Introduction Consider a hi‐fi loudspeaker manufacturing company acquired on the brink of insolvency by an American multinational. The new owners discover with growing concern that the product range is obsolete, that manufacturing facilities are totally inadequate and that there is a complete absence of any real management substance or structure. They decide on the need to relocate urgently so as to provide continuity of supply at the very high — a market about to shrink at a rate unprecedented in its history.

Alice Rangel de Paiva Abreu is Director of the Office of Science and Technology of the Organization of American States in Washington DC, and Professor of Sociology at the Federal University of Rio de Janeiro, Brazil. For three years she was Vice President of the National Council for Scientific and Technological Development (CNPq). She is also a member of the Executive Committee of the International Sociological Association and President of RC30 Sociology of Work. Abstract
The accounts of moral reform that nineteenth-century convicts offered the officials in charge were frequently characterized by such uniformity that it caused Dickens to mistrust their sincerity and to brand them scornfully as “pattern penitence.” Unlike Dickens, however, prison officials were more willing to credit the questionable authenticity of “patterned” repentance. The paper argues that rather than an effect of personal gullibility, reformers’ attitudes can be seen as an outcome of specific interpretative strategies which, in turn, constituted a response to several institutional challenges facing the nineteenth-century Penitentiary.

Purpose
The purpose of this paper is to show the evolution of the concept “state of preparedness” into “state of resilience” in the context of emergency management, and the implications raised by this new concept.
Design/methodology/approach
This paper is a literature review (scientific and governmental) of the most important articles in the field of state of preparedness evaluation.
Findings
This article presents two trends in the state of preparedness evaluation: response capability and preparation management. These two trends contribute to the evolution of the concept “state of preparedness” into “state of resilience”, a state that is defined as the ability of a system to maintain or restore an acceptable level of functioning despite disruptions and failures.
Originality/value
This literature review helps define the concept of “state of preparedness” (in terms of both management and response capability) as the new trend of resilience.

Abstract
This article does not pretend to represent an exhaustive survey of all the differences and similarities existing between Joseph Schumpeter and his fellow Austrians. To have carried out such a task would have required a detailed knowledge of the literature which was beyond that of the present writer. Instead, what is offered here is a particular interpretation of the major characteristics of Austrian economics, the relationship of Schumpeter to these, together with some fragmentary evidence in support of the views expressed. The article begins with a brief resumé of the leading personalities of the Austrian School of Economics. In the second section the suggestion that Schumpeter was not a true member of the Austrian School is examined. It is shown that the minor differences which did exist between Schumpeter and his colleagues on technical questions are more than outweighed by agreement on the substantive issues of their economic analysis. The third section deals with the attitudes of the Austrian School to questions of method while the remaining sections deal with the classical tradition in the theory of economic growth.

Purpose
This paper sets out to develop disaster preparedness measurement methodology using a small test case of two communities. It is aimed at furthering discussion of the issues and complexities of developing measurement of preparedness indicators for application and utilization.
Design/methodology/approach
The study used a multi‐modal approach, utilizing several data sources, including: a survey of essential facility managers in the two communities; document data extracted from the two city's Comprehensive Plans, Budgets, and the Emergency Operation Plans; and key informant interviews. Data collected from these sources formed the basis of the model construction and testing.
Findings
The primary conclusion is that a preparedness measurement model, while inherently difficult to construct and execute, has the potential to assist in the comparison and evaluation of community preparedness. Further such development requires additional refinement, calibration, and applied testing.
Research limitations/implications
In terms of future research, this type of effort is preliminary, and needs to be tested across a larger number of communities to gauge its accuracy, and would most benefit from the creation of consistent baseline scores for a larger cross‐section of communities. Baseline scores could be examined for disasters that affect multiple communities, and comparison and evaluations of the preparedness measures can be applied. Future research should calibrate the model using expert and community feedback.
Practical implications
Should a standardized measurement and indicator system be developed with wide application, there would be effects in the insurance, regulatory and management sectors.
Originality/value
The paper creates a measurement and indexing process for discussion and evaluation in the hazards research community.

Abstract
It is now fashionable to suggest that the Celtic regions of the United Kingdom are the internal colonies of the central English state and that they have been, particularly since the rapid industrialization of the nineteenth century, subject to a penetrating anglicization of their culture and institutions. In terms of the internal colonialism thesis, it can be argued that the cultural nationalism of Scotland which was developed in the nineteenth century was an attempt to maintain the distinctiveness of civil society in Scotland in the context of massive regional economic imbalance. The Scottish intelligentsia, dominated by Edinburgh lawyers and Presbyterian ministers, can thus be compared with the intelligentsia of Third World societies undergoing a process of de‐colonization where separate cultural identities have to be preserved or, if necessary, constructed.
