Abstract
Purpose
To explore the applicability of the organic theory of public relations to address “wicked” problems in public health systems.
Design/methodology/approach
This is a conceptual paper, based on critical assessment and application of relevant theory.
Findings
The organic approach to public relations practice is more likely to succeed than largely organisation–centric models as advocated in the work of J.E.Grunig and others. The rationale is that addressing wicked problems involves recruiting a wide range of insights and facilitating collaborative action. The broad, inclusive orientation of the organic theory is expected to be more effective than familiar, but more narrowly organisation-focused strategies.
Research limitations/implications
The organic theory advocated here has potential heuristic value for future research in communication related to the delivery of social services.
Practical implications
Public health system managers and policy makers who adopt an organic approach to communicating system issues, especially adverse events, are more likely to build public support for their work than if they seek to address only “strategic” publics (Grunig & Hunt, 1984) who are seen as potential threats to the organisation’s ability to fulfill its mission.
Originality/value
Applying the organic theory of public relations to address wicked problems in public health management and communication breaks new ground. It contrasts with the managerialist orientation not only of public health systems in many western countries, but also the organisation-centric communication strategies often adopted to attempt to mitigate the effects of “wickedness” shown in recurrent adverse events. Such strategies may neglect the interest society as a whole has in public health outcomes.

Abstract
Purpose
This paper aims to develop an empirical model that examines whether a student’s proactive personality or the university support environment (education support, concept development support and business development support) affects their entrepreneurial intentions. Additionally, the relative strengths of a student’s proactive personality and the university environment influences are compared.
Design/methodology/approach
A total of 141 students attending a well-established and internationally renowned Malaysian higher education institution completed a questionnaire survey. Results were based on correlation and regression analysis.
Findings
Results indicate that a proactive personality and concept development support have significant impact on students’ entrepreneurial intentions. Additionally, the results showed that a student’s proactive personality had a greater effect on their entrepreneurial intentions than that of the university support environment.
Originality/value
The paper demonstrates one of the few attempts to examine the effects of both a proactive personality and university support environment on entrepreneurial intentions in an emerging economy context. Specifically, we reconfirm students’ personality traits as a more important predictor of their entrepreneurial intentions than environmental factors in the Malaysian context. Additionally, by also demonstrating concept development support as a significant predictor of entrepreneurial intentions, we provide new insights into how universities in emerging economies can foster the entrepreneurial intentions of their students. This result adds to the academic literature on entrepreneurial intentions in emerging economies.

Abstract
The volume and range of food law enforcement in the field of purity and quality control has grown dramatically in recent times. Only those able to recall the subject from upwards of half a century ago can really appreciate the changes. Compositional control now appears as more of a closely knit field of its own, keeping pace with the advances of food processing, new methods and raw materials. It has its problems but enforcement agencies appear well able to cope with them, e.g. the restructuring of meat, excess water content, fat content, the application of compositional standards to new products, especially meat products, but the most difficult of all areas is that of securing and maintaining acceptable standards of food hygiene. This is one of the most important duties of environmental health officers, with a considerable impact on health and public concern; and one of the most intractible problems, comparable in its results with the insidious onslaught of the ever‐growing problem of noise, another area dependent on the reactions of people; to use an oft repeated cliche — “the human element”.

Abstract
A lesbian, gay, bisexual, transgender, and queer+ (LGBTQ+) community’s hunger for its history became an arena for creative, unorthodox work involving a library and information science (LIS) educator, librarians and other educators, and even a university library. The result was fundamentally collaborative, involving community and educational organizations; all inspired by social responsibility and community engagement goals, some of which can be found in a university mission statement. The story of these individuals and organizations begins with a drive toward a greater awareness of LGBTQ+ history, a goal that led to creating inclusive high school history curricula. Along the way, these efforts generated information resources such as a community-generated database, a temporary history exhibit, a conference, and a workshop geared to gay straight alliance (GSA) organizations in high schools. GSAs and their statewide supporting organization, the Illinois Safe School Alliance, were also the part of this work. While the larger goal of this work was to help diverse constituencies understand the importance of their history by developing, curating, and utilizing information resources that fulfill overlooked community information needs, this chapter comes to focus on a piece of that work, the development of Illinois’s first LGBTQ+ history elective. Consequently, this chapter can show how librarians and libraries can actualize social justice aims and thereby expand traditional library practices through sustained efforts that may lead to smaller specific goals, some of which may develop in unforeseen ways. The key is to expand the existing aims of libraries into sustained community engagement while remaining open to the opportunities that arise along the way.
