Abstract

Purpose

This study explores how various officer and event-level factors influence Milwaukee Police Department officers’ decision to activate their body-worn cameras (BWCs) across both community member-initiated services and officer-initiated activities.

Design/methodology/approach

Across the 1,052 officers and 1,066,112 officer-events in the sample, we use descriptive and logistical regressions to assess differences in BWC activations across calls for service and officer-initiated activities.

Findings

We found similar activation rates between calls for service (41.5%) and officer-initiated activities (44.1%). However, our logistic regression analysis results suggest the explanatory power of the event and officer-level variables was substantially better in models examining officer-initiated activities. Among calls for service, officers were more likely to activate BWCs during calls involving crimes against persons compared to other crimes or non-criminal incidents. Activation was more frequent during traffic stops than other self-initiated activities. Activation increased when the event resulted in an advisement, citation, detention or arrest.

Originality/value

The success of police BWC programs hinges on whether officers activate their cameras when interacting with community members. Findings suggest that officers are more likely to activate their BWCs during activities that involve direct interactions with community members, especially in situations with a higher potential for volatility or serious criminal implications.

Abstract

Purpose

There is widespread interest in moving beyond crime statistics to measure police performance in new ways, especially the quality of police-community interactions that influence police legitimacy and public trust. The purpose of this paper is to introduce the Police-Community Interaction Survey (PCIS) developed by the National Police Research Platform.

Design/methodology/approach

The PCIS collected data from 53 police agencies around the USA in 2013-2014. The psychometric properties of the constructs measured are presented. This study also offers a preliminary test of the effects of an alternatively specified and expanded procedural justice model on willingness to cooperate with the police, mediated through perceptions of officer trustworthiness.

Findings

Scales were developed with good reliability and validity that measure various aspects of the police-community interactions. The authors find evidence that empathy is an important addition to the procedural justice model, and that the effects of procedural justice on willingness to cooperate with the police are partially mediated through perceptions of officer trustworthiness.

Originality/value

This is the first attempt to validate the measurement of police-community interactions on a large scale in the USA with policy implications at the local and national levels. The findings can help local police agencies incorporate new performance metrics at the individual, group, and agency levels. Nationally, the science of policing can be advanced by specifying the antecedents and consequences of respectful and empathic actions, including behavior that strengthens police-community relations.

Abstract

Purpose

This paper explores community members' perceptions of the Milwaukee Police Department (MPD)'s body-worn camera (BWC) program, examining knowledge and support of the program and its impact on views of procedural justice and legitimacy.

Design/methodology/approach

A two-wave, online survey was administered to Milwaukee-area residents in the fall of 2017 and summer of 2018, yielding 1,527 respondents. Multivariate regression analyses focus on overall relationships between sociodemographic characteristics, community member knowledge of the program, procedural justice and legitimacy and support for BWCs.

Findings

Community members are supportive of BWCs and view officers as procedurally just and legitimate; however, perceptions were significantly lower among Black respondents. Respondents with knowledge of the BWC program were more likely to view officers as procedurally just, but program knowledge did not increase support for it.

Research limitations/implications

Police agencies may benefit from improving community awareness of their BWC program as knowledge of the program is positively linked to the views of departmental procedural justice and legitimacy. However, education efforts alone are not sufficient in improving police–community relations. Future research should examine how policing stakeholders can engage the community to build views of legitimacy associated with BWC policies.

Originality/value

Findings provide insight into community member perceptions of a large BWC program in a major US city. Results demonstrate the relationship between knowledge of a department's BWC program and views of procedural justice and legitimacy and support for BWCs.

Abstract

Purpose

Law enforcement agencies have historically used psychological examinations, in addition to other methods, to screen candidates out of the applicant pool. However, agencies could be better served by ensuring recruits are predisposed to the expected behaviors and qualities that are required as part of community-oriented and respectful policing. The purpose of this paper is to provide an initial look into what officer-level characteristics might lead to improved treatment in police-community interactions (PCIs). Characteristics under review include communication styles and personality dimensions.

Design/methodology/approach

Data come from the National Police Research Platform’s longitudinal recruit study and its PCI survey. Community members were surveyed about their interactions with officers involved in the study. Hierarchical linear modeling was used to analyze these two-level data.

Findings

The findings suggest that certain officer-level characteristics were associated with higher perceptions of procedurally just behavior. Specifically, officers with higher levels of empathy and lower levels of neuroticism scored higher on both the officer’s quality of treatment (QT) and quality of decision making toward the community member. Additional to those dimensions, officers with increased emotional control received higher scores on their QT.

Originality/value

These findings have important implications for identifying and measuring new characteristics to be used in police hiring procedures. To the authors’ knowledge, this is the first instance where personality dimensions and communications styles have been used to predict law enforcement officers’ procedural justice behaviors in the field.

Abstract

While working on the final draft of Das Kapital Volume I, Marx discovered that the assumption that he had previously held: as it circulated capital extended its sphere of operation and at the same time absorbed earlier forms of economic organization was not supported by empirical evidence. From 1869 he began to study how in fact capital began to circulate in Russia, a country which had begun to create a capitalist economy after the liberation of the peasantry in 1861. Marx was aided in this project by Nikolai Danielson, who sent him materials on the Russian economy and who himself made a study of contemporary trends in Russian economic development. Marx contributed to the article Danielson published in 1880 on this subject. One of the works Marx acquired was the book by Vorontsov, who concurred with Danielson that only some features of capitalism were present in the Russian economy and that peasants were dispossessed without being re-deployed in capitalist enterprises. Marx died without incorporating his Russian material into the second volume of Das Kapital. Engels failed to see any problem with the circulation of capital and published the manuscripts as he found them, dispersing Marx’s Russian materials. Unlike Danielson, Engels was convinced that Russia’s economic development did not differ in any way from that of Western Europe, a conviction shared by Plekhanov and Lenin, who classed Danielson and Vorontsov as “narodniki.” Lenin’s book The Development of Capitalism in Russia is a polemic against Danielson and Vorontsov, but does not directly address the points they made.

