Abstract

This paper describes SPICE (Structure Process Improvement for Construction Enterprises), which is a process improvement framework for construction organizations. SPICE is a five level step by step maturity framework. It assesses an organization’s performance against levels of process maturity, identifies their strengths and weaknesses and highlights their improvement priorities. SPICE was developed in close collaboration with the construction industry and tested on real projects. This allowed the framework to take into account practical industrial needs. This paper provides an outline of the SPICE framework. It focuses on a best practice case study of SPICE implementation on a partnering relationship between a major client and a major contractor. The paper details the SPICE assessment and fact finding process. Based on this assessment, it identifies the strengths and weaknesses of the partnering operation and provides specific guidelines for project improvement. Main strengths of the partnering included: (1) close physical proximity of client, design and project management teams; (2) top level commitment to improve productivity; and (3) adoption of manufacturing philosophies and methods in order to deliver improvements. Main weaknesses included: (1) lack of integration between systems and processes of the partnering organizations; (2) presence of cultural and incentive differences between the partnering organizations, which led to fragmentation of the project teams; and (3) little evidence of process evaluation and improvement efforts by the teams. Based on these, some recommendations are made for future improvements.

Abstract

Purpose

Construction industry and the built environment professions play an important role in contributing to society’s improved resilience. It is therefore important to improve their knowledgebase to strengthen their capacities. This paper aims to identify gaps in the knowledgebase of construction professionals that are undermining their ability to contribute to the development of a more disaster resilient society. The paper also provides a series of recommendations to key actors in the built environment on how to more effectively mainstream disaster resilience in the construction process.

Design/methodology/approach

The paper reports the findings of 87 stakeholder interviews with: national and local government organisations; the community; non-governmental organisations, international non-governmental organisation and other international agencies; academia and research organisations; and the private sector, which were supplemented by a comprehensive analysis of key policies related to disaster resilience and management. The findings were validated using focus group discussions that were conducted as part of six organised stakeholder workshops.

Findings

The primary and secondary data generated a long list of needs and skills. Finally, the identified needs and skills were combined “like-for-like” to produce broader knowledge gaps. Some of the key knowledge gaps identified are: governance, legal frameworks and compliance; business continuity management; disaster response; contracts and procurement; resilience technologies, engineering and infrastructure; knowledge management; social and cultural awareness; sustainability and resilience; ethics and human rights; innovative financing mechanisms; multi stakeholder approach, inclusion and empowerment; post disaster project management; and multi hazard risk assessment. The study also identifies a series of recommendations to key actors in the built environment on how to more effectively mainstream disaster resilience in the construction process. The recommendations are set out in five key themes: education, policy, practice, research and cross-cutting.

Research limitations/implications

This study is part of an EU funded research project that is seeking to develop innovative and timely professional education that will update the knowledge and skills of construction professionals in the industry and enable them to contribute more effectively to disaster resilience building efforts.

Originality/value

The paper provides an extensive analysis of the gaps in the knowledgebase of construction professionals that are undermining their ability to contribute to the development of a more disaster resilient society. Accordingly, the paper recommends major changes in construction education, research, policy and practice with respect to mainstreaming disaster resilience within the construction process.

Abstract

Purpose

The purpose of this paper is to discuss the advantages and limitations of the implementation of a community-based method in post-disaster housing reconstruction.

Design/methodology/approach

The research was based on multiple case studies in the implementation of a community-based post-disaster housing reconstruction project (CPHRP) in Indonesia. Data were gathered by conducting semi-structured interviews and a questionnaire survey.

Findings

The research reveals 22 advantages of a CPHRP. Four advantages can be categorised as highly significant. They are create sense of ownership, fit to local culture/customs/wisdom, build beneficiaries’ confidence and minimize corruption. There are some advantages that cannot be delivered if the housing reconstruction is conducted using a contractor-based approach. It was also found that psychological advantages are more dominant than the physical advantages. Despite its numerous advantages, CPHRP has limitations. First, it requires a long pre-construction process and, second, there is a limitation with regard to the capacity of implementer and there are limitations within the community itself.

Originality/value

This paper is very specific because it attempts to discover the advantages and limitations of a CPHRP.

Abstract

Purpose

The current National Early Warning System for Sri Lanka (NEWS: SL) was established after the devastations of the Indian Ocean Tsunami in 2004. Although early warning (EW) systems and evacuation procedures are in place, several areas which need improvements have been emphasized in recent studies carried out in the country. Therefore, this paper aims to outline the gaps in existing EW and EP related to tsunami and other coastal hazards with a special focus on the use of social media for disaster communication based on age groups.

