Abstract

Purpose

The purpose of this paper is to evaluate a coordinated effort to improve the law enforcement response to non-fatal strangulation in the context of domestic violence.

Design/methodology/approach

The authors compare law enforcement identification and documentation of strangulation in domestic violence cases before and after the implementation of a strangulation-specific training program in one Central Florida County.

Findings

The results indicate preliminary support for the effectiveness of training law enforcement, suggesting that the response to strangulation can be improved with comprehensive law enforcement training.

Practical implications

An improved response by law enforcement may have the potential to increase offender accountability of non-fatal strangulation – a potentially deadly assault.

Originality/value

The study is the first to evaluate strangulation-specific training efforts of law enforcement. Results point to opportunities that can be taken to improve law enforcement’s response to non-fatal strangulation in domestic violence.

Abstract

A highly significant action taken by the Minister of Agriculture, Fisheries and Food, reported elsewhere in this issue, could well result in important advances in surveillance and probably legislative control over enforcement of certain aspects of EEC legislation in the Member‐states. The Minister has sent an urgent request to the Commission in Brussels to dispatch inspectors to each country, including the United Kingdom, to examine and report on the standards of inspection and hygiene with detailed information on how the EEC Directive on Poultry Meat is being implemented. Information of the method of financing the cost of poultrymeat inspection in each country has ben requested. The comprehensive survey is seen as a common approach in this one field. The Minister requested that the results of the inspectors' reports should be available to him and other Member‐states.

At every period of time marked by years, the seasons by turns and twists in history, among country folk especially, the years of great storms and hard winters; in law enforcement, the passing of some far‐reaching, profound statutory measure, there is this almost universal tendency to look back—over your shoulder‐assessing changes, progressive or otherwise, discerning trends and assaying prospects. We are about to emerge from the seventies—battered but unbowed!—into the new decade of the eighties, perhaps with a feeling that things can only get better.
