Abstract

The Open University of the United Kingdom is acknowledged as one of the most successful distance education system yet designed. High among the reasons for its success is the student support service provided by the Regional Tutorial Services, a department of the Open University administrative structure which has received little acclaim. This paper shows how the Regional Tutorial Services copes with the problem of drop‐outs that has been a feature of many other distance systems and how it seeks to provide a valid educational experience for those enrolled. Three phases in the evolution of the present administrative system are analysed and various aspects of structure are discussed. Attention is drawn to developments in computer recording which may enable the Regional Tutorial Services to forecast possible drop‐outs and thus take a major step towards eliminating avoidable student withdrawal.

Abstract

Purpose

Legal education, like any other discipline in higher education, necessitates in use of various teaching and learning pedagogies in order to provide a sustainable teaching and learning experience. This article aims to examine the feasibility of implementing flipped learning method as a pedagogy on legal students at the Open University of Sri Lanka, as well as the perceptions of students and lecturer on the teaching and learning process in a flipped class in preparation for future implementation.

Design/methodology/approach

A mixed research method was used. A survey and a semi-structured interview were used to collect student perceptions, and observations of the lecturer were used to document the lecturer's perception.

Findings

According to the information gathered from both qualitative and quantitative data, the flipped learning pedagogy enhances the prior learning and student-centered learning of open and distance learning (ODL) and offers a new perspective on the existing pedagogies used in legal education. This article also emphasizes that an equitable implementation of designing and delivering a flipped class will ensure the effectiveness in teaching and learning law in Sri Lanka through ODL.

Originality/value

Despite the fact that there is substantial academic literature on flipped pedagogy, including in legal education, this article will create an original contribution by incorporating reflections from Sri Lankan legal education as well as ODL.

Abstract

The past two decades have witnessed the rapid developments in distance education. Though debates surrounding issues related to distance education have yet abated, more and more institutions, entrepreneurs, educators, and learners embrace distance education with the aid of improved information technologies. The present guide introduces the historical development, major theories, and leading agencies and organizations associated with the discipline. Furthermore, it provides an annotated selection of resources including periodicals, books and monographs, and Internet sites. Though emphasis is placed on representative resources and information of distance education of the USA, important international resources are also analytically introduced.

Abstract

This chapter focuses on how people with a history of short-term incarceration engage with the criminal justice system. It is based on analysis of interview data with men and women who had been incarcerated in a county-level facility in Massachusetts; they were interviewed up to five times (once prerelease and four times postrelease). A primary goal of most was to be free of or minimize criminal justice system contact (not just incarceration), and this drove their approach to criminal justice system contact. In spite of this goal, they often remained ensnared for lengthy periods.

Abstract

Purpose

The purpose of this paper is to advance ongoing debates on the organizational impact of wider public sector reform in the field of organizational change management by presenting an analysis the regionalization of the fire service in the Netherlands. How regionalization has impacted the work floor of local fire stations, where the workplace majority comprises volunteers, requires further empirical investigation.

Design/methodology/approach

The authors apply an interpretive approach and qualitative methodology to study how volunteer firefighters and public management make sense of public reform and the ensuing organizational change.

Findings

Findings indicate that while the fire service has professionalized, notable tensions have emerged between public management and volunteers, the regional and local level of fire service and between professionalism and volunteerism which are problematised in the paper.

Originality/value

The originality of the paper is found in the insight it provides in the sensemaking of volunteer firefighters and public managers of diverse of change regions and fire stations during the regionalization process by applying an emergent perspective to change.
