The following is an annotated bibliography of materials published in 1978 on orienting users to the library and on instructing them in the use of reference and other resources. A few entries have a 1977 publication date and are included because information about them was not available in time for the 1977 review. Also some entries are not annotated because the compiler was unable to secure a copy of the information.

Abstract
The account of illuminative evaluation contributed by Colin Harris to the October 1977 issue of Aslib Proceedings was timely. Too little attention is usually paid to the effects of new information services or changes in systems. Evaluation will be a central concern of the next stage of Project INISS (a research project on the information needs and information services in local authority social services departments). The new stage of our work involves persuading social services departments to adopt some ideas for improving the communication of information, for a trial period. We intend to take an active part in introducing, monitoring and evaluating these innovations, all of which are low‐cost, small‐scale suggestions which offer real prospects of eventual adoption in other departments. Most of these innovations are familiar to information workers, but not to people in these organizations.

Abstract
With the emergence of the European Community, a new type of transcultural and transformation leadership is required on the Continent. Examines the why and the what of preparing executives and managers for the new work culture now in the process of creation. For both the global marketplace and cultural renewal among the nations from the Atlantic to the Urals, provides insight into the leadership qualities to cultivate, in terms of technical competence, people skills, conceptual skills, judgement and character, as well as the characteristics for meta‐industrial leading. These include providing more open communication/information, creating more autonomy/participation, promoting the intrapreneurial/ entrepreneurial spirit, enhancing the quality of work life, generating innovative/high performing norms and standards, utilizing informal, synergistic organizational relations, advancing technology venturing and research/development. Considers innovative strategies of human resource management and development.

This paper describes the adoption of an evaluation strategy—‘illuminative evaluation’—by a major user education research project, the Travelling Workshops Experiment. It is argued that this project is distinctive in its similarity to curriculum innovation and dissemination projects, and it is suggested that innovative programmes cannot be subjected to preordinate evaluation. The components of illuminative evaluation are examined, and a checklist for the systematization of evaluation is offered.

Proponents of privatisation have claimed that it would bring advantages for those employed in the newly privatised industries. It would result in “better pay, conditions and employment opportunities for the employees” (Moore, 1983). Furthermore, each major privatisation has encouraged workers to buy shares in their company and, most have set aside a small number of free shares for employees with the result that over ninety percent of employees in the majority of these companies own shares in them. The government has argued tht as employees accumulate shares in their company the industrial relations' climate will improve because workers will increasingly identify with the interests of the company.

A discipline is bound by some combination of a shared subject matter, shared theory, and shared technique. Yet modern economics is seemingly without limit to its domain. As a discipline without a shared subject matter, what is the binding force of economics today? The authors combine topic modeling and text analysis to analyze different approaches to inquiry within the discipline of economics. The authors find that the importance of theory has declined as economics has increasingly become defined by its empirical techniques. The authors question whether this trajectory is stable in the long run as the binding force of the discipline.
