving the production of cash crops at scales of thousands of squared kilometres; regions producing rice and cotton with state-sponsored irrigation; coastal agricultural zones with smaller and usually older land holdings (often the places of traditional ‘family farming’ communities); single industry regions focused around minerals extraction or defence (many of Australia's major defence bases being located outside state capitals either in sparsely populated regions in Australia's north or in smaller ‘country towns’ in the south, where they dominate local demography); semi-arid rangelands regions dominated by enormous pastoral stations leased on Crown land (single examples of which rival the United Kingdom in size); and remote savannah and desert regions many thousands of kilometres from capital cities, supporting Aboriginal communities living on traditional country mixing subsistence hunting and gathering with government-supported employment and food programmes. In this context, rural welfare performs a social policy function, but also becomes a means for government to comprehend, problematise and manage geographical space.

Purpose
To highlight some of the tensions and complexities that persist in President Obama’s widening support of Marriage Equality during his second administration.
Methodology/approach
My primary research design uses autoethnographic detail and draws on two methodological frameworks: (1) the “personal is political” use of subjective voice in feminist theory (particularly in the writings of black feminists), and (2) the postmodern view of complex, “messy” and conflictual intersections of race, gender, sexuality, in the writings of critical race and queer theorists.
Findings
My primary finding highlights how macro social structural processes related to white privilege and racial domination and how micro cultural narratives contributing to homophobia and heteronormativity in African American religious circles creates both positive and questionable views of President Obama’s support of Marriage Equality, among African Americans heterosexuals, and within the African American LGBTIQ community.
Originality/value
The primary value of this chapter contributes to the discussion on the persistent tensions between religion, race, and sexuality, which make fragile allies between supporters of Marriage Equality and supporters of Civil Rights and racial justice.
