Abstract

Purpose

The purpose of this paper is to review the establishment of Primary Health Network (PHN) in Australia and its utility in commissioning Primary Health Care (PHC) services.

Design/methodology/approach

This study is an analysis of management practice about the establishment and development of a PHN as a case study over the three-year period. The PHN is the Hunter New England and Central Coast PHN (HNECCPHN). The study is based on “insiders perspectives” drawing from documentation, reports and evaluations undertaken.

Findings

HNECCPHN demonstrates a unique inclusive organisation across a substantial diverse geographic area. It has taken an innovative and evidence-based approach to its creation, governance and operation. HNECCPHN addresses the health challenges of a substantial Aboriginal and/or Torres Strait Islander population. It contains significant and diverse urban, coastal and distinct rural, regional and remote populations. It can be described as a “virtual” organisation, using a distributed network of practice approach to engage clinicians, communities and providers. The authors describe progress and learning in the context of theories of complex organisations, innovation, networks of practice, knowledge translation and social innovation.

Research limitations/implications

The study provides initial publication into the establishment phase of a PHN in Australia.

Practical implications

The study describes the implementation and progress in terms of relevant international practice and theoretical concepts. This paper demonstrates significant innovative practice in the short term.

Social implications

The study describes significant engagement and the importance of that with and between communities, service providers and health professionals.

Originality/value

This is the first study of the results of the implementation of an important change in the funding and delivery of PHC in Australia.

Abstract

United States immigration policy is one of the most dynamic and fiercely argued public policy issues today – often including questions of how many and from where. Poor economic conditions overseas, perceptions of a relative abundance of opportunity in the United States, flight from persecution and upheaval, and revolutions in communication and transportation are often cited as the major factors explaining historic and current waves of immigrants (legal and illegal) to U.S. shores (Batchelor, 2004; Borjas, 2004; Porter, 2006). U.S. immigration legislation is also a key factor in determining the numbers and composition of America's new residents. The focus of this chapter therefore consists of the costs associated with providing illegal immigrants with the benefit of free, public schooling within the context of globalization. More specifically, given the broader social, political, and economic parameters of the immigration debate and its meaning, the chapter discusses the legal and educational issues faced in the United States by those undocumented students who desire to attend public schooling, as well as the ways current state and federal laws both empower and discourage them.

Abstract

The memorial is an account of Smith's personality and work by a former and favored student. It is a sustained personal reminiscence backed by the reminiscences of others who admired Smith together with an account of Smith's working practices and of his main texts. It is in this sense subjective as well as objective. It is not a full-scale biography, rather a biographical sketch and it is necessarily limited by its very proximity to the subject. The principal and other informants knew Smith and liked him. However, given Stewart's own profession, the work is more than this. It was written in the context of the consequences for Smith's reputation in the light of the French Revolution. Stewart is anxious, given the sensitivities concerning the destructive radicalism in France and in the context of the conservative reaction in Britain, to distance Smith's ideas on liberty and on policy from those ideas as they were being expressed in revolutionary France. In this way, Stewart's biographical work is both an account of Smith's life and works and a politicized interpretation of his principle economic ideas.

Abstract

In the last four years, since Volume I of this Bibliography first appeared, there has been an explosion of literature in all the main functional areas of business. This wealth of material poses problems for the researcher in management studies — and, of course, for the librarian: uncovering what has been written in any one area is not an easy task. This volume aims to help the librarian and the researcher overcome some of the immediate problems of identification of material. It is an annotated bibliography of management, drawing on the wide variety of literature produced by MCB University Press. Over the last four years, MCB University Press has produced an extensive range of books and serial publications covering most of the established and many of the developing areas of management. This volume, in conjunction with Volume I, provides a guide to all the material published so far.
