Abstract

Purpose

This paper seeks to tackle the complex problem of integrating real‐time data information about the tracking of a hazardous material (hazmat) vehicle with classical risk evaluation methodologies in order to describe possible accident scenarios. The application deals with the transport of hydrocarbon dangerous goods, where the accident consequences may involve the population exposed along the infrastructure used for transportation.

Design/methodology/approach

The approach taken consists of three phases. First, the acquisition of real‐time data about the travel and the carried hazmat; second, the evaluation of the risk area; and finally, a Geographic Information System (GIS) are taken into account.

Findings

The findings of this analysis constitute the methodological basis to implement a decision support system as regards hazmat transport risk analysis, also in real time, with important evaluations for planning criteria. Using TIP (Transport Integrated Platform), the data collection is received in real time and the scenario construction and visualization may represent a user‐friendly tool for prompt risk evaluation.

Research limitations/implications

The information displayed by the GIS interface is easy to use, and gives prompt information about the accident consequences.

Originality/value

In terms of the total impact from the hazmat transport system to the whole environment (humans, goods, infrastructures, services and natural elements), the paper focuses on the importance of creating a historical real‐time database implemented from a real time information, that represents a standard set of information necessary to define an accident scenarios, for hazmat transport.

Abstract

Purpose

The purpose of this paper is the definition and the implementation of a simplified mathematical model to estimate the hazard and the risk related to the use of high‐pressurized hydrogen pipeline.

Design/methodology/approach

This study aims to investigate the effects of different hydrogen operations conditions and to tackle with different release or failure scenarios. Based on the combination of empirical relations and analytical models, this paper sets the basis for suitable models for consequence analysis in terms of estimating fire length and of predicting its thermal radiation. The results are compared either with experimental data available in the literature, thus by setting the same operations and failure conditions, or with other conventional gaseous fuel currently used.

Findings

The findings show that the release rate increasingly varies according to the supply pressure. Regarding the effect of the hole diameter, it hugely affects the amount of hydrogen escaping from the leak, up to a value of approximately 0.3 m, after which the release rate remains fixed at a maximum of 43 Kg/s. For failure consequences related to jet flame, the leak dimension has a strength impact on the flame length.

Originality/value

This paper represents a helpful engineering tool, to establish the safety requirements that are related to define adequate safety buffer zones for the hydrogen pipeline in order to ensure safety to people, as well the environment.

Abstract

Purpose

Road freight transportation companies need to take advantage of information and communication technologies to develop capabilities. This study proposes a framework to guide road freight transportation companies to achieve data visibility in their operations by developing such capabilities. By proposing this framework, this research contributes to literature and practice, highlighting the capabilities and the respective supporting technologies for improved data visibility in road freight transportation.

Design/methodology/approach

A mixed-method approach is used to develop the framework, considering three methodological steps. In phase 1, the capabilities are identified in the literature and validated by experts. In phase 2, an empirical assessment of cause–effect relationships between capabilities is performed using a multiple case study and DEMATEL. Lastly, in phase 3, an analysis of the cause model and significant associations is conducted to enable the development of the framework. In addition, the proposed framework was validated by the experts interviewed.

Findings

The results provide a framework that explains the link between the technology-enabled data visibility capabilities in road freight transportation operations. In addition, a pathway was established that road freight transportation companies could follow to achieve data visibility in their operations by developing such capabilities.

Originality/value

This work develops the first framework that provides a path for data visibility in road freight transportation operations from adopting certain technologies. The insights are compelling for researchers and practitioners to optimize the decision-making process for adopting technologies and developing capabilities related to data visibility.

Abstract

Purpose

Neglecting to wear a safety helmet can result in serious injuries at construction sites, but the cause of such unsafe behavior has not been fully understood. Therefore, the purpose of this paper is to provide a means of systematically understanding on the causes of non-helmet use behaviors at construction sites.

Design/methodology/approach

This paper utilizes the system dynamics (SD) modeling to portray the construction system works at project, management and individual levels to understand the relative importance of safety climate and productivity pressures. A real-time helmet use behavior tracking system (the Eye on Project (EOP)) is developed to provide an objective record of helmet use practices. Using the data collected from the EOP, the proposed SD model can be calibrated to simulate the influence of safety climate and productivity pressures on the non-helmet use behaviors of construction workers.

