Abstract
Recounts Rockefeller philanthropy and the role it has played in shaping the development of medicine in the USA and elsewhere. Questions why social scientific research was not included in Rockefeller philanthropy in its formative stages. Investigates the role one Frederick T. Gates played in Rockefeller philanthropy and, particularly, his opposition to the creation of an institute of economic research. Sketches a biography of Gates, covering his professional career and the development of the philosophical views he held. Explores his approach to wholesale giving and scientific philanthropy as he gained more and more influence over Rockefeller’s business interests. Mentions William Lyon Mackenzie King (who later became Prime Minister of Canada) and his role within the Rockefeller philanthropic set‐up – to investigate labour relations – as a key factor in later obtaining support from the Rockefeller Foundation for social scientific research.

Abstract
Globalisation is generally defined as the “denationalisation of clusters of political, economic, and social activities” that destabilize the ability of the sovereign State to control activities on its territory, due to the rising need to find solutions for universal problems, like the pollution of the environment, on an international level. Globalisation is a complex, forceful legal and social process that take place within an integrated whole with out regard to geographical boundaries. Globalisation thus differs from international activities, which arise between and among States, and it differs from multinational activities that occur in more than one nation‐State. This does not mean that countries are not involved in the sociolegal dynamics that those transboundary process trigger. In a sense, the movements triggered by global processes promote greater economic interdependence among countries. Globalisation can be traced back to the depression preceding World War II and globalisation at that time included spreading of the capitalist economic system as a means of getting access to extended markets. The first step was to create sufficient export surplus to maintain full employment in the capitalist world and secondly establishing a globalized economy where the planet would be united in peace and wealth. The idea of interdependence among quite separate and distinct countries is a very important part of talks on globalisation and a significant side of today’s global political economy.

Abstract
Job Corps is the United State’s largest and most comprehensive training program for disadvantaged youth aged 16–24 years old. A randomized social experiment concluded that, on average, individuals benefited from the program in the form of higher weekly earnings and employment prospects. At the same time, “young adults” (ages 20–24) realized much higher impacts relative to “adolescents” (ages 16–19). Employing recent nonparametric bounds for causal mediation, we investigate whether these two groups’ disparate effects correspond to them benefiting differentially from distinct aspects of Job Corps, with a particular focus on the attainment of a degree (GED, high school, or vocational). We find that, for young adults, the part of the total effect of Job Corps on earnings (employment) that is due to attaining a degree within the program is at most 41% (32%) of the total effect, whereas for adolescents that part can account for up to 87% (100%) of the total effect. We also find evidence that the magnitude of the part of the effect of Job Corps on the outcomes that works through components of Job Corps other than degree attainment (e.g., social skills, job placement, residential services) is likely higher for young adults than for adolescents. That those other components likely play a more important role for young adults has policy implications for more effectively servicing participants. More generally, our results illustrate how researchers can learn about particular mechanisms of an intervention.

Abstract
This paper summarises three empirical studies investigating staff attitudes towards client sexuality, with special consideration of issues surrounding HIV infection. A questionnaire survey design was employed, with 585 participants completing three separate questionnaires. Between 1990 and 1998 staff attitudes towards client sexuality became more positive, with a significant reduction in the number of staff agreeing with mandatory HIV testing over the three studies. In the final study, a significant number of staff Reported being unaware of, or uninfluenced by, organisational sexuality policy. The interaction between policy, staff beliefs and practice is discussed. When staff are aware of the policies on sexuality, their beliefs and attitudes appear to filter these policies, with staff behaviour influenced by an interaction between policies and beliefs. In conclusion, policy development needs to involve inter‐agency collaboration, as well as staff and client user input, for best practice in sexuality.

