Abstract
Purpose
Canada's Chemical, Biological, Radiological, and Nuclear Research and Technology Initiative (CRTI) uses an operating model that is unusual in government. It is created to enable cross‐boundary capability and capacity building and learning. Some consider it a model for other federal science initiatives. The purpose of this paper is to explore the nature of leadership – and its relationship to perceived effectiveness – in this complex network of counter‐terrorism communities, where parts of the network are functioning better than others. At a more academic level, it explores whether complexity theory can inform leadership theory.
Design/methodology/approach
This qualitative, empirical study uses phenomenography and elements of ethnography as methodologies. Data are gathered through interviews and observation.
Findings
CRTI personnel refer to their initiative as a counter‐terrorism network of communities. The leader of each community works – without positional authority – with participants from many organizations and locations. The paper reveals qualitatively different ways of understanding leadership. Even though CRTI groups have much in common, participants' ways of understanding that work vary greatly. Some understand their work environments as complex systems rather than as traditional government structures; this way of understanding is associated with perceptions of effectiveness. This finding can change the ways in which science and technology professionals make sense of their work in complex, trans‐disciplinary fields such as counter‐terrorism and global warming.
Originality/value
This qualitative, empirical research complements and supports some of the conceptual work about leadership and learning in complex environments.

Purpose
The paper seeks to show that the new General Medical Services (GMS) contract will provide opportunities for NHS staff to enhance their roles, so it is important that adequate training assessment and quality control systems are set in place. This paper assesses the implications for NHS staff in primary care.
Design/methodology/approach
In this paper a review of policy documents was undertaken.
Findings
The paper finds that enhanced services set out in the new GMS contract may be provided by primary care organisations and healthcare professionals other than those located in general practitioner (GP) practices. As nurses and other healthcare professionals take on tasks previously conducted by GPs, so GPs will take on more consultant tasks previously confined to secondary care. Personal Medical Services (PMS) and GMS are converging in their contractual obligations and the opportunities offered to staff. As well as General Practitioners with Special Interests (GPwSIs), Practitioners with Special Interests (PwSIs) are important developments, which could promote recruitment and retention in the nursing and allied health professional workforce. Nurses and other healthcare professionals will be the main source of staffing for services shifted from secondary care.
Practical implications
The paper shows that it will be important to identify whether these professionals can substitute for GPs, the boundaries to that substitution, and whether recruitment and retention are enhanced. Training for GPwSIs and PwSIs will be introduced or expanded but also needs accreditation and validation.
Originality/value
The paper provides an overview of the implications of the new GMS contract for nurses and other NHS professionals.

Since the first Volume of this Bibliography there has been an explosion of literature in all the main areas of business. The researcher and librarian have to be able to uncover specific articles devoted to certain topics. This Bibliography is designed to help. Volume III, in addition to the annotated list of articles as the two previous volumes, contains further features to help the reader. Each entry within has been indexed according to the Fifth Edition of the SCIMP/SCAMP Thesaurus and thus provides a full subject index to facilitate rapid information retrieval. Each article has its own unique number and this is used in both the subject and author index. The first Volume of the Bibliography covered seven journals published by MCB University Press. This Volume now indexes 25 journals, indicating the greater depth, coverage and expansion of the subject areas concerned.

In the last four years, since Volume I of this Bibliography first appeared, there has been an explosion of literature in all the main functional areas of business. This wealth of material poses problems for the researcher in management studies — and, of course, for the librarian: uncovering what has been written in any one area is not an easy task. This volume aims to help the librarian and the researcher overcome some of the immediate problems of identification of material. It is an annotated bibliography of management, drawing on the wide variety of literature produced by MCB University Press. Over the last four years, MCB University Press has produced an extensive range of books and serial publications covering most of the established and many of the developing areas of management. This volume, in conjunction with Volume I, provides a guide to all the material published so far.

OUR issue devotes special attention this month to the subject of the library for children. There is a common inclination to regard this subject as the most over‐written in all branches of library literature. It certainly is the part of our work which leads to much sentimental verbiage. These are dangers against which we are on our guard; they may be inevitable, but we do not think they are. As a matter of fact there has been a great deal of talk about this matter by people who have ideas and ideals, but who have had no real experience in applying them. The paper by Mr. Berwick Savers, written for the Library Association Conference, points out very cogently what has been wanting in library work in this country. This question of the children's librarian has not been faced anywhere in what may be called the ultimate manner; that is, as a distinct, specialist branch of library work, requiring high qualifications and deserving good payment. There will be no really successful library work of the kind in Great Britain until this is done.
