Abstract

Purpose

This paper aims to review the case for improved (supra‐national) regional social and labour policies in principle, assess the extent to which existing regional associations of governments and regional organizations are actually developing effective regional labour policies in different sub‐regions of Europe, Latin America, Africa and Asia, and finally explore the driving forces behind their development and suggest how they might be further enhanced.

Design/methodology/approach

The paper compares the emergence of regional policies concerning labour rights and migrant workers' rights across regions. A sample of more than 15 regional arrangements are then ranked on the basis of their commitment in these areas. Finally, correlations between these rankings and different indicators of (real) regional interdependence are looked at.

Findings

The paper shows that regional socio‐economic policies are gaining importance in different world regions, although speeds are varied and generally low. It is difficult, however, to find strong correlations with indicators of regional interdependence such as trade or migration.

Originality/value

The paper presents one of the first systematic accounts of the development of regional socio‐economic policies in different world regions. It shows at the same time that huge opportunities for new policy initiatives exist in this area.

Abstract

Purpose

The need to alleviate poverty and achieve the United Nations (UN) 2030 Sustainable Development Goals (SDGs) through Universal Social Protection (USP) mechanisms is a high priority for governments and international organisations (IOs). This paper focuses on the recent introduction of a general minimum income (GMI) in Greece, in the context of the international diffusion of governing expertise. It examines whether the “universal” scheme being implemented constitutes a paradigm shift likely to offer solutions to the country's previous fragmented and unjust welfare system, and to problems the society has faced since the 2010s depression.

Design/methodology/approach

The paper uses critical grounded theory, with data gathering through iterative field observations and semi-structured interviews.

Findings

Results highlight the elusiveness of USP normative promises: rather than enhancing people's effective freedoms to act as self-determining agents, USP pushes the poor to adapt to current degraded socio-economic conditions. Participation in the shadow economy is a structural feature of USP; it is implicitly tolerated insofar as it is regarded, in the words of the World Bank (WB), an “engine for growth”. This constitutes an institutional and governance challenge for the implementation and expansion of social welfare programmes and could compromise the 2030 SDGs Agenda.

Originality/value

While research to date has examined the “modernisation” of the Greek welfare system in a national or comparative perspective, it adds to the literature by framing the study in the field of global social policy, shedding light on the discrepancies between internationally designed mechanisms and the normative aims of USP.

Abstract

Purpose

The purpose of this paper is to investigate the potential, both analytically and practically, of understanding research methods as bridging devices. Methods can bridge theory and empirics, but it is argued that they can perform several bridging functions: between theory and praxis, between analysis and strategy and between past and future. The focus is on those forms of bridging relevant for understanding and effectuating change in governance, at community level and at the scale of organizations.

Design/methodology/approach

The paper develops a perspective on methods as bridging devices. It uses the newly minted methods of governance path and context mapping as a case study. These methods conceptually derive from evolutionary governance theory (EGT) and were developed and tested in Canadian empirical research. The case helps to develop insight in features, forms and limitations of methods as bridging devices in governance research and practice. The authors then use the case to further develop the initial concept of bridging more generally, emphasizing the shifting balance between methods as bridging and creating boundaries.

Findings

Both the case study and the theoretical analysis underline the necessary imperfection of any method as bridging device. The authors affirm the potential of method to perform different bridging functions at the same time, while revealing clear tradeoffs in each role. Tradeoffs occur with adapted versions of the method producing new strengths and weaknesses in new contexts. In each of the forms of bridging involved neither side can be reduced to the other, so a gap always remains. It is demonstrated that the practice of bridging through method in governance is greatly helped when methods are flexibly deployed in ongoing processes of bricolage, nesting and modification. Governance enables the continuous production of new framing devices and other methods.

Originality/value

The idea of methods as bridging devices is new, and can assist the development of a broader understanding of the various forms and functions of research methods. Moreover, it helps to discern roles of research methods in the functioning of governance. The context of governance helps to recognize the multi-functionality of research methods, and their transformation in a context of pressured decision-making. Moreover, this approach contributes to the understanding of governance as adumbrated by EGT.

Abstract

At a time when the future of the British state pension is being debated events in Australia provide an interesting example of an alternative approach. This article examines the introduction in Australia of the 1992 Superannuation Guarantee Charge Bills (SGC). The article considers the key debates which accompanied the SGC along with the role of the Australian Council of Trade Unions (ACTU), the poverty lobby and employer organisations in the reform process. The Australian model can not simply be transposed to the UK but the politics of reform in this case illustrate the issues of equity, exclusion and social division that are likely to arise.

Bob” Malthus, the Revd T. Robert Malthus (1766–1834), had only one son, Henry (“Hal”) who like his father became a clergyman and married, but died childless in 1882. Malthus's older brother “Syd,” Sydenham II (1754–1821), inherited the family property in Albury, Surrey on the death of their father Daniel in 1800, and transmitted it to three more generations of descendents: Sydenham III (1806–1868), Sydenham IV (1831–1916), and the last Robert (1881–1972) who married but died childless.
