Abstract
Purpose
The purpose of this case study is to explore the construction pattern and issues involved in the development of an urban library service system in China.
Design/methodology/approach
This study was conducted through an analytical evaluation of the development of an integrated public service system and its distribution of information among libraries and information centers in an urban community.
Findings
Constructing an integrated public service system is an important trend in urban libraries in the new millennium. Drawing from the Dongguan library's integrated public service system that aims to master better various resources from whole service area, this text summarizes technology innovation and the significant results of the Dongguan library system redevelopment, providing an absorbing insight into developments in the Chinese public library service.
Originality/value
While the ultimate goal of integration is to provide better services to meet the information‐seeking needs of urban residents, it is necessary to meet these needs through a technological breakthrough in the administration of clustered libraries, to instill a central branch system, and to work out the advantages of group service.

Abstract
Purpose
Social media have escalated the frequency and intensity of brands’ online controversial events (OCEs), which differs conceptually from negative events. Despite this, there remains a scarcity of research exploring the nature of OCEs. This paper aims to investigate the impact of positive buzz on consumer engagement during OCEs.
Design/methodology/approach
Using 47,468 posts from two popular Chinese social media (i.e. Weibo and Zhihu), we employ a zero-inflated negative binomial regression and content analysis to test our hypotheses.
Findings
The results indicate that positive buzz informativeness and sentiment positively affect consumer engagement in online brand communities, moderated by community type and time-related factors. Expert communities (vs social communities) weaken main effects, while date distance strengthens them.
Originality/value
This study is the first to propose the nature of brand’s OCEs and explores how positive buzz affects consumer engagement, highlighting the moderating roles of community type and date distance. This paper contributes to literature on user-generated content (UGC), OCEs and dual process theory, offering valuable insights for brands, consumers and community owners.

Purpose
The purpose of this paper is to study the influence of organizational justice and decision latitude on expatriate organization commitment and job performance.
Design/methodology/approach
Data were collected from 175 nonmanagerial-level expatriate employees in Dubai, UAE using a purposive sampling approach. A structural equation model with partial least squared analysis was utilized to test the hypotheses.
Findings
The results show that decision latitude partially mediates the relationship between organization justice and organizational commitment and fully mediates the relationship between organization justice and job performance.
Research limitations/implications
Data were collected from a cross sectional sample in UAE, and hence, the generalizability of the results to other contexts may be limited.
Practical implications
The research study suggests ways in which human resource managers and practitioners can develop a stronger awareness of the importance of decision latitude in employee decision-making and the role it plays in promoting employees' commitment and job performance given perceived organizational justice.
Originality/value
The present research is among the first of its kind to examine the study variables within the nonmanagerial expatriate context.
