Abstract
Purpose – This chapter describes an assessment tool that not only contains all of the good qualities of formative assessments, in that it informs teaching and is based on systematic observation of the learner engaged in reading and writing, but also possesses the same good qualities as standardized assessments, in that a student's performance can be compared to other students over time.
Methodology/approach – The chapter begins with an overview of Clay's interactive literacy processing theory. The value of using observation is discussed and a case is made that when observations are conducted in a systematic way, the assessment can possess all the same qualities of a good standardized instrument. Two first-grade students' assessment data from the Observation Survey (OS), one a struggling reader and the other working at low-average level, are shared in order to demonstrate how to interpret the assessment data using Clay's literacy processing theory and how to use those interpretations to inform teaching.
Practical implications – Systematic observation of children engaged in reading, and writing continuous text, allows the teacher to observe behaviors that can be used to infer what a reader is using and doing while reading.
Value – This assessment information can be used to effectively scaffold literacy instruction and a child's reading performance.

Abstract
Purpose
Rapid urbanization and the influx of rural residents to urban cities has led to the growth of informal settlements globally. Drawing on institutional theory, this paper aims to examine institutional actors’ legitimacy seeking behaviour to housing issues and their responses to regulative, normative and cultural pressures.
Design/methodology/approach
The qualitative case-study research approach is adopted by conducting 25 in-depth interviews that involved purposefully chosen institutional actors in the housing sector. Online observations and documents are used to support the interview data.
Findings
Thematic analysis of data gathered suggests that these actors, guided by sensemaking, invest in relationship-building to attain market, social, relational and political legitimacy. The relationship-building also leads to the legitimation of institutional actors’ existence via an eclectic mix of economic, social and political actions.
Originality/value
The results not only guide policymakers faced with potentially conflicting demands to legitimize sustainable housing developments policy that could benefit the urban poor’s shelter needs but also to consider the interactive and dynamic processes of stakeholders’ pressures, in a highly regulated housing environment.

Abstract
Purpose
Despite huge investments within the modern trade arena, Vietnam remains a traditional trade retailing country. The purpose of this paper is to establish the combined effects of motivation, store attributes and demographic factors on the predictive outcome of store format choice in Vietnam.
Design/methodology/approach
A logistic regression model is used to determine the effect of these factors on the predictive outcome of traditional markets or supermarkets in purchasing non-food products or processed food products.
Findings
The dichotomy between what supermarkets and traditional markets have to offer is simple but effective. Utilitarian-motivated shoppers are more likely to shop at traditional markets. They emphasize the need to buy products quickly, find a good price, with less travel time and hence lower travel costs. Hedonistic shoppers are motivated by feelings of happiness; they shop to relieve stress and to keep up with trends. Significant difference in store choice also exists between older and higher income shoppers.
Research limitations/implications
Future research should examine the sociocultural dimensions of shopping at traditional stores by exploring how such shopping relates to, and is embedded in, the formation and changes of individual identity, especially in communities outside of Ho Chi Minh City where shoppers are almost entirely dependent on traditional stores.
Practical implications
Traditional stores have the benefit of convenient location and savings in both time and travel costs. These benefits are being eroded as supermarkets and transnational retail corporations establish new stores close to the traditional stores.
Social implications
Shopping at traditional markets is part of the social culture and is embedded in individuals’ identity formation, despite increasing urbanization and shoppers’ higher incomes.
Originality/value
This study comprehensively explores the interactions between store choice and motivation, store attributes and demographic factors, taking into account contemporary and contextually relevant factors.