Design/methodology/approach

This study has drawn on a review of past studies carried out by the same research team to identify the scope of the study. In addition to that, a conceptual framework was developed for the use of social media in the event of a disaster. Based on this conceptual framework, an online questionnaire was administered to identify the current status of the use of social media in Sri Lanka during a disaster situation. In total, 408 responses were collected and analyzed using the binary logistic regression method to evaluate the variation of different predictors associated with the use of social media for disaster communication.

Findings

Findings of the study revealed that the use of social media for disaster communication depends on the previous experience of users and their age. The gender of users does not affect the use of social media for disaster communication. Therefore, the accuracy and timeliness of disaster information distributed via social media should be improved further to enhance the use of social media for disaster communication. Moreover, the findings have highlighted unaddressed issues in areas such as governance; communication of technical agencies; evacuation and shelters; and response of the community.

Originality/value

This paper has identified key areas that need attention in the process of enhancing the use of social media for disaster communication. More use of technological platforms such as social media for receiving disaster-related information can address issues such as bottlenecks in communication, poor awareness and lack of last-mile dissemination. Furthermore, this paper has proposed recommendations for addressing the identified gaps in the overall EW mechanisms and EP pertaining to tsunamis and other coastal hazards to enhance the coastal disaster resilience in Sri Lanka.

Abstract

Purpose

It is significant to assess the societal trust toward the new advancements in multi-hazard early warnings (MHEW) with the focus on disaster risk reduction (DRR). Based on this, the purpose of this paper is to examine the extent of societal trust behavior along with the parameters such as mode of communication and institutions of issuing early warnings (EWs).

Design/methodology/approach

A field questionnaire survey was conducted to identify the extent of societal trust. This was conducted in ten selected Grama Niladari divisions in Sri Lanka based on a developed hazard matrix. The fuzzy logic approach was applied to examine the trust level of collected 323 responses obtained through this. The analysis was done based on the responses on mobile-based platforms in EW and the credibility level of the warnings received through different institutions.

Findings

The analyzed survey responses indicated that society has a higher extent of trust toward the EWs disseminated through mobile-based platforms. Moreover, these represent a strong positive correlation among the societal trust level and the level of importance of EW dissemination through mobile-based platforms. Further, in terms of trusted stakeholders in issuing EW alerts, Disaster Management Center, Sri Lanka Police and Media ranked the highest in the Sri Lankan context. Overall, findings were visually mapped through the causal loop diagrams (CLDs).

Practical implications

In enhancing the effectiveness of the existing MHEW mechanism, the policy implications could be done, based on the results obtained from this research study. These could be altered with the implementation of DRR strategies with a community focus.

Originality/value

The fuzzy logic approach was used in the determination of the societal decision-making on the extent of trust level. Fuzzy triangulation is mainly applied in the interpretation of the results. Further, overall parameters that determine the community trust on MHEW are represented through CLDs through system dynamics application.

Abstract

Purpose

The purpose of this paper is to discuss policy-relevant findings regarding strategies for mainstreaming gender in achieving sustainable post-disaster reconstruction (PDR).

Design/methodology/approach

An exploratory case study was used to explore the implementation of gender mainstreaming strategies and the link to sustainable PDR. The Bantul and Sleman regencies of Yogyakarta province provide a unique site for researching PDR as they are located in a region that is more strongly affected by earthquakes than nearly any other in Indonesia. Data were collected through interviews with 17 key stakeholders and 26 beneficiaries who were involved during and after the earthquake. To support the interview findings, surveys involving 50 policy makers and 150 beneficiaries were conducted. Content analysis and t-statistics were used in analyzing the data.

Findings

Gender mainstreaming strategies within sustainable reconstruction should incorporate strategies for protecting against gender vulnerabilities and for promoting gender capacities. Both are fundamental to the achievement of sustainable PDR.

Originality/value

The paper establishes comprehensive strategies for mainstreaming gender under three pillars (i.e. economic, social and environmental) of sustainable development. The findings benefit relevant policy makers by improving the policy performance of gender mainstreaming in the affected communities in enhancing sustainable PDR.

Abstract

Purpose

The purpose of this paper is to deliver a detailed analysis of the functioning of upstream–downstream interface process of the tsunami early warning and mitigation system in Sri Lanka. It also gives an understanding of the social, administrative, political and cultural complexities attached to the operation of interface mechanism, and introduces an analytical framework highlighting the significant dynamics of the interface of tsunami early warning system in Sri Lanka.

