Abstract

How suitable is the New Public Management (NPM), which developed in parliamentary systems, to presidential democracies? The answer is important to reform efforts in the U.S. federal government and in several Latin American nations. According to Fred Riggs, the requirements of successful public administration in “presidentialist” and parliamentary systems differ considerably. Israelʼs experience with reform presents a natural experiment that supports Riggs” theory of presidentialisi administration. Israel embarked on NPM-style reforms when it was a pure parliamentary democracy. Its reform program was revised in ways that fit Riggsʼ prescriptions for presidentialism after the country adopted major electoral and structural changes that made it “semi-presidentialist.” Although a single case study of limited duration, the Israeli experience suggests that there is a distinctive logic to presidentialist administration that is readily understood by government officials who perforce must assess the demands of constitutional structure on administrative arrangements.

Abstract

In the USA, there is sustained interest in the use of case studies in public administrative education in management and administrative law dates from the 1940s. Public administration and law both turned to cases as teaching devices when their dominant intellectual traditions were no longer viable. Although it has since declined, a public management case study movement was very influential in the late 1940s and 1950s. Administrative law casebooks have remained popular, and there are several titles specifically intended for public administration programmes. Efforts to “reinvent” public administration are likely to generate renewed interest in management‐oriented cases.

Abstract

This paper presents a systematic method for classifying research on international channels of distribution. It is used to examine 79 articles published during an 18‐year period (1988‐2005). Based on content analysis, each article is classified by its primary research framework. Two frameworks are identified: (1) structural ‐ based on the economic and organizational aspects of international channels of distribution; and (2) behavioral ‐ based on the exchange relationship between channel members from different national environments. This simple organizing system offers a comprehensive way to analyze scholarship that has emerged in the field. For managers, it can bring the theoretical and practical developments together in an understandable fashion as they seek to interpret and apply research findings. For scholars, it may bring focus to an increasingly complex area of international business and guide future research efforts.

Abstract

This study empirically explores one of the important channel issues – the relationship between various channel support given to channel partners and the perceived (by managers) goal‐orientation of a firm. Results from an emerging market, India, indicate that perceived orientation towards both profitability and market share is not associated with any of the channel support considered. Growth orientation however is strongly associated with most of the channel support activities – both business (e.g., business advice, pricing and ordering assistance, and personnel training) as well as marketing (advertising support, sales promotional material, and inventory management assistance) oriented activities. In contrast, perceived sales volume orientation is only associated with advertising support and business advice, however, the relationship is negative. These findings have interesting implications for channel management and channel motivation.

This paper examines the ideas of David Hume and their importance to American public administration writing and practice. Hume’s ideas on empiricism, scepticism, and constitutionalism have indirectly, via their impact on modern philosophy, encouraged both support for and criticism of empiricist approaches in public administration. Also, Hume’s ideas on constitutionalism, because of their influence on the Founders' writings and design, provide an important legacy for the practice of public administration. The paper argues that Hume’s notion of mitigated scepticism, as well as his constitutional ideas, have continuing relevance for the study and practice of contemporary public administration. Abstract

Purpose

The purpose of this paper is to determine the overarching lessons to be gleaned from 30 years of public management literature.

Design/methodology/approach

The methodology was simple: review the professional literature generated during that time period.

Findings

Despite important contributions to our understanding of everything from bureaucratic motivation, public budgeting processes, the promises and pitfalls of contracting out and identification of the skills needed to be an effective public manager, to the scientific arcana of sustainability and the respective responsibilities of public administrators and elected officials, the profession would benefit greatly from more sustained emphasis upon the history and philosophy of the constitutional choices made by those who framed America’s original approach to governance.

Originality/value

The lack of a common understanding of America’s legal culture, or even a common vocabulary for exploring our differences poses immense challenges to public administrators, whose effectiveness requires a widely shared, if necessarily superficial, agreement on the purposes of America’s governing institutions and an ability to recognize the bases of government legitimacy. In the past 30 years, however, literature that addresses the important connections between constitutional theory and management practice, between the rule of law and the exercise of public power and discretion, has been all too rare. Let us hope that the next 30 years corrects that deficiency.

Abstract

This paper proposes an anthropology‐based theoretical model describing the impact of top management culture clash on the commitment of the acquired team to the new organization and on its cooperation with the acquiring team. It suggests that three factors are influential, namely the degree of cultural differences, the nature of the contact between the teams, and the intended level of integration between the companies. The paper generates numerous propositions for predicting the impact of the culture clash. It also offers suggestions for further theoretical and empirical study, and presents some of the model's practical implications.

Abstract

Rather than organize as traditional firms, many of today’s companies organize as platforms that sit at the nexus of multiple exchange and production relationships. This chapter considers a most basic question of organization in platform contexts: the choice of boundaries. Herein, I investigate how classical economic theories of firm boundaries apply to platform-based organization and empirically study how executives made boundary choices in response to changing market and technical challenges in the early mobile computing industry (the predecessor to today’s smartphones). Rather than a strict or unavoidable tradeoff between “openness-versus-control,” most successful platform owners chose their boundaries in a way to simultaneously open-up to outside developers while maintaining coordination across the entire system.

Abstract

We argue that the proliferation of governance in the public sector has raised questions regarding individual constitutional rights. While some proclaim cost savings and entrepreneurial solutions to vexing social ills, others suspect that these benefits donʼt outweigh the risk of diminished accountability and the loss of constitutional protection over public service production. We propose a new model to examine the relationships between direct government, governance, public value, and public law value. We apply this model to analyze two landmark Supreme Court cases and one contemporary federal appellate court case to explore the ongoing tension between the governance model and public service production. Our findings suggest that enforcible contract language and public-private entwinement can be used as tools to protect constitutional rights in the face of increasing pressure of governance approaches.
