Abstract
Purpose
Small and emerging business failure rates are high for numerous reasons. Government regulation has been cited as a contributing factor, yet literature documenting the actual effects of government regulation on small business is limited. The purpose of this paper is to clearly outline the regulatory compliance costs and effects on small businesses in the California dairy industry.
Design/methodology/approach
This paper applies a public choice framework to the history of dairy regulation and performs a case study on a small business, The White Moustache (TWM). The case study traces the burdens and costs of state dairy regulations placed on TWM as they sought the necessary permits to sell their artisan yogurt.
Findings
Strict and unresponsive regulation restricted TWM from selling their product. To comply with state dairy regulations, the direct costs to TWM would have increased by 70 percent. In addition, regulation caused two and a half years of delay before the company decided to leave the state. California’s dairy regulations place burdens on small dairy businesses that work as a strategic barrier to entry in the marketplace.
Originality/value
This case study highlights the direct effects that strict and unresponsive regulation can have on entrepreneurs and emerging businesses through a case study. Improving the understanding of how regulation affects small business can highlight new paths forward and help improve the small business failure rate in the USA.

Abstract
Purpose
The purpose of this paper is to examine the relationship between “locker room” hegemonic masculinities at work and the construction of homophobia, particularly the use of the word “fag” to describe gay men – real or perceived. Although research indicates that men are more homophobic than women, examples are presented which examine some of the reasons why women use the word “fag” at work. Although equal opportunities at work have improved for sexual minorities over the past two decades, studies indicate that some forms of anti‐lesbian, bisexual and transgender (LGBT) behaviour continue, which raises the question whether a hierarchy of inequality exists in some organizations.
Design/methodology/approach
The data used to analyze this under‐researched phenomenon come from the author's observations working for three multinational corporations in the USA.
Findings
The paper shows how men and women engage in locker room culture to construct homophobic narratives.
Research limitations/implications
The issues raised in this article will be useful for empirical studies which examine the relationship between competitive sports and sexuality in the construction of masculine hegemonies in the workplace. Additionally, research should address the workplace experiences of sexual minorities who are also ethnic minorities, and disabled.
Originality/value
The paper contributes to the largely invisible research on the role of sports culture, especially the locker room, and gender and sexuality in non‐sports work environments. It also contributes to the study of masculine embodiments by focussing on sports culture such as the locker room, heteronormative‐masculinities and homophobia.

Abstract
Purpose
There has been very little empirical research for the need to identify the importance of an inclusive territory of commonality for “invisible” students with disabilities in Australian education testing, such as the National Assessment Program-Literacy and Numeracy (NAPLAN). The paper aims to discuss this issue.
Design/methodology/approach
The research methodology used a cross-sectional mixed methods, deductive quantitative, an inductive qualitative, functionalist perspective and interpretivist perspective from internet secondary data analysis. This was undertaken to investigate the government functionalist macrosociology of Australian education to the detriment of the microsociology debate of students with disabilities, for inclusive education and social justice.
Findings
This finding showed vastly underestimated numbers of students with disabilities in Australian schools experienced through “gatekeeping”, non-participation in NAPLAN testing and choices of schools, resulting in poor educational outcomes and work-readiness.
Social implications
The research findings showed that functionalism of Australian education is threatening not only social order, well-being and resilience of an innovative Australian economy through welfare dependency; but also depriving people with disabilities of social equality and empowerment against poverty brought about by a lack of education and of the human right to do a decent job.
Originality/value
The study provided a critical evaluation of the weaknesses of government functionalism; specifically the relationship between the dualism of macro and micro perspectives, which promotes the existence of “invisible” students with disabilities in education, despite government legislation purporting an inclusive education for all students.

