Abstract
Purpose
Security and safety have remained important concerns for mankind since ancient times. In the context of railways, however, the threat perceptions to safety and security have increased significantly lately. In view of this, the Indian Railways requires an effective and efficient security management system. The purpose of this paper is to propose an integrated approach to help develop the Indian railway security system (IRSS) by successively reducing the complexity of the system through a series of studies.
Design/methodology/approach
The relevant elements of the complex system of Indian Railways have been identified. The framework in which the elements exist and interact with each other has been clearly established using the interpretive structural modelling (ISM) technique. The output of ISM is further reduced in complexity by having different policy option profiles. A comparison of different option profiles has been done by a multi-criteria decision-making technique, the analytic hierarchy process (AHP), by choosing suitable criteria for comparison.
Findings
The following elements need to be pursued as the key objectives for making IRSS: protection of passengers, protection of property, modernisation, manpower enhancement, multi-skilling of staff, latest technology and enhanced legal powers.
Research limitations/implications
The present research can be extended in many important ways. Interpretive structural models for different contextual relationships can be developed and used for formulating and implementing customised security policy. Policy elements and the ISM structure obtained in this research can be utilised for the system dynamic modelling of IRSS. A pilot study can be done to implement the recommendations made in this study.
Practical implications
The ISM model developed can be implemented as a policy tool in enhancing the railway’s security. Some of the policy elements proposed appear to be consistent with the strategic direction being undertaken in the railway security in the country.
Social implications
Security is an important concern for mankind and social civilisations. The results have significant welfare implications in India and the rest of the world.
Originality/value
The present study is one of the first approaches in a series of studies in railway security in India. The results of this study can be extended to other security scenarios with similar needs.

Abstract
Purpose
The purpose of this paper is to evaluate and compare the performance of national R&D organizations in India in terms of their relative efficiencies using a multiple output measurement criteria incorporating the quality of the output measures.
Design/methodology/approach
An integrated data envelopment analysis (DEA) and analytic hierarchy process (AHP) has been used.
Findings
The relative efficiency for national R&D organizations is obtained not only based on quantity of output, but also on the basis of quality of the output and provides more comprehensive and realistic results to the decision makers in identifying the benchmark national R&D organizations and inefficient organizations.
Research limitations/implications
Owing to difficulty in approaching all the departments, the application of the model is limited to a small group of Indian national R&D organizations. This model can be extended for various departments/agencies heading various national R&D organizations in India as well as in other countries according to their requirement and suitability.
Practical implications
This model provides a more comprehensive method to the policy makers for evaluating the performance of national R&D organizations in terms of their relative efficiencies also incorporating the quality of the output measures. The results provide the indicators to the policy makers for redesigning the R&D processes in the inefficient national R&D organizations.
Originality/value
In the context of R&D, an integrated DEA‐AHP model is applied for the first time to evaluate the performance of national R&D organizations in terms of their relative efficiency obtained not only on the quantity of the output taken, but also on the quality of the output.

Abstract
Purpose: Nowadays, many terms like computer vision, deep learning, and machine learning have all been made possible by recent artificial intelligence (AI) advances. As new types of employment have risen significantly, there has been significant growth in adopting AI technology in enterprises. Despite the anticipated benefits of AI adoption, many businesses are still struggling to make progress. This research article focuses on the influence of elements affecting the acceptance procedure of AI in organisations.
Design/Methodology/Approach: To achieve this objective, propose a hierarchical paradigm for the same by developing an Interpretive Structural Modelling (ISM). This paper reveals the barriers obstructing AI adoption in organisations and reflects the contextual association and interaction amongst those barriers by emerging a categorised model using the ISM approach. In the next step, cross-impact matrix multiplication is applied for classification analysis to find dependent, independent and linkages.
Findings: As India is now focusing on the implementation of AI adoption, therefore, it is essential to identify these barriers to AI to conceptualise it systematically. These findings can play a significant role in identifying essential points that affect AI adoption in organisations. Results show that low regulations are the most critical factor and functional as the root cause and further lack of IT infrastructure is the barrier. These two factors require the most attention by the government of India to improve AI adoption.
Implications: This study may be utilised by organisations, academic institutions, Universities, and research scholars to fill the academic gap and faster implementation of AI.

