Abstract
The article outlines the results of survey research on part‐time programming at Canadian universities and the needs and characteristics of undergraduate student populations with potential for part‐time degree completion. Data on Canadian universities were examined in four major categories of variables including institutional backgrounds, part‐time degree programmes and programme administration, evening and weekend course offerings and course administration, and services for part‐time students. Data from student groups were examined in six categories including demographics, academic backgrounds, finances and employment, educational expectations and student services, technology and alternative delivery methods, and advantages and disadvantages of part‐time attendance. Findings suggest changes may be necessary in university functioning in order to serve part‐time student populations better. Implications for institutional policy and practice are discussed in four general areas: part‐time enrolments and degrees; evening and weekend programming; demographics, student services and cost‐effectiveness; and technology and alternative delivery.

Abstract
Purpose
This paper responds to the need for more construction project management research in the emerging field of social procurement. It contributes by exploring the potential value of cross-sector collaboration and project-based intermediation in meeting new social procurement imperatives.
Design/methodology/approach
A thematic exploratory case study analysis is presented of seventy-three interviews undertaken with stakeholders involved in a unique project-based intermediary developed by a major Australian construction company to leverage the power of cross-sector collaboration in response to social procurement imperatives on its projects, based on semi-structured interviews with 33 disadvantaged job seekers, 40 organisational stakeholders (employment agencies; not-for-profits, Indigenous, disability and refugee support organisations; training organisations; subcontractors; government agencies and departments; community organisations) and observational and documentary data over the duration of a unique project-based intermediary called a Connectivity Centre, developed by a major Australian contractor to deliver on its emerging social procurement requirements.
Findings
The results show that cross-sector collaboration within the construction industry can produce highlight numerous cognitive, behavioural, health, situational and affective social impacts for the project community and shared-value benefits for the range of organisations involved. However, it is found that cross-sector collaboration through project-based intermediation in a construction context is challenging due to the fragmented and dynamic nature of construction project teams and the communities they have to engage with. Encouraging people and organisations to collaborate who operate in industries and organisations with different and sometimes competing institutional logics and objectives (even if they are linked by common values) requires a set of knowledge, competencies and relationships not recognised in current global project management competency frameworks.
Originality/value
This research contributes new insights to the emerging but embryonic body of research into construction social procurement by demonstrating the value of emerging theories of social procurement, social value, cross-sector collaboration and intermediation in enhancing our currently limited understanding of the complex challenges involved in responding to new social procurement requirements in the construction industry. It explores and documents the potential value of project-based intermediaries in developing and managing the new cross-sector relationships, roles, relational competencies and practices, which are required to effectively respond to and measure the impact of emerging social procurement policies in the construction industry. These findings have a potentially significant social impact by providing new insights for policymakers and the construction industry, to optimise the industry’s response to emerging social procurement policies.

Purpose
Social procurement policies are an emerging policy instrument being used by governments around the world to leverage infrastructure and construction spending to address intractable social problems in the communities they represent. The relational nature of social procurement policies requires construction firms to develop new collaborative partnerships with organisations from the government, not-for-profit and community sectors. The aim of this paper is to address the paucity of research into the risks and opportunities of entering into these new cross-sector partnerships from the perspectives of the stakeholders involved and how this affects collaborative potential and social value outcomes for intended beneficiaries.
Design/methodology/approach
This case study research is based on a unique collaborative intermediary called Connectivity Centre created by an international contractor to coordinate its social procurement strategies. The findings draw on a thematic analysis of qualitative data from focus groups with 35 stakeholders from the construction, government, not-for-profit, social enterprise, education and employment sectors.
Findings
Findings indicate that potentially enormous opportunities which social procurement offers are being undermined by stakeholder nervousness about policy design, stability and implementation, poor risk management, information asymmetries, perverse incentives, candidate supply constraints, scepticism, traditional recruitment practices and industry capacity constraints. While these risks can be mitigated through collaborative initiatives like Connectivity Centres, this depends on new “relational” skills, knowledge and competencies which do not currently exist in construction. In conclusion, when social procurement policy requirements are excessive and imposed top-down, with little understanding of the construction industry's compliance capacity, intended social outcomes of these policies are unlikely to be achieved.
Originality/value
This research draws on theories of cross-sector collaboration developed in the realm of public sector management to address the lack of research into how the new cross-sector partnerships encouraged by emerging social procurement policies work in the construction industry. Contributing to the emerging literature on cross-sector collaboration, the findings expose the many challenges of working in cross-sector partnerships in highly transitionary project-based environments like construction.