Design/methodology/approach

Through the initial literature review, a conceptual framework was developed, highlighting the criteria against which the interface process can be assessed. This framework was used as the basis for developing data collection tools, namely, documentary analysis, semi-structured interviews and observations that focused on the key stakeholder institutions in Sri Lanka. Thematic analysis was used to analyze the data according to the conceptual framework, and an improved and detailed framework was developed deriving from the findings.

Findings

The manner in which the interface mechanism operates in Sri Lanka’s tsunami early warning system is discussed, providing a detailed understanding of the decision-making structures; key actors; standardisation; technical and human capacities; socio-spatial dynamics; coordination among actors; communication and information dissemination; and the evaluation processes. Several gaps and shortcomings were identified with relation to some of these aspects, and the significance of addressing these gaps is highlighted in the paper.

Practical implications

A number of recommendations are provided to address the existing shortcomings and to improve the overall performance of tsunami warning system in Sri Lanka.

Originality/value

Based on the findings, a framework was developed into a more detailed analytical framework that depicts the interface operationalisation in Sri Lanka, and can also be potentially applied to similar cases across the world. The new analytical framework was validated through a focus group discussion held in Sri Lanka with the participation of experts and practitioners.

Abstract

Purpose

As humanitarian logistics (HL) functions in complicated, changing and ambiguous situations, all people, particularly the educated youth, have to know how to control the situation and assist victims, which are best achieved through formal education and training. Teaching at university has been extensively used in the context of business logistics. However, education in HL is a poorly researched field and, consequently, this article explores education for sustainable development in HL. The study addresses the following research question: How the teaching of HL at university can help to increase HL performance (HLP) and to reduce suffering.

Design/methodology/approach

A covariance-based structure equation modeling (CB-SEM) is implemented on the basis of confirmatory factor analysis.

Findings

The results show that the association between the explanatory variables and the dependent variable (HLP) is mediated by sustainability, and that the teaching of HL at university plays a vital role in enhancing HLP and is therefore a very suitable approach for sustainable development in HL. This direct approach is creative, informative and productive practice for both students and teachers.

Originality/value

In spite of the growing number of activities and courses in supply chain and logistics education, no study, to the best of our knowledge, has empirically analyzed the critical topic of whether or not education can bring sustainable development in HL. In order to save lives and reduce the suffering of victims, this study attempts to fill this gap.

Abstract

Purpose

There is an urgent need to translate climate change awareness into tangible climate adaptation strategies. The built environment is identified as one of the kick-off points in making climate change adaptation as the built environment shares a dual-way relationship. While the built environment largely contributes to the climate change-triggering factors, it also becomes highly vulnerable in the face of climate change impacts. Tied up with the interconnectedness of the built environment processes and associated systems, the involvement of numerous stakeholders from different spectrums creates the need for a holistic and multi-stakeholder approach in developing climate response strategies for the built environment. Accordingly, this study aims to identify the roles and responsibilities of the different built environment stakeholders in climate change adaptation.

Design/methodology/approach

The study consisted of a scoping review at the initial stage, contextualising studies based on secondary data, and semi-structured expert interviews in five different countries: the UK, Sweden, Malta, Spain and Sri Lanka. The paper summarises the findings of the individual country-level desk studies and 65 built environment stakeholder interviews representing national and local governments, communities, academia and research organisations, civil organisations, professional bodies and the private sector. The findings were validated through focus group discussions in two stakeholder seminars.

Findings

The findings summarised a set of key roles and sub-roles for each stakeholder category, considering the current status and needs. The national governments need to set a long-term vision, enabling multi-sector interventions while promoting investment and innovation in climate change adaptation. The local governments overlook local adaptation plans, while the community is responsible for decarbonising operations and practising adaptation at the local level. Civil organisations and professional bodies are the voice of the community, linking policy and practice. Academia and research are responsible for nurturing skills and new knowledge, and the private sector must contribute by adopting climate resilience into their business portfolio and corporate social responsibility.

Research limitations/implications

This research is part of an Europe-Union-funded research project, Built Environment leArning for Climate Adaptation (BEACON), which aims to develop skills and competencies of the built environment professionals so that they will be adequately equipped to handle the adaptation process of the built environment needs to adapt in facing the climate change impacts.

Originality/value

The paper provides an in-depth analysis of the roles and responsibilities pertaining to each category of the different stakeholders in effectively adapting the built environment to withstand the climate change consequences. Demarcation of each stakeholder’s roles and responsibilities separately facilitates collaboration and coordination between the different parties and provides a more holistic approach to climate change adaptation in the built environment.