Abstract

Purpose

Extant research documents the cost benefits of group purchasing organizations (GPOs) to member hospitals, but understudies concerns about the market dominance of a few large GPOs and the relatively weakened buyer power of hospitals in the US healthcare product supply chain. To fill the gap in the literature, this study investigates whether GPO size and a hospital’s relative power to its GPO affect the hospital’s supply expenses, and whether and how system membership moderates the power–performance link.

Design/methodology/approach

For this study, we collect the panel data from various secondary sources on GPO–hospital dyads, which include the seven largest GPOs and their 2,590 unique acute care hospital members in 51 states over the period of 2009–2017. To address the endogeneity issue associated with simultaneity, we establish a one-year time lag between dependent and independent variables and analyzed the 15,527 hospital-year observations using the time-series regression with fixed-effect.

Findings

We find that a hospital’s relative power to its GPO is the most critical factor to reduce its supply cost while GPO size has no effects. We also find that a nonsystem hospital achieves greater cost savings by leveraging its relative power to its GPO while a system hospital gains no benefits.

Originality/value

To the best of our knowledge, this study is the first to address the paradox of GPO size and a hospital’s relative power and the moderating role of system membership for the hospital’s purchasing efficiency using a large nation-wide dataset of US hospitals–GPO dyads.

Abstract

Purpose

This paper aims to unveil how sustainability is integrated into the courses/programmes of higher education institutions. The research question addressed is: how do academics representing different disciplines cooperate and engage in the work of integrating sustainability into their teaching programmes.

Design/methodology/approach

This paper draws upon the notions of practise variation and institutional work from institutional theory and empirically focusses on the case of Kristianstad University (Sweden). This case is based on an autoethnographic approach and illustrates the experiences shared by six colleagues, representing different disciplines, engaged in implementing sustainability in their courses/programmes.

Findings

The findings highlight how academics representing different disciplines, with specific traditions and characteristics, face the sustainability challenge. Despite being bound by similar sustainable development goals, differences across disciplines need to be acknowledged and used as an asset if trans-disciplinarity is the ultimate goal.

Research limitations/implications

Although the intrinsic motivation of individuals to work with sustainability might be a strong driver, the implementation of sustainability within courses/programmes and across disciplines requires joint efforts and collective institutional work.

Practical implications

By highlighting how academics engage in the work of integrating sustainability, this study emphasizes that managers of higher education institutions need to account for the time and additional resources needed to ensure that academics effectively cope with sustainability. Intrinsic motivation may not last if organizational structures and leadership are not supportive on a practical level and in the long run.

Social implications

With the successful implementation of a holistic approach to sustainability, students will have better insights and understanding of both themselves and the surrounding society, laying the ground for an inclusive future society.

Originality/value

This paper emphasizes the gradual approach to be followed when sustainability becomes part of an organization-wide discourse. Dialogues within and across disciplines are needed to overcome silo thinking and stimulate cooperation within a trans-disciplinary approach.

Abstract

Drawing from in-depth ethnographic interviews conducted at an American public research university with 46 professors I analyze the meanings that faculty in the natural sciences, social sciences, and humanities assign to the aspect of their work known as service and institutional governance. Regardless of disciplinary affiliation, almost all faculties perceive feelings of self-inauthenticity when they engage in service and governance and view this aspect of their work as meaningless, inconsequential, trite, and as a waste of time. Yet, interviews with two professors show that service and governance work leads them to feel true to themselves because they view it as of a meaningful symbolic space where a truly effectual cultural politics of resistance against alienating institutional forces can take place. I reflect on the latter two professors’ agency and power to redefine symbolic occupational spaces within and outside their selves and occupation.

Abstract

Purpose

The purpose of this research is to explore how one unsanctioned community sport organization (CSO), AM Hockey, sought to acquire legitimacy in a highly institutionalized minor hockey marketplace at various points in its organizational life cycle.

Design/methodology/approach

This study was guided by instrumental case study methodology. Twenty (20) AM Hockey stakeholders from a variety of roles (e.g. executives, program directors and coaches) were interviewed. Document analysis was also utilized to supplement the interviewees. Internal and public documents reflective of the CSO's creation and growth were obtained.

Findings

Findings revealed that the CSO had to navigate distinct phases of evolution including the Building, Growth, Competition and Stabilization phases. Although the four life cycle phases identified in this study share similarities with the phases identified by Lester et al. (2003), findings indicated that institutional work mechanisms must be understood in their context as they can vary over the life cycle of an organization. Therefore, start-up sports organizations must approach the pursuit of legitimacy as a continual process rather than something acquired and defended through maintenance work.

Originality/value

Developing legitimacy remains a central challenge for CSOs that seek to deliver alternative sport programming, yet it continues to be understudied. Ultimately, the long-term viability of an unsanctioned CSO in a federated sports system relies, in part, on its ability to continually determine the actions needed to achieve legitimacy within its environment.
