Abstract

I AM delighted to dedicate my hundredth publication to a young and forward‐looking institution with clearly defined long‐term objectives and well considered determination to live up to the requirements of modern aeronautics and space technology— to the Department of Aeronautics and Space Technology (DEPAST) of the Northampton College of Advanced Technology. Unavoidably, I am looking at the DEPAST‐NCL, through the critical eyes of experience gained in the U.S.S.R., U.S.A., Germany, France, Holland and, of course, in Great Britain; and yet I feel I can say coram populo—coram publico that here we have something British, yet as dynamic and vigorous as any Continental or American educational/ research establishment known to me.

The following new Board appointments have been announced by Hawker Siddeley Dynamics. Mr A. S. Wheate, C.A., joins the company as Financial Director; Dr H. Fuchs, B.Sc., C.Eng., F.R.Ae.S., M.A.I.A.A., F.B.I.S., is appointed Director and Divisional Manager, Guided Weapons; Mr P. R. Franks, B.Sc., M.Sc, A.M.I.E.E., is appointed Technical Director (Electronics), and Mr E. D. Dettmer, D.F.C., is appointed Marketing Director. In addition, two new Deputy Managing Directors have been appointed. They are Dr G. H. Hough, C.B.E., and Mr M. G. Ash, M.B.E., F.C.A.

Abstract

The paper is devoted to the question of how to allocate a given educational budget. Alternative avenues of expenditure on post‐secondary education are treated as investment projects and their benefit‐cost ratios are compared. The analysis is essentially static and is based on two investigations carried out by the author, one in Canada, the other in the United Kingdom. The paper is organised into three sections. The first discusses the methodology underlying the two detailed studies. The second presents conclusions on particular aspects of the general problem of allocating resources within formal education, and is divided into four parts: the balance between private and social costs and benefits, between academic levels of education, between types of education and between male and female education. The final section of the paper contains four more general points and emphasises our ignorance in much of this area.

The papers in this issue were given at the 25th Annual Conference, held at Bristol University from 22nd to 25th September, 1950. Some 230 delegates from the British Isles, the Commonwealth and Europe were welcomed to dinner on Friday evening by Sir Philip Morris, C.B.E., M.A., Vice‐Chancellor of the University, and Lady Morris. No papers were given on Friday evening, Mr. J. E. Wright arranging an informal dance after dinner.

Abstract

ISHM, acting as a professional body for a very large sector of microelectronics manufacturing and design, naturally takes a strong and active interest in the education and training of people working in its industry. An annual Education Prize is awarded by the Society at either undergraduate or post‐graduate level and sometimes both. The aim of the awards is to encourage the writing up of work completed by students as part of the education route. It may be from an internal project such as a B.Eng. report or a Masters Dissertation. It may also be work done by the student in an industrial placement. These three authors or their institutions have been associated with entries which have been awarded a prize. The winning paper is normally published in Hybrid Circuits.
