Abstract

Purpose

This paper aims to explore predicting employee learning activity via employee characteristics and usage for two online learning tools.

Design/methodology/approach

Statistical analysis focused on observational data collected from user logs. Data are analyzed via regression models.

Findings

Findings are presented for over 40,000 employees’ learning activity for one year in a multinational technology company. Variables including job level and tool use yielded a predictive model for overall learning behaviors. In addition, relevant differences are found for managers and nonprofessional learning.

Research limitations/implications

Importantly, how well employees learned content was not measured. This research is also limited to observational relationships: for example, the online tools were used by self-selected users, instead of randomly assigned. Future research which randomly assigns tool use to employee subgroups could explore causal relationships.

Practical implications

This paper presents implications for business analysts and educational technology: how predictive analytics can leverage data to plan programs, the significant challenges for the adoption and usage for online learning tools, and the distinct needs of managers engaging with these tools.

Originality/value

Given a growing emphasis on using employee data, it is important to explore how learning behaviors can be made visible in people analytics. While previous research has surveyed employee cultures on learning or explored the socio-psychological factors which contribute to this learning, this paper presents novel data on employee participation in learning programs which illuminates both how HR metrics can productively use this data to reify learning patterns, and how workplace technology designers can consider important factors such as internal hierarchies.

Abstract

Local governments use taxes on future increases in property values to pay for current economic development through tax incremental financing (TIF). TIF is a powerful tax tool used to spur improvements to a designated area. Proponents of TIF argue that it allows local governments to make investments without affecting previously established government and school district programs. Detractors argue that because the TIF designation denies existing overlapping districts (e.g., schools) the benefits of increases in property values, TIF can have a negative impact on a community. Empirical evidence on the economic and fiscal effects of TIF is mixed. This paper describes the potential costs and benefits associated with the use of TIF and then summarizes prior research on outcomes associated with this widely used property tax program.

Abstract

Purpose

This study aims to explore psychological safety as a potential moderating mechanism for the relation between functional diversity and individual perceptions of learning, and functional diversity and team performance in self-assembled teams.

Design/methodology/approach

To test these relationships, the authors conducted a cross-level, time-lagged, quasi-experiment, using a sample of 143 self-assembled teams. In one condition, participants formed into functionally diverse teams, and in another condition, participants formed functionally homogeneous teams.

Findings

Results suggest that functional diversity and psychological safety have an interactive effect on both individual learning and self-assembled team performance, albeit in different directions. Specifically, low psychological safety was more deleterious for individuals on functionally diverse teams than functionally homogeneous teams when it came to perceptions of learning, but the opposite was true when it came to team performance.

Originality/value

The results of this study indicate that it is critical to train team members on developing psychological safety, both in traditional and functionally diverse contexts.

Abstract

Purpose

The aim of this pilot audit study is to develop and test a model to examine existing adult patient database (APD) data quality.

Design/methodology/approach

A database was created to audit 50 records per site to determine accuracy. The audited records were randomly selected from the calendar year 2004 and four sites participated in the pilot audit study. A total of 41 data elements were assessed for data quality – those elements required for APACHE II scoring system.

Findings

Results showed that the audit was feasible; missing audit data were an unplanned problem; analysis was complicated owing to the way the APACHE calculations are performed and 50 records per site was too time‐consuming.

Originality/value

This is the first audit study of intensive care data within the ANZICS APD and demonstrates how to determine data quality in a large database containing individual patient records.

Abstract

Purpose

The Health Service Executive in Ireland seeks to further develop healthcare in the community. It has identified that this reform requires developing leadership amongst the staff. This study aims to identify what kind of leadership staff in community healthcare observe in practice and their leadership preferences. The core objective has been to identify the readiness of the organisation to implement the adopted national policy of integrated community care reform in terms of leadership development.

Design/methodology/approach

An online cross-sectional survey was conducted using the Organisational Cultural Assessment Instrument, based on the Competing Values Framework. This tool identifies four overarching leadership types: Clan (Collaborative), Adhocracy (Creative), Market (Competitive) and Hierarchy (Controlling). Participants (n = 445) were a representative sample of regional community health care employees. They were asked to identify presently observed leadership and preferred leadership in practice. The statistical analysis emphasised a comparison of observed and preferred leadership types.