Findings

The data collected from 91 responses through the questionnaire survey were utilized to develop the SD model, which consists of two balancing loops and two reinforced loops. The mean absolute percentage error is further used to evaluate the model. The results show that a positive safety climate significantly reduced the rate of non-helmet use behavior.

Originality/value

This study divided the primary contributors of non-helmet use behavior into three levels for the SD model development. The SD model can be used to develop policies for mitigating helmet misuse, which in turn improves the safety performance of construction sites.

Abstract

Purpose

Information analysis tools enhance the possibilities of firm competition in terms of knowledge management. However, the generalization of decision support systems (DSS) is still far away from everyday use by managers and academicians. This paper aims to present a framework of analysis based on Bayesian networks (BN) whose accuracy is measured in order to assess scientific evidence.

Design/methodology/approach

Different learning algorithms based on BN are applied to extract relevant information about the relationship between operations strategy and flexibility in a sample of engineering consulting firms. Feature selection algorithms automatically are able to improve the accuracy of these classifiers.

Findings

Results show that the behaviors of the firms can be reduced to different rules that help in the decision‐making process about investments in technology and production resources.

Originality/value

Contrasting with methods from the classic statistics, Bayesian classifiers are able to model a variety of relationships between the variables affecting the dependent variable. Contrasting with other methods from the artificial intelligence field, such as neural networks or support vector machines, Bayesian classifiers are white‐box models that can directly be interpreted. Together with feature selection techniques from the machine learning field, they are able to automatically learn a model that accurately fits the data.

Abstract

Purpose

This paper aims to describe the state of the art of the Italian Archivio Licenze Periodici Elettronici (ALPE) project which aims to improve the understanding of the issues raised by licence agreements of electronic resources in the Inter-Library Loan Service and to support librarians in the implementation of the right policies.

Design/methodology/approach

ALPE – (E-Journals Licenses Archive) is a national archive of interlibrary loan (ILL) clauses, extracted from standard and negotiated licences, to manage, to publicly share and to check the permitted uses of e-resources for ILL and document delivery.

Findings

The ALPE archive facilitates public and free access to a remarkable amount of information and data about ILL conditions granted by the most important commercial and academic publishers, and responds to the practical problems of managing and understanding ILL clauses in e-licences.

Originality/value

The solutions adopted by ALPE effectively solve many of the problems reported in the literature. These should help ILL librarians in dealing with the problems associated with ILL and licensing.

Abstract

Purpose

The purpose of this paper is to present new concepts and features introduced in NILDE 4.0, an online ILL and document supply request system designed for and used by more than 700 Italian libraries and research institutions.

Design/methodology/approach

The authors use a case study approach based on their professional experience at the NILDE Administrator library, the CNR Research Area Library of Bologna.

Findings

New concepts and features include, among others, a multilingual user interface, a Z39.50 link to national catalogues and union catalogues, a ranking algorithm to assist libraries in balancing their ILL borrowing and lending volumes with partner libraries, a single sign-on user authentication and authorisation system, and a bibliographic citation management system. Future development plans include the ability to create library groups; although this functionality is already built into the new system architecture, it has not yet been implemented by the community.

Originality/value

The authors have published previously on earlier versions of the NILDE software; this paper presents an overview of the recently released version 4.0.

Abstract

Purpose

The purpose of this paper is to discuss and demonstrate “best practices” for creating quantitative behavioural investigative advice (i.e. statements to assist police with psychological and behavioural aspects of investigations) where complex statistical modelling is not available.

Design/methodology/approach

Using a sample of 361 serial stranger sexual offenses and a cross-validation approach, the paper demonstrates prediction of offender characteristics using base rates and using Bayes’ Theorem. The paper predicts four dichotomous offender characteristic variables, first using simple base rates, then using Bayes’ Theorem with 16 categorical crime scene variable predictors.

Findings

Both methods consistently predict better than chance. By incorporating more information, analyses based on Bayes’ Theorem (74.6 per cent accurate) predict with 11.1 per cent more accuracy overall than analyses based on base rates (63.5 per cent accurate), and provide improved advising estimates in line with best practices.

Originality/value

The study demonstrates how useful predictions of offender characteristics can be acquired from crime information without large (i.e. >500 cases) data sets or “trained” statistical models. Advising statements are constructed for discussion, and results are discussed in terms of the pragmatic usefulness of the methods for police investigations.