Abstract
Purpose
Digital India, the flagship programme of Government of India (GoI) originated from National e-Governance Project (NeGP) in the year 2014. The programme has important aspect of information security and implementation of IT policy which supports e-Governance in a focused approach of Mission Mode. In this context, there is a need to assess situation of the programme which covers a study of initiatives and actions taken by various actor involved and processes which are responsible for overall e-Governance. Therefore, the purpose of this case study is to develop a Situation-Actor-Process (SAP), Learning-Action-Performance (LAP) based inquiry model to synthesize situation of information security governance, IT policy and overall e-Governance.
Design/methodology/approach
In this case study both systematic inquiry and matrices based SAP-LAP models are developed. Actors are classified who are found responsible and engaged in IT policy framing, infrastructure development and also in e-Governance implementation. Based on a synthesis of SAP components, various LAP elements were then synthesized then which further led to learning from the case study. Suitable actions and performance have also been highlighted, followed by a statement of the impact of the efficacy i.e. transformation of information security, policy and e-Governance on the Digital India programme.
Findings
On developing the SAP-LAP framework, it was found that actors like the Ministry of Electronics and Information Technology of the Govt. of India secures a higher rank in implementing various initiatives and central sector schemes to accelerate the agenda of e-Governance. Actions of other preferred actors include more investments in IT infrastructure, policy development and a mechanism to address cyber security threats for effective implementation of e-Governance. It was found that actors should be pro-active on enhancing technical skills, capacity building and imparting education related to ICT applications and e-Governance. Decision making should be based on the sustainable management practices of e-Governance projects implementation to manage change, policy making and the governmental process of the Indian administration and also to achieve Sustainable Development Goals by the Indian economy.
Research limitations/implications
The SAP-LAP synthesis is used to develop the case study. However, few other qualitative and quantitative multi criteria decision making approaches could also be explored for the development of IT security based e-Governance framework in the Indian context.
Practical implications
The synthesis of SAP leads to LAP components which can bridge the gaps between information security, IT policy governance and e-Governance process. Based on the learning from the Situation, it is said that the case study can provide decision making support and has impact on the e-Governance process i.e. may enhance awareness about e-services available to the general public. Such work is required to assess the transparency and accountability on the Government.
Social implications
Learning based on the SAP-LAP framework could provide decision making support to the administrators, policy makers and IT sector stakeholders. Thus, the case study would further help in addressing the research gaps, accelerating e-Governance initiatives and in capturing cyber threats.
Originality/value
The SAP-LAP model is found as an intuitive approach to analyze the present status of information security governance, IT policy and e-Governance in India in a single unitary model.

Abstract
Purpose
The paper develops a model for enhancing R&D productivity for Indian public funded laboratories. The paper utilizes the productivity data of five Council of Scientific and Industrial Research (CSIR) laboratories for analysis and to form the constructs of the model.
Design/methodology/approach
The weighted average method was employed for analyzing the rankings of survey respondents pertaining to the significant measures enhancing R&D involvement of researchers and significant non-R&D jobs. The authors have proposed a model of productivity. Various individual, organizational and environmental constructs related to the researchers working in the CSIR laboratories have been outlined that can enhance R&D productivity of researchers in Indian R&D laboratories. Partial Least Squares-Structural Equation Modeling (PLS-SEM) was used to find the predictability of the productivity model.
Findings
The organizational factors have a crucial role in enhancing the R&D outputs of CSIR laboratories. The R&D productivity of researchers can be improved through implementing the constructs of the proposed model of productivity.
Research limitations/implications
The R&D productivity model can be adapted by the R&D laboratories to enhance researchers’ R&D involvement, increased R&D outputs and achieving self-sustenance in long run.
Practical implications
The R&D laboratories can initiate exercises to explore the most relevant factors and measures to enhance R&D productivity of their researchers. The constructs of the model can function as a guideline to introduce the most preferable research policies in the laboratory for overall mutual growth of laboratory and the researchers.
Originality/value
Hardly any studies have been found that have focused on finding the measures of enhancing R&D involvement of researchers and the influence of significant time-intensive jobs on researchers’ productivity.

Supplier selection for defence procurement is a crucial function of a Ministry of Defence. The Ministry spends huge amounts of money each year to procure a vast array of equipment, goods and services. The ongoing financial crisis demands less subjective and more cost-saving methods for selecting a supplier. The approach advocated in this article integrates Analytic Hierarchy Process (AHP) with Goal Programming (GP) in order to combine conflicting criteria to select the best suppliers and allocate optimum order quantities among them. This paper presents a model close to real-world situations. Findings demonstrate that cost savings is a feasible result along with a viable combination of conflicting criteria in the suppliers' selection area.

Purpose
National policy makers in India have realized that the research and development (R&D) performance of India has not been up to the benchmark. This paper aims to identify and develop the structural cause and effect relationship among various factors that affect the performance of national R&D organizations in India.
Design/methodology/approach
A questionnaire‐based survey, interpretive structural modelling and structural equation modelling, has been applied in this paper. In this paper, ten factors have been identified such as clear R&D vision and strategic directions; top management commitment (TMC); customer focus and market orientation; organization culture, etc.
Findings
Clear R&D vision and strategic directions are the major drivers for the performance of national R&D organizations. Statistically, TMC; organization culture and human resource focus; R&D project management skills; and customer focus and market orientation have emerged as the critical factors for improving performance of national R&D organizations in India.
Research limitations/implications
This model can be validated for various other national R&D organizations in India as well as in other countries.
Practical implications
This model provides a comprehensive structural cause and effect relationship among various success factors to the policy makers and provides the direction to for designing and implementing appropriate policies in order to enhance the performance of national R&D organizations.
Originality/value
The paper not only provided a cause and effect relationship among various factors, but also a magnitude of relationship.

In keeping with the socio‐economic and cultural transformation that has placed newer demands on the educational system, in terms of greater responsibility and accountability and increased expectations by stakeholders, the system has been pressurized to shift its focus from one in quantitative expansion to one with emphasis on quality. Such shifts and changes are being witnessed not only in the developed countries, but also in the developing countries of the world. The education system, and more so the higher education system in particular, in an attempt to react to the demands and ever increasing pressures from its stakeholders, finds itself in a market‐oriented environment, with internal and external customers; wherein, “delighting the customer”, is the rule for survival in the long run. “Delighting the customer”, is the core message of total quality management (TQM) and, hence, there is a need to identify and apply the relevant concepts of TQM to each and every aspect of academic life; that is, to the teaching, learning and administrative activities. The paper is a theoretical attempt at conceptualizing TQM in education.