Findings

Participants reported the current prevailing leadership type as Market (M = 34.38, SD = 6.22) and Hierarchical (M = 34.38, SD = 22.62), whilst the preferred or future style was overwhelmingly Clan (M = 40.38, SD = 18.08). Differences were significant (all p’s < 0.001). The overall outcome indicates a predominance of controlling and competitive leadership and a lack of collaborative leadership to implement the planned reform.

Originality/value

During reform in healthcare, leadership in practice must be aligned to the reform strategy, demonstrating collaboration, flexibility and support for innovation. This unique study demonstrates the importance of examining leadership type and competencies to indicate readiness to deliver national community health care reform.

Abstract

The Corporation of the City of London are about to appoint a Public Analyst, and by advertisement have invited applications for the post. It is obviously desirable that the person appointed to this office should not only possess the usual professional qualifications, but that he should be a scientific man of high standing and of good repute, whose name would afford a guarantee of thoroughness and reliability in regard to the work entrusted to him, and whose opinion would carry weight and command respect. Far from being of a nature to attract a man of this stamp, the terms and conditions attaching to the office as set forth in the advertisement above referred to are such that no self‐respecting member of the analytical profession, and most certainly no leading member of it, could possibly accept them. It is simply pitiable that the Corporation of the City of London should offer terms, and make conditions in connection with them, which no scientific analyst could agree to without disgracing himself and degrading his profession. The offer of such terms, in fact, amounts to a gross insult to the whole body of members of that profession, and is excusable only—if excusable at all—on the score of utter ignorance as to the character of the work required to be done, and as to the nature of the qualifications and attainments of the scientific experts who are called upon to do it. In the analytical profession, as in every other profession, there are men who, under the pressure of necessity, are compelled to accept almost any remuneration that they can get, and several of these poorer, and therefore weaker, brethren will, of course, become candidates for the City appointment.

Abstract

Much has been analyzed regarding the origins and the impact of rankings and metrics on policies, behaviors, and missions of universities. Surprisingly, little attention has been allocated to describing and analyzing the emergence of metrics as a new action field. This industry, fueled by the “new public management” policy perspectives that operate at the backstage of the contemporary pervasive “regime of excellence,” still remains a black box worth exploring in depth. This paper intends to fill this loophole. It first sets the stage for this new action field by stressing the differences between the policy fields of higher education in the United States and Europe, as a way to understand the specificities of the use of metrics and rankings on both continents. The second part describes the actors of the field, which productive organizations they build, what skills they combine, which products they put on the market, and their shared norms and audiences.

Abstract

Purpose

This paper sets out to describe successful partnerships between Purdue University Libraries' faculty and directors of undergraduate honors programs. By reporting the results and implications of these collaborations and sharing effective approaches for building new partnerships, the author hopes to provide ideas and suggestions for others considering similar collaborations and services.

Design/methodology/approach

During the 2006/2007 academic year, the Instructional Outreach Librarian at Purdue University, West Lafayette, began partnering with directors of honors programs and consequently implemented new services for undergraduate honors students. The paper cites examples, including one pilot program in particular – a research workshop for freshmen honors students in the College of Liberal Arts. Also included are recommendations and effective approaches for partnership building, survey results, and plans for future programming and services.

Findings

These partnerships have strengthened the Libraries' visibility and effectiveness in preparing undergraduate honors students for college‐level research and lifelong learning. Though frequent communication and an invested recognition of shared goals is essential, partnerships between librarians and honors programs directors are a natural fit, as both groups work towards undergraduate learning and academic achievement.

Practical implications

Partnering and collaborating with groups outside the library contributes to the effectiveness of library services. This is particularly the case for environments where a naturally broad opportunity may not exist, as is the case at Purdue University, which lacks a core curriculum and information literacy requirement. The efforts described in this paper are transferable and could serve as useful models for librarians considering similar partnerships and programs.

Originality/value

Advocating libraries and the importance of information literacy skills is essential in today's digital information age. Reaching out to potential users and partnering with relevant groups and individuals in the community are invaluable in making known the Libraries' mission and importance.