Purpose
The transition from fossil fuels to renewable energy such as solar energy is difficult and requires significant ongoing public policy marketing initiatives. Drawing on institutional theory, this paper aims to explore how public policy marketing initiatives through institutional narratives and discourses legitimize solar energy's sustainable consumption in a developing economy.
Design/methodology/approach
Using a post-structuralist approach, the authors undertook a thematic analysis to study the process of sustainable consumption. The authors conducted face-to-face interviews with key stakeholders in the solar energy sector and complemented the primary data with secondary analysis of archived published materials and podcasts.
Findings
First, narratives on conformance rules and regulations (regulatory legitimacy) are significant sustainable consumption predictors of solar energy. However, the top-down regulatory legitimation narrative alone is insufficient to overcome poorly developed taken-for-granted (cognitive legitimacy) and morally correct consumption behavior (normative legitimacy), especially among the general population. Second, while consumption is primarily seen as a micro-level, residential and commercial customers phenomenon, the intersecting macro- (government) and meso-levels' (industry/market) narratives and discourses influence and direct micro-level consumption.
Originality/value
Future research agenda on legitimizing the sustainable consumption of solar energy needs to consider the dynamic interactions of institutional narratives and discourses through the lens of institutional theory and practice. Sustained, bold and provident government interventions and actions through market structure and policy issues play a crucial role in the consumption process, particularly in developing economies.

Health care systems aspire to adopt integration strategies shifting the focus from acute care to a broader focus on community-based health and social services. Real-world examples demonstrating effective delivery of integrated care are essential.
Design/methodology/approach
In this article, we introduce UHN Connected Care Hub, an innovative model of care comprising an interdisciplinary team designing sustainable, shareable practices across the continuum of care alongside community and health organization partnerships.
Findings
We describe UHN Connected Care Hub’s ability to identify patients from high-risk population and collaborate to delivery timely care, in detailing the real world experience of this model of care in the organization of a centralized system of micro-clinics to administer a therapeutic for pre-exposure prophylaxis against COVID-19 (Tixagevimab/cilgavimab [Evusheld]) in a population of immunocompromised patients.
Practical implications
Having a centralized system of micro-clinics for care delivery presents opportunities for increased adaptability, patient accessibility, enhanced community partnerships and integratedness. Expansion in the scope of services could also create new opportunities in preventative therapies for optimizing the cost effectiveness and quality of health care provided at the population level.
Originality/value
There is limited evidence on how to efficiently deliver integrated care, particularly to vulnerable and co-morbid patients. We discuss how dynamic organizations with proper infrastructure and a network of healthcare partnerships may allow a more fluid response to rapidly changing policies and procedures and facilitate preparedness for future health care crises or pandemics.

Abstract
Purpose
This paper aims to examine how a combination of legitimacy needs and actions (LNAs) can shed light on the legitimacy behaviour of private higher education institutions (PHEIs) operating in an institutional business environment that is witnessing significant public–private sector role reversal. The legitimacy process is promoted as an exemplar to inform the increasing number of public–private sector role reversals in the utility, transportation, health and telecommunication sectors.
Design/methodology/approach
Based on empirical evidence, this paper triangulates data from archival policy announcements, retrospective case studies and face-to-face interviews. A replication logic methodology was used to establish LNAs and categorized themes.
Findings
The findings show that market, relational, investment, alliance and social legitimacy needs are crucial drivers for PHEIs when hybridizing their legitimacy practices, especially during critical phases of institutional reform. The proposed conceptual framework demonstrates how the legitimacy construction process is the result of internal development and external validation.
Research limitations/implications
In providing some empirical descriptions and generalizations, the model makes limited attempt to determine with any specificity how PHEIs interact with their institutional environment, beyond a process of data triangulation.
Practical implications
The proposed LNA framework is especially relevant in industries where the government has historically been a major institutional stakeholder, but where market liberalization is leading to increasingly active participation by the private sector. Findings can help PHEIs deal with reform policies by establishing deep and varied expertise inside their organizations and through links with international universities, industries and government agencies enable knowledge exchange, transfer, partnerships and the development of alliance capitalism.
Originality/value
This study provides a more comprehensive approach for theorizing the interrelatedness and embeddedness of organizations with common business and institutional demand factors and linkages and their changing roles, particularly the multi-scale impacts of LNAs on legitimacy sustainability.

