Abstract
Purpose
The purpose of this paper is to put forward a case for increased research into the likely economic impact in Australia of early or late diffusion of IPv6, and to argue that Government intervention may be necessary.
Design/methodology/approach
The paper characterises the approach to IPv6 in Australia to date as generally laissez‐faire, and compares this with diffusion and promotion efforts in countries in which IPv6 has become more widely adopted.
Findings
The paper finds that IPv6 diffusion is inevitable in the long term, but early diffusion is unlikely in the absence of government action. The likely economic impact on Australia of early versus late IPv6 diffusion is unknown, yet it is potentially of national interest.
Originality/value
This study identifies the need for research into the economic impact of IPv6 diffusion in Australia and is relevant to individuals and organisations involved in telecommunications and policy and research funding.

This paper aims to develop and estimate a logit model of whether homeownership could be promoted by participation in and use of the Housing Provident Fund (HPF) program, with a focus on factors that influence the use of HPF loans.
Design/methodology/approach
This paper develops and estimates a logit model of whether homeownership could be promoted by participation in and use of the HPF program, with a focus on factors that influence the use of HPF loans.
Findings
The results show that coefficients of marital status, educational level, age, duration of employment and employer are significantly related to the use of HPF loan for homeownership.
Research limitations/implications
Because of the chosen research approach, the research results may lack generalizability.
Practical implications
The research findings provide a better understanding of homeowners’ characteristics.
Originality/value
To manage the HPF program effectively, it is important for government to have a better understanding of the underlying demand for homeownership, especially with respect to the different demographic variables and accessibility to HPF loans and the HPF.

Abstract
In recent years, practitioners have identified a number of problems with traditional performance management (PM) systems, arguing that PM is broken and needs to be fixed. In this chapter, we review criticisms of traditional PM practices that have been mentioned by journalists and practitioners and we consider the solutions that they have presented for addressing these concerns. We then consider these problems and solutions within the context of extant scholarly research and identify (a) what organizations should do going forward to improve PM practices (i.e., focus on feedback processes, ensure accountability throughout the PM system, and align the PM system with organizational strategy) and (b) what scholars should focus research attention on (i.e., technology, strategic alignment, and peer-to-peer accountability) in order to reduce the science-practice gap in this domain.

Abstract
First-generation college students in the United States are a unique demographic that is often characterized by the institutions that serve them with a risk-laden and deficit-based model. However, our analysis of the transcripts of open-ended, semi-structured interviews with 22 “first-gen” respondents suggests they are actively deft, agentic, self-determining parties to processes of identity construction that are both externally imposed and potentially stigmatizing, as well as exemplars of survivance and determination. We deploy a grounded theory approach to an open-coding process, modeled after the extended case method, while viewing our data through a novel synthesis of the dual theoretical lenses of structural and radical/structural symbolic interactionism and intersectional/standpoint feminist traditions, in order to reveal the complex, unfolding, active strategies students used to make sense of their obstacles, successes, co-created identities, and distinctive institutional encounters. We find that contrary to the dictates of prevailing paradigms, identity-building among first-gens is an incremental and bidirectional process through which students actively perceive and engage existing power structures to persist and even thrive amid incredibly trying, challenging, distressing, and even traumatic circumstances. Our findings suggest that successful institutional interventional strategies designed to serve this functionally unique student population (and particularly those tailored to the COVID-moment) would do well to listen deeply to their voices, consider the secondary consequences of “protectionary” policies as potentially more harmful than helpful, and fundamentally, to reexamine the presumption that such students present just institutional risk and vulnerability, but also present a valuable addition to university environments, due to the unique perspective and broader scale of vision their experiences afford them.