Abstract
Hypothesis tests for dominance in income distributions has received considerable attention in recent literature. See, for example, Barrett and Donald (2003a, b), Davidson and Duclos (2000) and references therein. Such tests are useful for assessing progress towards eliminating poverty and for evaluating the effectiveness of various policy initiatives directed towards welfare improvement. To date the focus in the literature has been on sampling theory tests. Such tests can be set up in various ways, with dominance as the null or alternative hypothesis, and with dominance in either direction (X dominates Y or Y dominates X). The result of a test is expressed as rejection of, or failure to reject, a null hypothesis. In this paper, we develop and apply Bayesian methods of inference to problems of Lorenz and stochastic dominance. The result from a comparison of two income distributions is reported in terms of the posterior probabilities for each of the three possible outcomes: (a) X dominates Y, (b) Y dominates X, and (c) neither X nor Y is dominant. Reporting results about uncertain outcomes in terms of probabilities has the advantage of being more informative than a simple reject/do-not-reject outcome. Whether a probability is sufficiently high or low for a policy maker to take a particular action is then a decision for that policy maker.
The methodology is applied to data for Canada from the Family Expenditure Survey for the years 1978 and 1986. We assess the likelihood of dominance from one time period to the next. Two alternative assumptions are made about the income distributions – Dagum and Singh-Maddala – and in each case the posterior probability of dominance is given by the proportion of times a relevant parameter inequality is satisfied by the posterior observations generated by Markov chain Monte Carlo.

Abstract
In this chapter we are exploring Appreciative Inquiry within organizations through the dialogic process in its relational aspect. The present discussion is composed of four parts: An exploration of the myriad meanings of dialogue and a description of a useful orienting platform, dialogue as “discursive coordination.” We then turn to the pivotal function of dialogue in the organizing process and the development of a vocabulary of discursive action with practical consequences for effective organizing. We next turn to the problematic potentials of dialogue. A contrast between generative and degenerative dialogue enables us to explore how certain forms of coordination ultimately lead to organizational growth or demise. Among our conclusions we propose that dialogue originates in public, is a form of joint-action, is embodied and contextually embedded, as well as historically and culturally situated. Dialogue may serve both positive and negative ends. Described are four aspects of dialogue – an emphasis on affirmation, productive difference, coherence, and temporal integration. Appreciative inquiry adds an enormously important element to the transformative potentials of dialogue. Other transformative practices and potentials are also described.

Abstract
Design thinking has become something of a buzz word in innovation discussions and has recently also invested occupied education spaces. In this chapter we briefly compare design thinking to problem-based learning (PBL) and enquiry-based learning (EBL) approaches to problem solving in education before focusing on the approach itself and current debates about its meaning and significance. This chapter focuses particular attention on the problem finding aspect of design thinking and its integration of creative methods for solving a range of tame to wicked problems in a variety of spaces. We ground our analysis in three environments of design thinking and five specific cases of application across education sectors from primary through to university. The examples focus on the generative potential of design thinking for all students and especially those from non-design disciplines. It is this capacity of design thinking to complement existing pedagogies and provide inspiration for change and innovation that is the strength of the model.

Abstract
The aviation industry plays a vital role in supporting tourism and international businesses by providing the fastest transportation network in the world and also boosting economic growth and creating employment. However, it harms the environment, mainly through air pollution due to aircraft engines emitting heat and gases that contribute to global warming, acid rain, smog, and ozone depletion. Air travel has increased considerably over the years, and therefore aircraft emissions have contributed to the build-up of greenhouse gases (GHG), with the resultant changes in weather patterns leading to global warming and environmental deterioration. Although aviation contributes to economic and environmental development, it is a double-edged sword because it is thought to be the most challenging industry for formulating sustainable policies, based on the direct conflict between environmental impacts and economic development. This chapter explores different types of problems associated with the negative impacts of aviation carbon emissions and the carbon footprint of tourism. The chapter will also reflect on policy, regulations, and governance approaches currently in place to combat these negative impacts as well as challenges involved in policy interventions.

Abstract
Purpose
Consulting work aims to bring about changes in organizational performance. In OD‐consulting practices, changes are to be sought through conversational settings created for these purposes. The purpose of this paper is to take a discursive approach to change work and ask how interactional change is constructed and managed during multi‐party consulting conversations.
Design/methodology/approach
A case episode from an authentic consultation event is presented. By combining ideas from discursive psychology and conversational analysis, it is shown that a consulting conversation may be socially sensitive and face‐threatening for all concerned.
Findings
The paper shows how such a “tricky situation” is not to be avoided but to be actively constructed for facilitating change. The use of different discursive strategies for managing criticism and blame is demonstrated.
Practical implications
Tricky situations involving criticism and blame can be used in facilitating interactional change. The consultant's role is to invite personal and focused criticism and to utilize a meta‐perspective and to anchor the conversation in the present situational interaction.
Originality/value
The paper takes an interaction perspective on OD‐consulting (process consulting) using naturalistic data and shows in detailed analysis the activity of the consultant and the clients.
