I PROPOSE to devote most of the article to air traffic control — the equipment involved, and the controllers, and that ‘in’ subject, the man‐machine interface. But first I intend to spend a little time on some other ground equipments, some navaids, which are much easier for an engineer to talk about because, so long as they keep on working, he can keep that awkward character, the man, out of the picture.

Abstract

The cultivation of the vine, and the making and drinking of wine date back into unrecorded past history of the human race, occurring in many parts of the world; as soon as the Flood was subsided, the Scriptures tell us, Noah planted a vineyard, and the Psalmist refers to wine making glad the heart of man. But this country of ours is not a place where the vine can grow, at least with any degree of comfort; as a consequence the drinking of wine has never been a typically British habit, and up to comparatively recent times it was mainly confined to the “ upper ” classes. It used to be customary, however, among some of less elevated rank and station, particularly when it was desired to show some signs of aspiration toward, or pretence of, gentility, to keep the odd decanter of wine on or in the sideboard, for production on particular occasions and for special visitors. There had been much hard drinking in the “ good old days ”, both of spirits and malted liquors by the lower orders, and of wine by their betters, and one of the early manifestations of the Victorian conscience was a reaction against this lamentable tendency of our forebears, leading to the formation of a strong temperance movement, which has remained with us to this day, labouring with varied success. That “ wine is a mocker, strong drink is raging ”, was accepted as an awful truth in certain circles, and in them the use of wine was proscribed. But the word “ wine ” still retained a sort of cachet, having been so long associated with high life and social eminence, and the blue ribbon hostess still felt the need to remain fashionable, and to be able to offer to the occasional caller the customary glass of something genteel and comme il faut. Here was a commercial opportunity which led to the appearance on the market of “ non‐alcoholic” wines, and the Non‐conformist madam could now still say her polite “ A glass of wine?” with no qualms of conscience or straining of her temperance principles.

Abstract

In a recent food case, heard before a local bench (the actual details being of no special interest or importance for our present purpose), the defendant concerned, very naively, and no doubt quite unwittingly, delivered a most profound remark in the course of his statement, throwing an illuminating beam on the dark workings of the minds of those who find themselves up against the law, and one that could well serve as part of a general confession for that too large company who have spent and, we fear, still spend time in attempting, to a greater or lesser extent, its evasion. The individual in question, the owner of a pretty miserable kind of business, said, gesturing defiantly, we imagine, at the local inspectorate in court, that “his shop could make money if he was left alone and not interfered with”. This, of course, is a basic idea in most wrong‐doing, although it is a senti‐ment probably more often thought inwardly than publicly expressed, by anti‐socially minded people from time immemorial, whether honest adulterators of food, sophisticators of drugs, pickpockets, or merely evaders of the just demands of the Inland Revenue.

Abstract

A highly significant action taken by the Minister of Agriculture, Fisheries and Food, reported elsewhere in this issue, could well result in important advances in surveillance and probably legislative control over enforcement of certain aspects of EEC legislation in the Member‐states. The Minister has sent an urgent request to the Commission in Brussels to dispatch inspectors to each country, including the United Kingdom, to examine and report on the standards of inspection and hygiene with detailed information on how the EEC Directive on Poultry Meat is being implemented. Information of the method of financing the cost of poultrymeat inspection in each country has ben requested. The comprehensive survey is seen as a common approach in this one field. The Minister requested that the results of the inspectors' reports should be available to him and other Member‐states.

Abstract

Describes a study to measure the quality of service provided by food‐poisoning surveillance agencies in England and Wales in terms of the requirements of a representative consumer ‐ the egg producing industry ‐ adopting “egg associated” outbreak investigation reports as the reference output. Defines and makes use of four primary performance indicators: accessibility of information; completeness of evidence supplied in food‐poisoning outbreak investigation reports as to the sources of infection in “egg‐associated” outbreaks; timeliness of information published; and utility of information and advice aimed at preventing or controlling food poisoning. Finds that quality expectations in each parameter measured are not met. Examines reasons why surveillance agencies have not delivered the quality demanded. Makes use of detailed case studies to illustrate inadequacies of current practice. Attributes failure to deliver “accessibility” to a lack of recognition on the status or nature of “consumers”, combined with a self‐maintenance motivation of the part of the surveillance agencies. Finds that failures to deliver “completeness” and “utility” may result from the same defects which give rise to the lack of “accessibility” in that, failing to recognize the consumers of a public service for what they are, the agencies feel no need to provide them with the data they require. The research indicates that self‐maintenance by scientific epidemiologists may introduce biases which when combined with a politically inspired need to transfer responsibility for food‐poisoning outbreaks, skew the conduct of investigations and their conclusions. Contends that this is compounded by serious and multiple inadequacies in the conduct of investigations, arising at least in part from the lack of training and relative inexperience of investigators, the whole conditioned by interdisciplinary rivalry between the professional groups staffing the different agencies. Finds that in addition failures to exploit or develop epidemiological technologies has affected the ability of investigators to resolve the uncertainties identified. Makes recommendations directed at improving the performance of the surveillance agencies which, if adopted will substantially enhance food poisoning control efforts.

Abstract

This paper introduces a new hybrid evolutionary algorithm (EA) for continuous global optimization problems, called estimation of distribution algorithm with local search (EDA/L). Like other EAs, EDA/L maintains and improves a population of solutions in the feasible region. Initial candidate solutions are generated by uniform design, these solutions evenly scatter over the feasible solution region. To generate a new population, a marginal histogram model is built based on the global statistical information extracted from the current population and then new solutions are sampled from the model thus built. The incomplete simplex method applies to every new solution generated by uniform design or sampled from the histogram model. Unconstrained optimization by diagonal quadratic approximation applies to several selected resultant solutions of the incomplete simplex method at each generation. We study the effectiveness of main components of EDA/L. The experimental results demonstrate that EDA/L is better than four other recent EAs in terms of the solution quality and the computational cost.