Examines the Out of School childcare initiative in Scotland (in 1996) by gathering data from the 1991 census and carrying out questionnaire surveys and interviews with both workers, responsible for developing Out of School care, and parents. Compares the findings with earlier research carried out in 1995. Assesses the impact the initiative has had on creating new jobs, improving access to employment for parents using the service, and how well the scheme answers the needs of women workers. Indicates from results obtained that parents had experienced a change in economic activity – increasing hours worked or starting a new job – and/or increased training take‐up. Records also that efficiency and enjoyment of work increased as gender inequalities began to be tackled. Notes that Out of School care schemes were more likely to occur in areas of higher socio‐economic composition, yet Out of School childcare could be part of an anti‐poverty strategy, encouraging women from deprived areas to enter the labour market. Claims that the scheme has had contradictory impacts but that it is hampered by lack of adequate and long‐term funding.

Investigates urban bias in state policy making in Mexico. Refers to literature claiming that rural poverty in developing nations is a major problem because capitalism reflects an urban bias. Examines social security coverage for the rural poor in Mexico and notes that there are great variations depending on area, suggesting that social security coverage is politically negotiable. Outlines briefly the historical development of Mexico’s welfare state and uses a power resource model to demonstrate how groups with competing interests go about securing benefits from the state. Cites literature on dependency theory, indicating that rural groups have failed to mobilize politically and have therefore not secured the same state resources (such as social security benefits and housing) as urban groups, yet argues that this does not always apply in Mexico, partially due to party politics and bureaucratic paternalism. Explains how data was collected to examine regional variations in social security coverage among the rural poor and how the data was analysed. Reveal that workers in important international export markets (such as cotton and sugar) have greater political leverage in obtaining better social security benefits. Notes also that areas supporting the political party in power obtain better benefits. Concludes, therefore, that rural workers are not powerless in the face of urban capitalism and that urban bias and dependency theories do not reflect the situation in Mexico – rather social security benefits are politically negotiable.

Abstract
This chapter uses the nonlinear difference-in-difference (NL-DID) methodology developed by Athey and Imbens (2006) to estimate the effects of a treatment program on the entire distribution of an outcome variable. The NL-DID estimates the entire counterfactual distribution of an outcome variable that would have occurred in the absence of treatment. This chapter extends the Monte Carlo results in Athey and Imbens's (2006) to assess the efficacy of the NL-DID estimators in finite samples. Furthermore, the NL-DID methodology recovers the entire outcome distribution in the absence of treatment. Further, we consider the empirical size and power of tests statistics for equality of mean, medians, and complete distributions as suggested by Abadie (2002). The results show that the NL-DID estimator can effectively be used to recover the average treatment effect, as well as the entire distribution of the treatment effects when there is no selection during the treatment period in finite samples.

Abstract
Attempts to establish the extent to which the use of computers in Australia’s Department of Social Security (DSS) has facilitated changes in social security policy and its administration. Bases findings on case studies relating to two new DSS policies, supplemented with documentary evidence. Identifies that computers are used in the DSS for six main purposes ‐ administering, automating, protecting, monitoring and evaluating policy, as well as for modelling future policy options. Identifies that, instead of increasing efficiency in administration, computers have simply increased productivity by enabling administrative practices to be extended into new areas; observes an emerging computer‐dependent culture dominated by quantitative (rather than qualitative) practices. Establishes that the flexibility offered by computer technology has also contributed to the introduction of more complex social security policies. Concludes that computer technology has contributed to the formulation and administration of social security policies.

Details a cross‐cultural study to expose the extent to which public concern regulates sexual‐eroticism and withdraws it from public attention; identifies a propensity towards the ideal of sexual constraint within US society, reflected by a high degree of regulation and criminalization of sexuality ‐ ranging from strict policies on sexual‐harassment to the restriction of explicit images, even for sex education purposes. Compares with the more liberal attitudes exhibited in Germany. Develops an empirical model to establish cultural differences in attitudes to sexual issues; confirms that Germans are less likely to stigmatize sexual eroticism than their American contemporaries.
