Abstract

YOU MAY recall that the December 1974 issue of NLW contained a Christmas Quiz. Readers were asked to identify various libraries described in passages extracted from a motley and heterogeneous selection of books the compiler had chanced upon in half‐a‐lifetime's casual reading. In all honesty the response to the quiz was a little less than heartening and never reached even modest expectations. Not to put too fine a point on it, there was not one single entry. Clearly the books from which the passages were quoted lacked any discernible theme and the odds against anyone duplicating the compiler's miscellaneous reading habits were so outrageous that this caused no surprise.

Abstract

Purpose

This paper explores the extent to which the period 2012–2021, when the General Education Quality Improvement Programme (GEQIP) reforms to primary education were implemented in Ethiopia, is one of educational improvement, despite the absence of gains in learning outcomes. It examines trends in access, learning progress in Grade 4 school quality and in equity of access and outcomes across regions and between urban and rural contexts.

Design/methodology/approach

Data from several sources are employed including Ethiopian national education data (Education Management Information Systems (EMIS)) and longitudinal school survey data from the Young Lives (YL) and Research on Improving Systems of Education (RISE) projects. Analysis employs descriptive analysis and regression modelling in a value-added framework. Trends in learning outcomes in mathematics and pupil backgrounds are examined alongside school quality, its measures and predictors.

Findings

Access to primary education in Ethiopia has expanded significantly, with some equity improvements. Learning outcomes have declined in most regions, in Southern Nations, Nationalities and Peoples (SNNP) from a mean score of 515 in 2012 to 436 in 2020. Several school and teacher quality indicators targeted by GEQIP improved modestly, including teacher maths scores which improved from a mean of 462 to 507. Improvements have not been sufficient however to outweigh effects of rapid expansion and rising disadvantage, perhaps worsened by shocks including COVID and conflict.

Originality/value

This research contributes to understanding the role of the GEQIP reforms in improving primary education in Ethiopia. It may inform policy on targeted education quality improvement. It informs wider debate on the “learning crisis” especially in sub-Saharan Africa.

THE WELCOME NEWS, late in November, that the government has finally given the go‐ahead to the first phase of building the new British Library headquarters at Somers Town next to St Pancras railway station has reawakened the campaign by Professor Hugh Thomas and others to retain the Reading Room at the British Museum as the BL'S centre‐point. Professor Thomas wants the new building to be merely a warehouse for the book collections, and to have books ferried down to readers at Great Russell Street on demand.

Abstract

Managerial jobs are episodic, fragmented and action based. Training has attempted to reproduce this reality in the contents and methods used. It is possibly more sensible to allow fragmentation of time for training but to integrate subject matter in short blocks. This leads to the desirability, possibly the necessity, of integrating the efforts of the trainers to produce a consistent, coherent and unified approach to contents, methods and style. A means of using a team approach is suggested so that training resources, whether internal or external, are seen by the clients as being owned by the manager responsible for the supply of training activities in the organisation.

Abstract

While still early in the 21st century, nations are experiencing an unprecedented rise in people living into their 80s, 90s, and even longer. Many national leaders view with alarm a possible tidal wave of chronic age‐related disease and disability. Competing scenarios predict insurmountable social and economic stress; or alternatively, a future in which older people continue to function and contribute during extended healthy years of life made possible by scientific and medical advances. The latter vision, termed the 'longevity dividend', is discussed in terms of strategies for achieving this goal.