Purpose
Research has demonstrated that governance of disaster risk reduction (DRR) and climate change adaptation (CCA) have evolved largely in isolation from each other – through different conceptual and institutional frameworks, response strategies and plans, at both international, national and subnational levels. As a result, the management of disaster risk through DRR and CCA is highly fragmented. The purpose of this paper is to investigate the set of actors and their location in government that create and shape governance in DRR and CCA integration within the Southern African Development Community (SADC) member states.
Design/methodology/approach
The study draws upon a range of data collection techniques including a comprehensive literature review relating to DRR and CCA in general and in the SADC member states, face-to-face interviews and an online survey. A mixed method research design was applied to the study with a total of 35 respondents from Botswana, Madagascar, Malawi, Namibia, South Africa, Swaziland, Tanzania, Zambia and Zimbabwe participating in the face-to-face interviews and an online survey.
Findings
The analysis shows that DRR and CCA are carried out by different departments, agencies and/or ministries in all but three SADC member states, namely, Mozambique, Mauritius and the Seychelles. Participants were able to highlight the different ways in which integration should unfold. In light of this, the paper proposes a normative model to integrate government organisations for DRR and CCA within SADC member states.
Originality/value
The implementation of the model has the potential to accelerate the integration of organisations for DRR and CCA, with the resultant improvement in the implementation of risk reduction strategies and efficient use of resources.

Purpose
To increase university–industry collaboration and research commercialisation, the Australian government recently introduced the Intellectual Property (IP) Framework, a set of online standard contracts. This follows a predecessor standard contract initiative, the IP Toolkit, which has not previously been evaluated. This paper aims to examine standard contracting in the innovation sector, tracing the policymaking behind the IP Toolkit using the lens of Macneil’s relational contract theory, to assess prospects of success for the new IP Framework, and similar initiatives in other jurisdictions.
Design/methodology/approach
This is a disciplined-configurative case study, drawing on qualitative secondary data analysis and applying Macneil’s relational contracting theory to guide case construction and generate hypotheses around likely success of standard contracting initiatives (stakeholder sentiment, stakeholder adoption). Within-case analysis process-traces development of the IP Toolkit, to discover what the policymakers wanted, knew and computed – and to detail observable implications Macneil’s theory predicts. Its themes are triangulated with multiple sources.
Findings
The case study, via Macneil’s theory, confirms the first hypothesis (resistant stakeholder sentiment) and partly validates the second hypothesis (low levels of adoption), demonstrating limited suitability of standard contracting in the dynamic and highly uncertain space of university–industry collaboration.
Research limitations/implications
The study provides insights into the limited role that standard contracts can play in improving national collaborative research and development performance.
Originality/value
This is a novel theory-driven case study triangulated with previously unpublished data on the IP Toolkit’s website usage, and data from recent consultations on the new IP Framework. It has broader implications for other jurisdictions considering adoption of the standard contract model.

Abstract
Purpose
The purpose of this paper is to investigate the impact of organisational business acumen and social network structure on the earnings and labour precarity experienced by creative industry workers.
Design/methodology/approach
Results from a survey that collected data from a random sample of 289 creative workers are analysed using structural equation modelling. Mediating effects of social network structure are explored.
Findings
Results support the qualitative findings of Crombie and Hagoort (2010) who claim that organisational business acumen is a significant enabler for creative workers. Further, social network structure has a partial mediating effect in mitigating labour precarity.
Research limitations/implications
This exploratory study is novel in its use of a quantitative approach to understand the relationship between labour and social network dynamics of the creative industries. For this reason, developed scales, while robust in exploratory and confirmatory factor analysis, warrant further application and maturity.
Practical implications
The organisational business acumen of creative workers is found to mitigate labour precarity and increase perceived earnings.
Social implications
The results from this study call for policy and management shifts, to focus attention on developing business proficiency of creative workers, in an effort to curb labour precarity in the creative industries, and enhance positive spillovers into other sectors.
Originality/value
The paper fills a gap in knowledge regarding the impact of organisational business acumen and social network structure on the pay and working conditions of people working in a sector that is dominated by self-employed and freelance arrangements.

