Abstract
As government responds to demands to become more efficient and effective, procurement professionals are expected to focus primarily on the strategic aspects of procurement and less on routine transactions. In reality, public procurement masks the ability of government to transform taxes and other revenues into consumption by government institutions at federal, state and local levels, ostensibly for the public good. Public purchasers are told by their professional institutions and their private sector peers to be more proactive and less reactive in order to add greater value to their organization. However, tradition has decreed that procurement processes are managed by “unglamorous individuals” (Stewart, 1994) who are required, first and foremost, to satisfy the complex accountability processes of the government, an administrative principle, which is reinforced by recent failures of corporate financial governance. Furthermore, a search of contemporary literature shows little evidence that public procurement has penetrated the theoretical boundaries of public management or strategic management despite the profession's efforts over more than a decade to develop its profile. This paper explores two contemporary dilemmas: the boundaries of public procurement within the context of public administration and the mask of public accountability, which impedes the integration of public procurement into public administration (PA) and strategic theory.

As government organizations step hopefully into a new century, among the challenges they face will be the demands of the “New Purchasing” and persistent pressure to redefine the role of the purchasing practitioner in government. Reengineering of purchasing activities was a constant feature of the 1990s in many government jurisdictions. Those who manage the function usually influence a large share of organizational expenditure and must also cope with the demands of e-commerce, devolution of responsibility, partnering and strategic alliances, and the implications of globalization within the context of an accountable public sector. Abstract
Purpose
The purpose of this study is to provide a comprehensive bibliometric analysis of publications in the Journal of Public Procurement (JoPP) from 2001 to 2021. The study provides insights into trends in publications, prominent publication themes, influential authors, institutions and countries that have prominently been associated with the journal’s journey.
Design/methodology/approach
The study used a bibliometric and content analysis approach using the VOSviewer software to develop insights into the trends, structures and patterns in publications in the journal. Data for the study was extracted from the Scopus and Google Scholar databases.
Findings
The study established that there has been consistent growth in the number of papers published by the journal within the last two decades. Yearly average publication by the journal stood at 14 papers between 2002 and 2009, with the annual average rising to approximately 18 papers between 2010 and 2021. The trend in publication has been established and identified the influential citations and contributors to the journal. The study has also clustered out the thematic structures in journal’s publications. The prominent and emerging research issues in the public procurement environment needing immediate research attention have been highlighted.
Research limitations/implications
The study is a one-journal bibliometric analysis and subsequently ignores publications on public procurement from other journals.
Social implications
The findings of this study highlight to the research community the contributions of JoPP to the public procurement discourse and present important avenues for future research agenda.
Originality/value
To the best of the authors’ knowledge, this study is the first bibliometric study for the JoPP, providing detailed bibliometric indexes of the 21-year period of the journal’s publications. The study comprehensively analyses the contributions in the JoPP to assess the trend and scope in publications in the field of public procurement and draws attention to emerging concerns and critical issues of neglect requiring research attention in the journal.

Purpose
Leadership training refers to the process of helping individuals develop skills to successfully perform in leadership positions. Existing leadership programs have several drawbacks, including the paucity of leadership programs designed for lesbian, gay, bisexual, transgender and queer (LGBTQ+) individuals in health care. The authors addressed this gap by creating and hosting Q-Forward (formerly Q-Med), the first conference focused specifically on leadership development for LGBTQ+ health trainees.
Design/methodology/approach
In this paper, the authors explain how a conference focused on leadership development for LGBTQ+ health trainees can have benefits for trainees, patients and the health-care system. The authors also report the conference proceedings, including planning, participants, guiding principles and programming.
Originality/value
This conference was the first conference for LGBTQ+ health trainees focused specifically on leadership training. The authors believe that the conference was unique, and that such training represents an essential step toward long-term improvements in the health of LGBTQ+ people and other populations.

Abstract
This research provides accounting-ethics authors and administrators with a benchmark for accounting-ethics research. While Bernardi and Bean (2010) considered publications in business-ethics and accounting’s top-40 journals this study considers research in eight accounting-ethics and public-interest journals, as well as, 34 business-ethics journals. We analyzed the contents of our 42 journals for the 25-year period between 1991 through 2015. This research documents the continued growth (Bernardi & Bean, 2007) of accounting-ethics research in both accounting-ethics and business-ethics journals. We provide data on the top-10 ethics authors in each doctoral year group, the top-50 ethics authors over the most recent 10, 20, and 25 years, and a distribution among ethics scholars for these periods. For the 25-year timeframe, our data indicate that only 665 (274) of the 5,125 accounting PhDs/DBAs (13.0% and 5.4% respectively) in Canada and the United States had authored or co-authored one (more than one) ethics article.

Alien franchise protagonist Ellen Ripley (Sigourney Weaver) returns in the series' second film instalment, Aliens (1986), as ‘a full-fledged hard-body hero’ (Gallardo & Smith, 2004) to assist in the rescue of a group of colonists from an Alien invasion. As each of the rescue team's male officers are killed or proven incompetent or traitorous, Ripley quickly steps forward as the surviving group's leader and principal strategist, forming a strong emotional attachment to the colonists' only surviving child and providing structure and stability to the remaining soldiers. Her heroism is defined by her maternal leadership of the group; as the most sensible and competent member, she prioritizes the group's needs above her own. Ripley's full embodiment of motherhood amplifies her machoism and maternal control over the surviving group, allowing her to reconquer her fears of the Alien species and protect her adopted child when she is kidnapped and nearly killed by the Alien Queen. This chapter thus traces Ellen Ripley's transformation from sceptical consultant to macho-mother and its importance to the franchise's overarching narrative, as well as the evolution of the macho-mother hero in more recent science fiction action films such as Mad Max Fury Road (2015) and The Cloverfield Paradox (2018).
