A unique collaboration between education, industry and the Manpower Services Commission has resulted in The Whitbread Initiative, a comprehensive off‐the‐job training manual and computer‐aided appraisal package to support Youth Training Schemes and industry‐linked courses in schools and colleges. Whitbread & Co plc, MSC, and Cambridge Training & Development Ltd joined forces to produce the pack, which is published by Careers & Occupational Information Centre (COIC). It has taken 18 months to compile, and the 900‐page manual brings together teaching practices and skills established by Whitbread as a result of managing Youth Training Schemes during the last five years. It provides over 50 units of training material covering a wide range of essential topics, including personal and social skills, basic business know‐how, finance and communication skills, and health and safety. There are masters for making overhead projector slides, and worksheets, questionnaires and handouts available for photocopying. The computer‐aided appraisal disks, for use on BBC ‘B’ and IBM PC compatible computers, are designed to help trainees, students and staff pinpoint areas they need to work on, set targets, and review their progress regularly. Leading the drive are the Manpower Services Commission, which will press home the Focus on Audit Training message by taking the lead in the organisation of conferences, workshops and seminars around the country, and by urging employers, trainers, trade unions and individuals to bring adult training to the forefront of the drive for recovery. “We need a nation of well‐trained fully informed and motivated people — in other words educated”, said John Egan, Chairman and Chief Executive of Jaguar. He was speaking to more than 200 senior and chief executives at the Engineering Industry Training Board's (EITB) conference, The Winning Margin, in late March. They had come to hear three speakers from West Germany, Japan and the USA describe their methods of developing human resources to achieve competitive success, and also to learn about British success stories. The theme of the conference was that, although the UK is lagging behind other countries, it can catch up, provided we invest in education, training and developing people.

Abstract
This paper examines post‐Enron developments in UK audit and corporate governance regulation. It considers the latest government‐initiated reviews into audit regulation, specifically those conducted by the Co‐ordinating Group on Audit and Accounting Issues and the DTI Review Team, and into corporate governance, specifically those undertaken by Derek Higgs and Sir Robert Smith. The paper notes that the reviews were undertaken in the context of developments initiated both before and after the collapse of Enron, including, respectively, the new system for the regulation of the UK accountancy profession as established by the Accountancy Foundation, and the US Sarbanes‐Oxley Act. The reviews have been welcomed by government and thus should play a large part in setting the agenda for the future regulation of UK audit and corporate governance. The proposals for auditing share a number of characteristics with the recommendations of a pre‐Enron empirical study which investigated the regulation of UK listed company audit, although significant distinctions remain. The proposals for corporate governance continue the ‘comply or explain’ approach and do not recommend passing its regulation from the Financial Reporting Council to another independent body of ‘stature’ such as the Financial Services Authority (FSA). It is concluded that key to successful implementation of recent proposals will be the need, for audit, to demonstrate that there is no cosy relationship between regulators and the auditing profession, especially the ‘Big Four’ firms, and, for corporate governance, a willingness to look outside the ‘one‐size‐fits‐all’ approach.

A centre specialising in mid‐career change has opened in Croydon, the activities of which will appeal locally and to organisations mainly in London and the South‐East. Run by an independent firm of professional career counsellors, Career & Personal Development Associates, it provides a wide range of services to help people solve the variety of problems that affect them in mid‐career. The four main kinds of problems comprise: first, failure to appreciate personnel strengths, needs and goals relevant to working life; secondly, not making effective use of personal strengths due to difficulties with motivation, unhealthy levels of stress, and so on; thirdly, not defining and researching job markets as thoroughly and as imaginatively as possible; fourthly, ineffective patterns of communication both in writing curricula vitae and in job interviews. The firm provides group and individual counselling, coaching in skills of job market research, writing, and interviews. Videotape interview practice and a word processing cv service are part of the standard package provided to adults. Psychological testing services are also available.
