Abstract

Under the Chinese planned economy, there was no need for trained managers. Consequently, a huge skills shortage has arisen, focused in areas such as financial management, marketing and HRM. China’s Education Vice Minister estimates a need for 2.7m trained managers to meet the competitive challenges facing the country. In China’s universities, however, the requisite skills and experience are largely absent. Yet, imported training lacks the unique cultural context and suffers translation difficulties while the students lack the appropriate conceptual frameworks to interpret their new knowledge. Additionally, foreign programmes are forced to deliver within the context of a local university system which is usually inappropriate. The China Europe International Business School (CEIBS) was set up to overcome these constraints and to establish a model for management education in China. This paper describes the issues and challenges in the establishment of the school, the implications for China and the achievements after the first five years of the school.

Abstract

Purpose

The purpose of this article is to critique the strengths and weaknesses of the National College for School Leadership (NCSL). The primary purpose of the NCSL is to improve student attainment levels through enhancement of leadership capacity within England's government schools. The critique aims to include the issues of strategic rethinking, definition of terms, leadership competencies, core competencies, selection criteria, and research needs.

Design/methodology/approach

This article provides a review of literature related to leadership capacity building and challenges to the NCSL enhancement of student attainment levels in England's government schools.

Findings

The article indicates that the NCSL had numerous strengths adequate for the initial core activities of headteacher development. Subsequent broadening of those responsibilities to include all leadership development in government schools is a challenging task. The continued increase in expectations necessitates a strategic rethinking of NCSL capability.

Practical implications

The number of potential school leaders warrants reflection on current practice. The “demographic time‐bomb” of the teaching profession has implications for succession planning and professional development. The NCSL has endeavoured to prepare additional school leaders. The increase in NCSL responsibilities regarding school leadership necessitates a sharing of responsibility with other providers.

Originality/value

The article is among the first to critique the NCSL and to identify lessons to be learned by educational leaders from the NCSL experience.

Abstract

This chapter examines how opponents of same-sex marriage have used rights discourse to construct an identity of themselves as victims, and construct gays and lesbians as deviant “others.” I find that conservative rights discourse has been more effective outside the courtroom than in it. This is because these arguments rely on implicit discriminatory stereotypes which are frequently exposed under the scrutiny of dispassionate judicial actors. However, in a popular arena, they are free to operate with considerably less scrutiny. Here, rights discourse is used to mask discriminatory stereotypes and lend legitimacy to positions that would be rejected if made explicitly.

This chapter examines the influence of the Federalist Society for Law and Public Policy on some of the most important Supreme Court decisions of the past three decades. Mobilizing the epistemic community framework, it demonstrates how network members, acting as amici curiae, litigators, academics, and judges worked to transmit intellectual capital to Supreme Court decision makers in 12 federalism and separation of powers cases decided between 1983 and 2001. It finds that Federalist Society members were most successful in diffusing ideas into Supreme Court opinions in cases where doctrinal distance was greatest; that is, cases where the Supreme Court moved the farthest from its established constitutional framework.

Abstract

The pattern of prosecutions forfood offences has changed very little in the past decade. Compositional offences have rarely exceeded 5 per cent and, since the 1967 batch of regulations for meat products, are mostly in respect of deficient meat content. Food hygiene offences have also remained steady, with no improvement to show for all the effort to change the monotony of repulsive detail. The two major causes of all legal proceedings, constituting about 90 per cent of all cases—the presence of foreign matter and sale of mouldy food—continue unchanged; and at about the same levels, viz. an average of 55 per cent of the total for foreign matter and 35 per cent for mouldy food. What is highly significant about this changed concept of food and drugs administration is that almost all prosecutions now arise from consumer complaint. The number for adulteration as revealed by official sampling and analysis and from direct inspectorial action is small in relation to the whole. A few mouldy food offences are included in prosecutions for infringements of the food hygiene regulations, but for most of the years for which statistics have been gathered by the BFJ and published annually, all prosecutions for the presence of foreign matter have come from consumer complaint. The extent to which food law administration is dependent upon this source is shown by the fact that 97 per cent of all prosecutions in 1971 for foreign bodies and mouldy food—579 and 340 respectively—resulted from complaints; and in 1972, 98 per cent of prosecutions resulted from the same source in respect of 597 for foreign matter and 341 for mouldy food. Dirty milk bottle cases in both years all arose from consumer complaint; 41 and 37 respectively.