Abstract
Waste production is one of the most important problems that humankind faces. Human-based activities generate diverse waste types that have to be treated and disposed differently. This results in the need to build more facilities to manage the waste and to avoid further environmental damage. Colombia established a successful policy to close open dumps and to control pollution. Notwithstanding the advances that have been made in final disposal, it is necessary to extend the life of the final disposal sites and increase the closure of open landfills. Valle del Cauca is the third most populated Colombian province, and it is also considered the third province that generates more waste. This chapter addresses the problem of locating solid waste disposal centers in Valle del Cauca by applying the analytic hierarchy process (AHP) with fuzzy logic, a multicriteria method that compares opinions of a decision-making group. Additionally, each potential location area is characterized by considering industrial and environmental issues, societal dynamics, infrastructure and topography, costs, and taxes. After applying a variant of AHP, the decision-making group was able to find that Jamundi is the best location to open the disposal center. The method shows strong potential to identify and prioritize alternative locations for a diverse group of stakeholders. Most importantly, the methodology lets us structure better qualitative and quantitative data, as well as to link multiple levels to avoid choosing locations that will affect society, environment, and other stakeholders, without considering the trade-offs among diverse criteria considering benefits, opportunities, costs, and risks (BOCR).

Abstract
Purpose
Having the right intent, aspiration, ability and attitude to become an entrepreneur has become the mantra in the extant literature to be driver of entrepreneurship and small and medium enterprise (SME) growth. Why would zealous and ambitious individuals with all rightful attributes so required of entrepreneurs have to fizzle out few years after venturing into business or SMEs? Perhaps these same individuals may relocate to other jurisdictions and would establish successful firms even beyond their imaginations. Beyond the individual’s entrepreneurial attributes, there are other external countervailing forces which either “enable” or “impede” entrepreneurial drive and SME growth processes. Adopting the theory of planned behavior, this study conceptualizes a systems framework to analyze how SMEs either flourish or fail in developing countries.
Design/methodology/approach
The study relies on secondary sources of data. It adopts a critical stage review of secondary data.
Findings
The study argues that the interplay of “internal factors” and “external factors” of prospective entrepreneurs provides a useful framework to explain the general SME outlook of an economy. The study postulates that many internally driven prospective SME entrants (with entrepreneurial attitudes, abilities and aspirations) mostly in the developing economies may have their dreams shattered because of obstructive external ecological elements which tend to frustrate new business entrants as well as existing ones.
Originality/value
With the aid of a framework, this study conceptualizes a comprehensive framework to analyze how SMEs either flourish or fail in developing countries.

This article is premised on the idea that social networks represent an important, but often overlooked, unit of analysis in management and entrepreneurship studies. The concept of embeddedness, emphasizing the significance of social relationships, is of particular relevance as more and more frequently minorities and immigrants engage in small businessownership. Abstract
Purpose
While much research seeks to determine the impacts of entrepreneurship education on students, far less attention has been paid to students’ motivations and interests. Understanding students’ perspectives is useful, particularly as governments support the expansion of campus entrepreneurship. The purpose of this paper is to develop a deeper understanding of students’ reasoning in relation to pursuing entrepreneurship education.
Design/methodology/approach
Specifically, the key questions driving this study were: Why do students join experiential learning entrepreneurship programs? How do they define their goals for entrepreneurship education, and what outcomes do they value? Data were collected through interviews with 38 students participating in a range of experiential entrepreneurship programs in Ontario.
Findings
Four different patterns in students’ reasoning and sense making emerged from the analysis. First, “venture creators” are the prototypical student entrepreneurs who are set on creating and launching a venture. Second, “experience seekers” aim at gaining practical work experience but do not see themselves as nor intend to become entrepreneurs. Third, “explorers” aim at developing familiarity with basic concepts and opportunities in entrepreneurship, as a means to consider whether this is an attractive career option. Finally, “engagers” are actively experimenting with entrepreneurship as they gauge their “fit” and potential as entrepreneurs.
Originality/value
This study’s findings provide an empirically grounded check on the assumptions guiding government policy for entrepreneurship education and institutional practice. Policy and institutional attention is overly focused on venture creation, even as other outcomes are commonly espoused. Recognizing different profiles of entrepreneurship students may lead to more purposefully designed programs that have different objectives, and help distinct segments of students achieve their goals.
