Abstract
The fragmented and highly competitive nature of the construction industry (CI) limits efficiencies and inhibits communication. However, through the effective use of information technology (IT), these communication barriers between clients, consultants, suppliers, subcontractors and contractors can be broken down. Public sector clients in Australia have proposed an IT implementation strategy with the aim of improving communication and increasing productivity in the CI. However, IT is relatively new to the industry and so are the problems associated with it especially for the small subcontractors. The aims of this paper are to examine the current usage of IT by Australian subcontractors, and to identify the potential problems for subcontractors in IT implementation. The results indicate that the uptake of email and the internet by subcontractors is at a low level and the awareness of IT training and education is very low. The indications are that Australian subcontractors are not yet ready for the implementation of even rudimentary IT technology.

Abstract
Purpose
A predicted increase in climate change-related extreme weather events will present hospitals with new health-related and physical risks which were not originally anticipated in building and infrastructure designs. Markus et al.'s building systems model is used to analyse a range of adaptive strategies to cope with such events. The paper aims to discuss these issues.
Design/methodology/approach
Focus group interviews were conducted with a wide range of hospital stakeholders across three case study hospitals in Australia and New Zealand which have experienced extreme weather events.
Findings
It is concluded that effective adaptive strategies must balance responses across different organisational sub-systems. Contrary to previous research, the findings indicate that hospital managers do see hospital infrastructure as an important component of disaster response. However, it is the least adaptable of all response subsystems, making other options more attractive in the heat of a crisis.
Research limitations/implications
A focus on three case studies allowed the researchers to explore in-depth the experiences of stakeholders who had experienced extreme weather events. While producing highly valid results, the inherent limitation of this approach is the lack of breath. So further case studies are needed to generalise from the results.
Practical implications
Recommendations are made to improve the adaptive capacity of healthcare facilities to cope with the future health challenges of climate change risk.
Originality/value
By acknowledging that no one group holds all the knowledge to deal with extreme weather events, this paper capture the collective knowledge of all key stakeholders who have a stake in the process of responding effectively to such an event. It shows that hospital adaptation strategies cannot be considered in isolation from the surrounding emergency management systems in which a hospital is imbedded.

Purpose
Public‐private partnerships (PPPs) and other innovative procurement mechanisms are frequently used to deliver both an asset and a public service over a protracted period. The value streams to the parties involved can be complex, but generally arise from the satisfactory provision of infrastructure that is fit for purpose throughout its life. This research aims to investigate the effectiveness of the facility management (FM) function in delivering long‐term value to both the client and consortium.
Design/methodology/approach
This paper describes a case study of a PPP in Australia that delivered social infrastructure in multiple locations to a state government. Drawing upon multiple perspectives from within the consortium, it utilises inductive principles to identify the influences on value generation through innovation by the FM function.
Findings
The ability of an Australian FM contractor to provide value within a PPP context has been shown to reflect some of the attributes described in literature. However, the extent of innovation, especially in the design and construction phases, has been limited by organisational history and capability, and relational and contextual issues.
Originality/value
This research highlights a flaw in the rhetoric relating to PPP delivery, namely the disconnection between the asset delivery and service delivery phases, which stifles the consortium's capacity to innovate and maximise value. It reveals a set of influences that both resonate with the literature and plausibly explain the suboptimal performance of the FM function within an Australian PPP. By using highly iterative analysis leading to within‐case generalisability, it provides a robust basis for wider investigation of the problem.

Research has identified economic properties and behaviors that set it apart from physical and financial capital. The authors translate the economic typology of human, structural, and relational capital to Blackler’s four forms of characterizations: embrained, embodied, embedded, and encultured. Knowledge elicitation techniques are discussed, and aligned with Blakely’s four forms of characterizations.

Purpose
Protecting society from sex offenders has presented a challenge for state legislatures. Recent decades have seen a significant increase in sexually motivated crimes, especially sex trafficking. Effectively combatting sexual exploitation demands a range of legal strategies. As of 2012, 20 states have passed sexually violent predators (SVP) legislation. Human traffickers may exhibit the same deplorable characteristics as SVPs and should be subject to civil commitments. Traffickers are extremely skilled at exploiting their victim’s psychological pressure-points; knowing which cultural or personal experiences they can prey upon to extract compliance. The purpose of this paper is to discuss the overlapping predatory nature of sex traffickers and SVPs; the creation and purpose of sexual predator civil commitment statutes; and to dissect two cases which could give grounds for civil commitment.
Design/methodology/approach

Findings
Repeated human sex traffickers may suffer from an underlying mental illness which would render them a continued danger to society when released from jail. They should be evaluated and civility committed if medically appropriate.

A quick search of the headlines of major newspapers reveals a treasure trove of technology procurement gone wrong. While the private sector seems to adopt and implement new technology seamlessly and quickly to deliver for customers, the government struggles to accomplish technology purchases and integrations with the same ease. As governments in the United States are looking to retain their current workforce and attract the next generation of workers, the technological capabilities and ethos of governments will be paramount. With nearly every industry being transformed by technology and Generation T being the first generation to have an ingrained “technology first” mindset, the ability of governments to attract these workers depends, in large part, on the ability to transform their government technology culture, policies, and practices.
In this chapter, the authors examine the administrative branch and observe two key components at the root of most technology failures: poor organizational structure in the bureaucracy and the lack of an empowered Chief Information/Technology Officer. Building upon case studies from Massachusetts and California, this chapter looks at the factors related to failure or success to understand the technology procurement culture. The chapter concludes by presenting four key “best practice” principles of public policy and administration that can be implemented by almost any governmental entity to improve their acquisition and implementation of technology.

Computer systems firms in Silicon Valley are responding to rising costs of product development, shorter product cycles and rapid technological change by focusing and building partnerships with suppliers, both within and outside of the region. Well-known firms like Hewlett-Packard and Apple Computers and lesser known ones like Silicon Graphics and Pyramid Technology are organized to combine the components and sub-systems made by specialist suppliers into new computer systems. As these firms collaborate to both define and manufacture new systems, they are institutionalizing their capacity to learn from one another. Three cases - a contract manufacturer, a silicon foundry, and the joint development of a microprocessor - illustrate how inter-firm networks help account for the sustained technological dynamism of the regional economy.
