Abstract
This article offers a reflective analysis of the Eco Ambassadors Project as an example of the some of the ways in which learning about environmental issues and active citizenship can be encouraged and enabled through collaboration and negotiated participation. Some policy background to the project is given, followed by a critical consideration of the theoretical framework of situated learning; participation in a community of practice is then presented in relation to the project, alongside theories of citizenship. Three activities undertaken during the project are highlighted and these are critically examined in relation to the theories under consideration. The paper argues that the theoretical framework of learning by participation can usefully augment and help better explain how learners develop their identities as citizens, and that through participation people can become active members of communities that are environmentally and politically aware.

Abstract
Purpose
This paper presents the findings of a small scale research project exploring mentorship programme participants experiences and learning about their managerial role in an adult social care service seeking to build management practice, resilience and well-being in the context of transformation.
Design/methodology/approach
A case study of one public sector workforce development project is presented. The programme involved the use of an individual social care mentorship model and continuing professional development framework to support and engage 60 social care managers in the facilitation of workforce practice transformation. A small scale research study of 15 managers was undertaken. Participants provided a written reflective review and narrative of their individual experience and of learning. The narrative of a purposive sample of 15 managers was analysed using a work by Tamboukou and informed by a work byLabov and Waletzky as a guide.
Findings
Thematic analysis of managers' reflective accounts, identified the adaption of coaching methods and the used of role modelling skills in the workplace. Emotional well being and resilience was maintained during the mentorship programme. Structural analysis emphasised sequences or messages in the narrative indicating manager's cooperation with the organisation in achieving its' transformational goals and gaining employee engagement.
Research limitations/implications
This is a small scale study exploring one aspect of the project's goals.
Practical implications
The project delivery and research findings will be of interest to other organisations considering the implementation of mentorship to support transformation and change.
Originality/value
There are very few evaluations and research studies of social care mentorship in the literature and this paper and the case study presented provides interesting new insights into the process and its possible outcomes.

A major international conference “Information Technology and the Research Process” sponsored by BLRDD, the University of Pittsburgh and the Computer Board for Universities and Research Councils took place in mid‐July at Cranfield Institute of Technology, UK. Delegates from all over the world gathered to hear how information technology (IT) is transforming the traditional research process. Twenty speakers provided their individual views on how IT is opening up types of analysis hitherto impossible, providing alternative methods of investigation and supporting new ways of communicating the results of research. The conduct of research in all disciplines including science, technology and the humanities and how IT enhances the outcome was debated during the lively meeting of minds at Cranfield. The proceedings are to be published this winter.

Abstract
In years past, when life seemed simpler and the Law much less complicated, jurists were fond of quoting the age‐old saying: “All men are equal before the Law.” It was never completely true; there were important exemptions when strict legal enforcement would have been against the public interests. A classic example was Crown immunity, evolved from the historical principle that “The King can do no wrong”. With the growth of government, the multiplicity of government agencies and the enormous amount of secondary legislation, the statutes being merely enabling Acts, this immunity revealed itself as being used largely against public interests. Statutory instruments were being drafted within Ministerial departments largely by as many as 300 officers of those departments authorized to sign such measures, affecting the rights of the people without any real Parliamentary control. Those who suffered and lost in their enforcement had no remedy; Crown immunity protected all those acting as servants of the Crown and the principle came to be an officials' charter with no connection whatever with the Crown. Parliament, custodian of the national conscience, removed much of this socially unacceptable privilege in the Crown Proceedings Act, 1947, which enabled injured parties within limit to sue central departments and their officers. The more recent system of Commissioners—Parliamentary, Local Authority, Health Service—with power to enquire into allegations of injustice, maladministration, malpractice to individuals extra‐legally, has extended the rights of the suffering citizen.

LIBRARIANS, unlike the Surveyors and others, have not added “Royal” to their Association's title, yet the Library Association is one of the few, and now one of the venerable, societies which draw their Charter Straight from the King. More than that, after we had enjoyed fifty‐three years with such Status, our King became our Patron, and the Consort of the Heir‐Apparent actually our President. It is in this proud position that we may share specially the sense of loss which the untimely death of George VI has caused in the world. Whether his patronage will be extended by his successor or not, we cannot be deprived of the consciousness of privilege which his recognition created, and we pay homage to the fine memory of him who bestowed it. Libraries are places wherein memories endure; our shelves prove that the most brilliant eras have been those with Queens‐Regnant. All who work in them are the loyal servants of the new, youthful Queen Elizabeth, who will be as much Queen of Hearts in her own time as was her namesake four centuries ago.

To understand Peter Hall’s work on social policy, it is heuristic to place it in the context of work that was done contemporaneously. Public policy studies in the late 1960s through the early 1980s concentrated in large part on the large-scale governmental policies such as the Great Society Programs of the Lyndon Johnson administration, Follow-through, Headstart, special education, bilingual education. Social policy research of that time tended to take Weberian notions of technical rationality seriously, probably too seriously.
