Abstract

AN ESTEEMED correspondent points out that there are about two dozen library magazines of all sorts and sizes in circulation, whereas when he started his career there were no more than three. Our correspondent has himself had considerable editorial experience, and it may be that he is still in harness in that regard. One of his earliest efforts was in running the magazine of the old Library Assistants' Association, and it is not likely that that magazine has ever reached the same heights of excellence as it attained in his day. He observes that there are far too many library magazines now in circulation. We agree.

Abstract

It was idle curiosity which drove me to trouble the staff of the British Museum for the first time. My pretext was the collecting of material for a long undergraduate essay; I could not presume to be “doing research”, and the object of my visit was to see the copy of the 13th century musical round “Sumer is icumen in”. I was shown into an uncomfortable little room near Magna Carta and within a few minutes was being kindly catechized by a scholarly librarian who was aged about forty. After two sentences from me, he realized that I knew nothing about the manuscript but that I was simply curious. With great courtesy he took me into a little manuscript room where the copy was brought to me at my desk and I could inspect it, under glass, for as long as I liked. But it was only when I was a few years older that I grew to understand a little about the life that goes on behind the great colonnade of the British Museum.

Abstract

THE EUROPEAN PARLIAMENT is one of the four main institutions which the United Kingdom joined on January 1 1973 when we became full members of the European Communities. The other institutions are the Council of Ministers, the Commission and the Court of Justice. The European Parliament and the Court of Justice are situated in Luxembourg and the Commission in Brussels. The Council of Ministers normally meets in Brussels.

Abstract

THE Conservative Government elected on June 18th last has lost no time in putting into practice its avowed principle of reducing direct taxation. Late in July it flew a kite through an inspired leak showing that it intended to save millions on education, one small part of which would be £10 million, purporting to be “saved” by making readers pay for books borrowed through public libraries. First indications of this were in a story included in The Guardian, Daily Telegraph and other papers, and as this story was not denied by the Government, the Library Association thought it proper to issue a press statement immediately, with the message that the Association was totally opposed to the introduction of such charges.

Abstract

FOR ME PERSONALLY, The library world has completed a circle in the last decade. From 1958 to 1962 I was concerned in its publication, first with Grafton & Co, and then with André Deutsch Ltd. When Sydney Hyde of WHS Advertising Ltd told me in December that the journal would not fit into their proposed re‐organisation, sentiment alone would probably have been sufficient to arouse my interest in acquiring it.

Abstract

The Delta punched card is of the Batten‐Cordonnier type which in American publications is called ‘Peek‐a‐Boo’. This card is a simple device for the analysis of the contents of a growing collection of scientific literature covering a special well‐defined area of research. It is recommended in cases where a scientific research worker, or a small group of workers, needs a thorough analysis of the relevant subject from several independent aspects at one time. Further possible applications of this card are the analysis of a collection of research data, the analysis of statistical data, or of material in archives.

Abstract

In LIBRARY REVIEW, Autumn, 1952, Mr. A. R. Hewitt considered the illegality of fines for overdue books. The present writer examines recent trends in respect of fines and other charges, with emphasis mainly on questions of principle rather than of law.

Abstract

This paper describes the results of an observational study of the information seeking behaviour of Members of Parliament. It is argued that political life functions on a flow of information and that information itself is a prime resource. The study sought to determine the characteristics that impact upon the manner in which information is sourced and used by parliamentarians. For this project a shadowing methodology was adopted. The conclusions drawn include that UK Members of Parliament are subject to a range of triggers of information seeking, in an information rich environment where the amount of information presents decision makers with difficulties. Public accountability results in demands from a wide variety of individuals, groups and associations. MPs are also expected to be knowledgeable about a wide variety of issues, while information need is frequently unpredictable and reactive. Members must be efficient information gatherers and managers and they must be flexible in their attitudes to information seeking, while retaining the capacity to critically appraise the quality of sources.

Abstract

It has often been said that a great part of the strength of Aslib lies in the fact that it brings together those whose experience has been gained in many widely differing fields but who have a common interest in the means by which information may be collected and disseminated to the greatest advantage. Lists of its members have, therefore, a more than ordinary value since they present, in miniature, a cross‐section of institutions and individuals who share this special interest.
