Abstract
Purpose
The purpose of this paper is to discover the contextual factors affecting the development of digital library education (DLE) in Vietnam and to determine how those factors are enabling or hindering its development.
Design/methodology/approach
Based upon the literature and the theories of Fullan (2007), Nowlen (1988) and Rogers (2003), an initial model of contextual factors that were potentially affecting DLE development in Vietnam was developed. The model was then tested using a qualitative methodology involving interviews and focus groups with key stakeholders, along with the gathering of documentary evidence. The data were then analysed using the interactive model of Miles et al. (2014), and the initial model was then revised.
Findings
The initial model allowed for the depiction of potential factors, both internal and external, along with some relationships between the factors. Based on the data analysis, a revised model was developed composed of seven major contextual factors that were enabling and/or hindering DLE development in the Vietnamese context. These are grouped into three categories: external factors – government, IT infrastructure and social and cultural values; internal factors – stakeholders’ attitudes, DLE characteristics and the personal and organisational nexus; and change agents, which is both an internal and external factor. These factors had different levels of influence on DLE development and are inter-related.
Originality/value
No prior study has looked at contextual factors affecting DLE development in a developing country such as Vietnam.

Abstract
Purpose
The purpose of this study is to gather some empirical, baseline information on the perceived needs of end‐users of digital cultural heritage resources. The study was funded by the National Library of New Zealand in order to take end‐user needs into consideration more fully in its development and presentation of digital cultural heritage resources.
Design/methodology/approach
The study's research design involved a mixed quantitative and qualitative approach; a user survey comprising self‐administered, semi‐structured questionnaires, seven face‐to‐face semi‐structured interviews and one focus group.
Findings
The findings outline the barriers users face in using New Zealand digital cultural heritage resources. They also highlight the user needs and features and characteristics they most desire in digital cultural heritage resources.
Originality/value
Only a handful of studies exist about end‐user needs with respect to the digitisation of cultural heritage materials and very few are research‐based articles. This research is the first of its kind to describe information needs of users of digital cultural heritage resources in New Zealand, and pays particular attention to the needs of historical researchers.

Abstract
Taking as its starting point the view that information literacy (IL) and information literacy education (ILE) are essential for national, social and personal development in countries of the less developed world, this chapter looks at how context informs our understanding of the nature and process of IL and ILE in developing countries of the Asian region, with particular attention to Cambodia and Laos. The principal focus is on definitional issues related to cultural contexts. From the literature and from personal experience as IL/ILE trainers in SE Asia, we maintain that extant definitions and understanding of IL are principally North American in origin and focus, or largely based on the North American perception of IL and ILE. It was not until the mid-years of the first decade of this century that we saw formal recognition that IL competencies are being applied within cultural and social contexts, and that cultural factors are affecting information literacy. Our chapter contributes ‘on-the-ground’ support for this understanding. During the course of a series of IL/ILE workshops in Cambodia and Laos, a series of ad hoc focus groups was utilised to test the contextual effects on understandings of information literacy; contextualised definitions, each specific to and slightly different for individual countries, were developed. What emerged from the focus group discussions about IL was a series of definitional nuances highlighting these key points: (1) information literacy in definition and practice must be contextually grounded; (2) knowledge creation as a product of information literacy is both knowledge based and problem focused; (3) the contexts of a society must be understood quite specifically; and may be unique to each society; and (4) information literacy involves a continuum that comes from and at the same time enables new learning related to the contextual aspects of information. Given these points, we confirm that traditional definitions of IL are not particularly robust in the context of less developed Asian countries. Further, we conclude that local understanding of IL results in definitions aligned with the realities of specific societies. This in our view leads to more robust, contextualised information literacy education.

Abstract
Purpose
The purpose of this paper is to report on a research project aimed at gaining an understanding of subject librarians' perceptions and promotion of institutional repositories as an information resource for their clients.
Design/methodology/approach
The researchers used the five attributes of innovations and the change agent concept, both drawn from Rogers' diffusion of innovations theory, as the basis of semi‐structured interviews with nine librarians, spread equally across the humanities, social sciences, and sciences at three universities.
Findings
The researchers found that subject librarians have varying levels of knowledge about institutional repositories as an information resource and hold both positive and negative perceptions. The librarians perceived institutional repositories to be still underdeveloped, with greatest value for humanities clients and least value for science clients, offering little value to undergraduates, but a good resource for accessing theses.
Research limitations/implications
Due to their current perceptions of the value of institutional repositories, subject librarians are not yet promoting them as an information resource. If institutional repositories are to be successful, library managers must not only ensure that content is being input into the repositories, but also that they are being promoted to library clients as valuable information resources, so that the content is being accessed and used.
Originality/value
While there has been much research in recent years about institutional repositories, the focus has been predominantly on issues related to motivating individuals to input content into them. This research shows that institutional repositories are not yet being perceived or promoted as a valuable information resource by academic subject librarians, who view them as having varying value to their clients.

Abstract
Purpose
This paper aims to examine and then discuss the positive and negative influences of library manager styles on the engagement of Vietnamese university library staff in continuing education (CE) activities to improve their work performance.
Design/methodology/approach
Based on the relevant literature, a preliminary contextual model of factors affecting CE for university library practitioners in Vietnam was developed. Using the model as a framework to guide the data gathering, 17 focus group interviews were held with operational staff and ten individual semi‐structured interviews were conducted with library managers at ten public university libraries across Vietnam.
Findings
Three main managerial styles were identified, i.e. directive, decisive and formalistic styles, each of which affected academic library staff CE in different ways. These styles were reflected in the ways the managers operated their libraries and assessed their staff, as well as in the ways they dealt with and coordinated CE activities.
Research limitations/implications
This research focused only on public university library staff and managers in Vietnam.
Originality/value
The paper demonstrates that different managerial styles influence the engagement of Vietnamese university library staff in CE activities in different ways, and recommendations are provided to help academic library managers, regardless of their location, establish strategies to support the development of their staff through participation in CE activities.
