Abstract
Purpose
The increasing complexity of higher education has led to the need for a different type of leader that transcends traditional boundaries and individual self-interest. The purpose of this paper is to propose an alternative form of leadership consistent with the unique challenges faced by institutions of higher education today.
Design/methodology/approach
First, existing research on leadership is explored. Particular attention is placed on identifying the applicability of the primary leadership approaches to the unique organizational environment typically found in institutions of higher education. Transcollegial leadership is then developed as an alternative form of leadership better suited to colleges and universities in today’s dynamic environment.
Findings
After examining the inadequacies of existing forms of leadership in higher education, transcollegial leadership is introduced as the process involved in leaders systematically, but informally, relating to persons and groups of equivalent authority in different areas of an institution of higher education for its betterment and the advancement of its mission, not for person gain.
Practical implications
It appears that transcollegial leadership may be specifically suited for institutions of higher education given their unique organizational structure. Transcollegial leadership permits colleges and universities to better utilize the skills and expertise of their members. The skills and expertise of transcollegial leaders not only benefit their home organizational units, but can benefit the entire organization.
Originality/value
The paper examines a different approach to leadership to aid colleges and universities in facing the challenges of a rapidly changing and increasingly competitive environment.

Abstract
Hypotheses regarding gender differences in circumstances surrounding the initiation/escalation of binge drinking are tested in a sample of young adults from a general population. The circumstances are measured by six scales. Multiple regression analyses suggest a congruence between observed gender differences in circumstances surrounding initiation and escalation of binge drinking and the literature on gender‐related sociodevelopmental processes: For males, initiation of binge drinking is associated with self‐importance, to be influenced by peers, and to experience confrontation with the authorities. For females, initiation of binge drinking is associated with greater feelings of distress and interpersonal problems. For escalation of binge drinking, no gender effect on peer influence is observed. However, all other gender‐related effects continue to be observed at even greater levels. The results also support the conclusion that the gender‐related effects are at least partially independent although certain of the effects are attenuated when other circumstances are included in the model.

Abstract
Whereas most societal commentators continue to review the historical patterns of men’s leadership in search of models for 21st-century success, few have begun to recognize, let alone appreciate, the equivalent patterns of women’s leadership and the future contributions that women could potentially make as leaders. What could and are women bringing to society as global leaders? Why at this moment in history is there such a marked increase in the number of women leaders? Are we entering an era in which both male and female leaders will shape history, both symbolically and in reality? And if so, will we discover that women, on average, lead in different ways than men, or will we learn that role (global leader) explains more than gender? This chapter reveals the accelerating trends of women joining men in senior leadership positions, establishes the relationship of women leaders to our overall understanding of global leadership, and sets forth an agenda to accomplish much needed research and understanding.

In a general way it is obvious that the developmental cycles of libraries reflect those of their parent institutions, the universities. Thus, libraries, like universities, have experienced a period of intense growth and diversification in the past four or five decades. This has been followed by a period of increasingly severe resource constraint relative to need while high expectations have continued almost unabated. It is now widely acknowledged that basic changes in the way information services are provided are inevitable, even though there is not yet complete consensus about what the nature of those changes can or should be. Clearly there is a powerful connection between the new Fiscal realities of universities and our capacity to resolve the information management requirements of this new era.

Abstract
Purpose
Despite the importance of top management team (TMT) gender diversity in a firm's strategic decisions and the high degree of innovation activities that several firms have experienced in recent years, little or no research has examined how TMT gender diversity affects a firm's open innovation decision. The authors examine how TMT gender diversity impacts firms' open innovation activities. The authors further examine how this impact is affected by women executives' personal attributes and institutional conditions.
Design/methodology/approach
The sample comprised of 62,745 firm-year observations (9,831 firms) from 25 countries from 1990 to 2010. The authors employed the system generalized method of moments (GMM) estimation technique to estimate the results.
Findings
Employing novel panel data on co-owned patents across 25 economies, the authors find that proportion of women in TMTs has a positive impact on open innovation activities. Moreover, the authors find that women managers' power and institutional gender parity strengthen the association between gender diversity and open innovation.
Practical implications
The findings of this study indicate that firms committed to optimizing their open innovation policies and practices should include women in TMTs and create such conditions that are supportive for women executives to effectively express their innate inclinations. Importantly, our study supports the business case for gender diversity in top leadership positions by providing a compelling evidence for the positive impact of TMT gender diversity on open innovation.
Originality/value
This study contributes to the gender diversity literature by showing how women leaders' values and character become embedded in their companies' strategy and present empirical evidence that having women in TMTs increase the likelihood of conducting open innovation. Further, the authors show how women executives' power and institutional level gender parity provide boundary conditions that moderate the relationship between TMT gender diversity and open innovation.

Abstract
The United States has always been an outlier in its approach to social welfare and safety net provision compared to other industrial and postindustrial nations. A large literature has emerged to explain U.S. exceptionalism. Much of this theory and research centers on U.S. race relations and, more recently, on gender ideologies embedded in state policies that have fostered “poverty knowledge” and policies that emphasize individual responsibility and dependency rather than structural factors and processes that create social stigma and exclusion (O'Connor, 2001). Relatively unrecognized is the way spatial inequality shapes U.S. welfare policies. The restructuring of the welfare state by the enactment in 1996 of PRWORA, the Personal Responsibility and Work Opportunity Reconciliation Act, more familiarly known as welfare reform, highlighted the significance of spatial inequality through one of its key provisions: devolution of authority for program formation and administration to state and local jurisdictions. Devolution, a major element of neoliberal policies designed to diminish state redistributive power, places responsibility for welfare reform in local jurisdictions and agencies with varying capacities and resources for this task. Rural areas are particularly subject to disadvantage from devolution as they often lack the means to successfully implement welfare to work policies. Studies of the impacts of welfare reform using national data and crude proxies for spatial differences obscure differences in outcomes for individuals and communities that emerge when more attention is paid to spatial variation. The result is a form of extreme spatial inequality that marginalizes rural regions, communities, and their impoverished residents. This chapter examines the relationship between spatial inequality, devolution, and social exclusion for rural peoples and places in the era of welfare reform and shows how these form key elements of U.S. welfare provision. Illustrations are drawn from primary research on the impacts of welfare reform in rural Appalachia.

Abstract
Many companies are increasing their expenditure on information technology and information systems (IT/IS) to obtain or even sustain a competitive advantage in their respective marketplaces. Many managers, however, are often left with the quandary of how to evaluate their investments in technologies. Reasons of this difficulty have been suggested in the normative literature as centring on the socio‐technical (human, organisational and technical) dimensions associated with the adoption of IT/IS. The inability of managers to determine the true costs of deploying IT/IS is considered attributable to a lack of knowledge and understanding of IT/IS related costs. In developing a broader picture of such cost dimensions and their respective taxonomies, the research presented in this paper uses a structured case method to gain an understanding of how a construction firm embraced the IT evaluation process. A review of the IT cost literature is presented and a conceptual IT evaluation framework that focuses on indirect costs is proposed.