Purpose
This paper explores this relationship between the individual values of managers and human resource (HR) decision‐making.
Design/methodology/approach
Questionnaire data were collected from a total of 340 line managers from both Ireland and Canada. The questionnaire instrument comprises three components: Rokeach's instrumental and terminal values instrument; two HR related decision scenarios; and demographic and human capital data.
Findings
The results provide modest support for the proposed model that individual values affect HR decision‐making in that capability values were shown to be a significant positive predictor of the importance of health and safety, and peace values were a significant positive predictor of the importance of employment equity.
Research limitations/implications
The findings emphasise the need to simultaneously examine both individual values and organisational factors as predictors of HR decision‐making. Future work should examine the psychometric use of value instruments.
Practical implications
The study underlines the fact that managers need to be aware of the fact that their own values influences how they make decisions. Attention to the values concept amongst managers will improve comprehension of the decision‐making process within organizations.
Originality/value
The value of the paper lies in the fact that the effect of individual values on decision‐making has been under‐researched in the literature.

It also balances extensive criticism by highlighting the virtues and advantages of tall buildings. The review begins with a study of several analyses of statistics relating to interlibrary loan. The subjective nature of some of these is stressed and the danger of using statistical data in isolation is highlighted. Statistical evidence is also brought into the discussion about the conflict between interlending and preservation which centres on the difference between the book and the text. Whilst two authors take a rather conservative approach, the third looks on the problem with a more liberal attitude. Although the intrinsic safety of the materials involved is a partial barrier to interlending in developing countries, writers from both Africa and Latin America emphasize the major obstacles to advancing ILL are professional attitudes and jealousies. The proceedings of a seminar in India are reported in which a number of participants put forward possible interlending models for their country. The deliberations in Australia also centre round the alternative models available, and arguments over the costs involved persist leading to some novel arguments about making ILL a free service. The development of interlending in Illinois is examined in some detail. The impact of interlending on acquisitions policies is discussed in two papers which show that interlending is still a backup for low use material when viewed in this context. The review closes with a discussion of the future particularly in terms of money and resources which are likely to become more and more limited. The demise of the US plan for a National Periodicals Center is used to show that money and power are major elements in deciding the fate of interlending schemes.

This work examines assumptions of positivism and the traditional scientific method.
Design/methodology/approach
Insights from quantum mechanics are explored especially as they relate to method, measurement and what is knowable. An argument is made that how social scientists, particularly sociologists, understand the nature of “reality out there” and describe the social world may be challenged by quantum ideas. The benefits of utilized mixed methods, considering quantum insights, cannot be overstated.
Findings
It is the proposition of this work that insights from modern physics alter the understanding of the world “out there.” Wheeler suggested that the most profound implication from modern physics is that “there is no out there” (1982; see also Baggott, 1992). Grappling with how modern physics may alter understanding in the social sciences will be difficult; however, that does not mean the task should not be undertaken (see Goswami, 1993). A starting point for the social sciences may be relinquishing an old mechanistic science that depends on the establishment of an objective, empirically based, verifiable reality. Mechanistic science demands “one true reality – a clear-cut reality on which everyone can agree…. Mechanistic science is by definition reductionistic…it has had to try to reduce complexity to oversimplification and process to statis. This creates an illusionary world…that has little or nothing to do with the complexity of the process of the reality of creation as we know, experience, and participate in it” (Goswami, 1993, pp. 64, 66).
Research limitations/implications
Many physicists have popularized quantum ideas for others interested in contemplating the implications of modern physics. Because of the difficulty in conceiving of quantum ideas, the meaning of the quantum in popular culture is far removed from the parent discipline. Thus, the culture has been shaped by the rhetoric and ideas surrounding the basic quantum mathematical formulas. And, over time, as quantum ideas have come to be part of the popular culture, even the link to the popularized literature in physics is lost. Rather, quantum ideas may be viewed as cultural formations that take on a life of their own.
Practical implications
The work allows a critique of positivist method and provides insight on how to frame qualitative methodology in a new way.
Social implications
The work utilizes popularized ideas in quantum theory: the preeminent theory that describes all matter. Little work in sociology utilizes this perspective in understanding research methods.
Originality/value
Quantum insights have rarely been explored in highlighting limitations in positivism. The current work aims to build on quantum insights and how these may help us better understand the social world around us.