The paper aims to identify the challenges faced by Huawei Technologies, China's biggest telecommunications equipment manufacturer, as it makes the transition from an indigenously‐owned business to a potentially competitive global giant.
Design/methodology/approach
This is an inductive, interpretative case study complimented by hands‐on experience with the industry.
Findings
The paper finds that Huawei lies at a crossroads in a transitional telecommunication sector that is no longer isolated from global reforms and advancement. Through internationalisation the company has learned to compete by adjusting their mechanisms, learning instruments and focus.
Originality/value
The paper is useful for practitioners in that it shows how indigenous companies in latecomer industrialising countries like China can overcome the late mover position in some of the advanced markets they have entered. For academics it highlights the role of government in helping to construct competitive indigenous firms that could take on global giants.

Purpose
The purpose of this paper is to establish the importance and approaches in securing an organization's legitimacy from the network community of customers, suppliers and manufacturers, including private investors and state‐owned institutions when marketing their products.
Design/methodology/approach
The paper presents an inductive interpretative approach complimented by action‐based research founded on inquiry and testing.
Findings
The paper finds that the key to legitimacy success involves using legitimacy orientations to demonstrate commitment to the interests of constituents, acquiring legitimacy from them, but concurrently considering the central government's influence on a firm's legitimacy performance.
Research limitations/implications
The multiple interactions proposed in this paper remain untested and might have to be modified pending further empirical testing and analysis.
Practical implications
In China's telecommunication market, a company's legitimacy emanates first and foremost from the development and commercialization of innovative and creative technological solutions. This requires good, creative management of technological resource and activity links, connecting the company's technology to network constituents which include local manufacturers, carriers, software developers, investors.
Originality/value
This is the first published paper that examines the proposed interactions among legitimacy orientations, alignments, and performances from a “market‐as‐network” perspective in a dynamic, transitional Chinese telecommunication market.

Abstract
Purpose
This study aimed to explore how forensic mental health service users make sense of their past adverse experiences. Secondly, it aimed to explore whether service users considered their adverse experiences to be related to their current stay in a forensic mental health setting.
Design/methodology/approach
Interpretative phenomenological analysis was used to analyse interviews with eight service users in low and medium secure care. Six of the participants were male and two were female.
Findings
Four super-ordinate themes emerged from the data: “Living amongst adversity”; “Managing adverse experiences”; “Making sense of going into secure care”; and “Coping with the past in the present”. All participants referred to multiple adverse experiences throughout their lives and used harmful coping strategies to manage these. Individual differences in how they related their past experiences to their detention in secure care were evident.
Practical implications
Author guidelines state that this section is optional. Implications for clinical practice are discussed at length in the discussion section.
Originality/value
This study offers an insight into the way in which forensic mental health service users make sense of their past traumas in relation to their current admission to secure services. To the best of the authors’ knowledge, no research has previously addressed this from the perspective of service users.

Abstract
Purpose
The purpose of this paper is to determine if the level of payment required for consumption changed the relationship between a consumer’s overall evaluation of a hedonic consumption experience and the evaluation of first, middle, last piece and peak consumption experiences.
Design/methodology/approach
Diners at an all-you-can-eat restaurant were either charged $4 or $8 for an Italian lunch buffet. Their taste, satisfaction and enjoyment evaluation of each piece of pizza they had was taken along with other measures of behavior and self-perceptions. Using regression analysis, we examine the relationship between these single event evaluations and their overall evaluations of the experience.
Findings
For the diners who paid $4 for their buffet, overall taste, satisfaction and enjoyment evaluation depend on the taste of the last piece of the pizza and the peak taste consistent with prior findings. For those paying $8 for the buffet, the first piece of pizza is more important in predicting the overall taste, satisfaction and enjoyment ratings.
Practical implications
Consumers do not evaluate their meal experience based on every moment of their experience. Rather, just a few moments appear to impact overall evaluation. Firms that sell access to a series of experiences, such as an all-you-can-eat buffet, should focus on leading customers to the best experience first particularly when prices may be considered moderate to high.
Originality/value
In this paper, we seek to unravel the relationship between price paid and the peak-end heuristic by examining the importance of peak and end experiences under two different pricing regimes. Our study also indicates that the peak-end rule may depend on specific contextual factors.
