Abstract

The purpose of this project was to identify variables thought to affect relevance judgments and conduct a series of laboratory studies to determine the effects of these variables on relevance judgments. This paper discusses the variable of ‘implicit use orientations’—the particular attitude taken by a subject (judge) about the intended use of a document. One hundred and forty judges rated each of nine abstracts for relevance to several short information requirement statements. The same judges then repeated the ratings, each adopting (assuming) one of fourteen use orientations described to them. It was found that the particular use orientation assumed by the judge has a marked effect on relevance judgments. It was also found that implicit use orientations can be analysed in terms of their underlying structure and that their study offers the possibility of discovering the conditions under which one person can accurately simulate and use the implicit use orientations of another. Relevance judgments have been used as a basis for measures designed to evaluate the effectiveness of information retrieval systems. These judgments have usually been accepted at face value and have not been subjected to critical scrutiny. There is reason to believe, however, that as ordinarily obtained, they may be unreliable and sensitive to a number of conditions of measurement that have not been carefully controlled in previous evaluation studies.

Abstract

There is some evidence of a slackening of interest in the testing and evaluation of retrieval systems. The estimated significance of this problem also appears to have decreased markedly. A literature search reveals the existence of less than fifty papers published to date in 1966, most of which do not report experimental activity. This dearth of significant effort may be due to a number of factors: investigators engaged in testing and evaluation have exhausted their repertoire; difficulty in undertaking further effort and at the same time satisfying more stringent experimental design requirements; realization that there never was any theoretical basis to testing and evaluation in the first place and that some basic‐type research is necessary before beginning any new testing activity. It is disappointing to consider how little the work on evaluation has contributed to the improved design and optimization of information retrieval systems. Little agreement exists either with respect to the nature of the phenomena which we wish to subject to quantification (what we are testing) or as to the requisite methodology (bow we are to test).

Abstract

The decade of the 1970s witnessed a phenomenon in the growing acceptance of online database searching and its integration with more traditional library services. Although accurate statistics on the extent of online use by type of library remain scarce, an estimated 400 academic libraries used online search systems in 1977. Martha Williams' annual surveys of online search volume in the United States and Canada demonstrate an explosive growth in five years from one million searches in 1975 to almost four million in 1980. Of the more than 500 data‐bases available publicly, over 165 are accessible through the big three “supermarket” search services — BRS, Lockheed, and SDC.

Abstract

French take online into the schools. An announcement from MIDIST (Mission Interministerielle de l'Information Scientifique et Technique) in France gave a concrete example of the often debated answer to the problem of educating tomorrow's users. MIDIST proposed to the directors of 150 Grandes Ecoles' (tertiary education establishments training engineers or ‘technocrats’) a programme comprising the 5‐month loan of online retrieval equipment (terminal, screen and printer), a financial grant for payment for online access fees and free online training for instructors. From 70 establishments that applied (‘why were not the other 80 interested?’), 37 were selected for the programme that will start in February 1981 with a first group of 13 establishments. The remainder will follow in March, June and September 1981. After the operation, a decision will be taken in the light of results obtained whether to mount a more widespread programme in institutions offering higher training in 1982. The online training in each instance will be carried out by one of the teaching staff at each institution and will be integrated into the course programme.

Abstract

While working in a rural district library system, the question of planning library/information services to meet the needs of the population was always of foremost importance. Community profiles of the region had been conducted continuously for ten years, and during the eleventh year it was decided to survey the entire area in a methodical way to search for the information needs of the population. The purpose of the study was to identify information needs in a specific rural area in Israel in order to design a plan for library/information provision to meet those needs. The study consisted of a literature search of relevant material on information needs in rural areas and less developed countries and a multi‐level field survey in one specific rural area of Israel.

Abstract

Survey results of active research bioscientists invited to a summer conference are presented. A ranking of the sources used by respondents to obtain current and retrospective information shows that interactive searching is not a major source. Profiles are given of searchers, potential searchers, and non‐searchers. Causes of low search activity are discussed, and strategies are suggested to increase searching in academic environments.
