Abstract
Purpose
The purpose of this paper is to examine drivers’ willingness-to-pay (WTP) tolls using data from a survey of drivers in the Hampton Roads region of Southeastern Virginia. The theory of planned behavior is applied to understand the different factors contributing to WTP tolls. The study measures different dimensions of WTP, offers a two-stage approach that aligns correlates of WTP tolls in logical sequence, and assesses the role of price information (toll rates) as an anchor heuristic in WTP.
Design/methodology/approach
Three WTP measures are elicited via contingent valuation method using three survey questions that incorporate different price information. The study tests the role of price information as an anchor heuristic. WTP is analyzed using a two-stage decision process. Drivers first decide whether, in-principle, to support tolls, followed by the amount they are willing to pay (maximum and peak amounts). Three regression models are run to test the impact of ability to pay on amount WTP, impact of in-principle WTP on maximum WTP, and impact of maximum WTP on peak WTP given an anchor toll rate.
Findings
Attitudes supportive of tolls and the ability to pay are predictors of in-principle WTP, while in-principle WTP predicts amount (maximum and peak) WTP. Price information, as an anchor heuristic, reduces variability in amount WTP and conditions the amounts WTP.
Originality/value
The value and originality of this study lie in the application of the theory of planned behavior to study WTP tolls, the use of contingent valuation, and the effect of anchor heuristics.

Abstract
Purpose
Wireless sensor networks (WSN), as a solution for buried water pipe monitoring, face a new set of challenges compared to traditional application for above-ground infrastructure monitoring. One of the main challenges for underground WSN deployment is the limited range (less than 3 m) at which reliable wireless underground communication can be achieved using radio signal propagation through the soil. To overcome this challenge, the purpose of this paper is to investigate a new approach for wireless underground communication using acoustic signal propagation along a buried water pipe.
Design/methodology/approach
An acoustic communication system was developed based on the requirements of low cost (tens of pounds at most), low power supply capacity (in the order of 1 W-h) and miniature (centimetre scale) size for a wireless communication node. The developed system was further tested along a buried steel pipe in poorly graded SAND and a buried medium density polyethylene (MDPE) pipe in well graded SAND.
Findings
With predicted acoustic attenuation of 1.3 dB/m and 2.1 dB/m along the buried steel and MDPE pipes, respectively, reliable acoustic communication is possible up to 17 m for the buried steel pipe and 11 m for the buried MDPE pipe.
Research limitations/implications
Although an important first step, more research is needed to validate the acoustic communication system along a wider water distribution pipe network.
Originality/value
This paper shows the possibility of achieving reliable wireless underground communication along a buried water pipe (especially non-metallic material ones) using low-frequency acoustic propagation along the pipe wall.

Abstract
Purpose
This paper focusses on analysing the impact of crime on the housing market in Los Angeles (LA) County. By looking at different types of crime instead of general crime measures and controlling by spatial dimension of prices and crime as well as endogeneity, a model is developed that allows for the understanding of how a specific crime impacts the housing market transaction price. To perform the analysis, the paper merges different data sets (crime, housing transaction and census data) and then computes the distances to crucial transport modes to control the accessibility features affecting housing prices. The latter allows estimating the association of housing prices and crime in the distance and estimating the impact on housing depending on it.
Design/methodology/approach
This paper focusses on the following crimes: aggravated assault, burglary (property crime), narcotics, non-aggravated assault and vandalism. The paper shows firstly how incidents of reported crime are distributed across space and how they are related to each other – thus highlighting crime models with spatial influences. Secondly, the research utilises instrumental variables within the methodology to estimate house prices using spatial analysis techniques while controlling for endogeneity. Thirdly, it estimates the direct impact of crime on house prices and explores the impact of housing and neighbourhood features.
Findings
Results suggest that house transaction prices and crime are closely correlated in two senses. Housing prices are endogenously negatively associated with the levels of narcotics and aggravated assaults. For narcotics, the impact of distance is shorter (1,000Â m). However, for burglary, vandalism and non-aggravated assaults, the price reaction suggests a positive association: the further away the crime occurs, the higher the prices. The paper also shows the large spatial association of different crimes suggesting that they occur together and that their accumulation would make negative externalities appear affecting the whole neighbourhood.
Research limitations/implications
The use of a huge database allows interesting findings, but one limitation can be to not have longer time observations to identify the crime evolution and its impact on housing prices.
Practical implications
Large implications as the relationship identified in this paper allow defining precise policies to avoid crime in different areas in LA. In addition, crime has significant but quantitative small effects on LA housing transaction prices suggesting that the effect depends on the spatial scale as well as lack on information about where the crimes are committed. Lack on information suggests low transparency in the market, affecting the transaction decision-taken process, affecting the risk perception and with relevant implications over household welfare.
Originality/value
This paper relates the spatial association among crimes defining the hotspots and their impacts on housing transaction prices.
