Abstract
Purpose
The purpose of this paper was to assess the Web 2.0 competencies’ levels of academic librarians in selected libraries from two library consortia KLISC in Kenya and GAELIC in South Africa and how these competencies can be sources of empowerment for the effective provision of e-services. As service organizations, academic libraries face challenges similar to those in other service sectors. One of the major challenges includes that of providing not only quality print resources but also quality e-services. Globally, academic librarians use various Web 2.0 technologies to engage with their library users and colleagues and for their information work. Academic librarians are now, more than ever, expected to be empowered and build diverse voices, perspectives and arguments into library collections and services. Most of the youths (academic library users) in developing countries like Kenya and South Africa are heavy users of Web 2.0 technologies. This presents a challenge for their academic librarians who must augment their traditional library skills with Web 2.0 technologies for provision of effective e-services. This study explores the interconnections between librarian empowerment, traditional librarian skills and Web 2.0 competencies for effective e-services.
Design/methodology/approach
Survey method of research was used to conduct the study. Purposive sampling was used to select a homogeneous sample of academic librarians and libraries that use the Web 2.0 technologies. An online questionnaire with both closed and open-ended questions was used to collect data. The Web 2.0 competency levels were analyzed and presented using descriptive statistics. To achieve more robust findings and to illustrate the implications of Web 2.0 for librarian empowerment, the ATLAS. ti software was used to illustrate interconnections between librarian empowerment, traditional librarian skills and Web 2.0 technologies. The emerging codes and themes are presented in three network views.
Findings
The findings from the quantitative data indicate that the majority of the librarians have intermediate competency levels in Web 2.0 technologies. The findings from the qualitative data show that Web 2.0 tools and librarian empowerment can be used to illustrate interconnections in content collaboration tools, bookmarking tools and SNSs. Web 2.0 competencies can transform knowledge-sharing activities, augment existing authoritative information service, foster interaction and market information products and services. This study redefines librarian empowerment through competency in Web 2.0 tools and new roles for effective e-services.
Originality/value
This paper proposes that librarian empowerment through Web 2.0 competencies is essential in augmenting traditional library skills and in providing effective e-services. Abstract
Purpose
The paper explores library cooperation in Zimbabwe and gathers views from librarians on the need for a library consortium model to underpin national development. This study aims to investigate the development of library consortia in Zimbabwe and then propose a model that will both accelerate their development and support the country’s national development agenda.
Design/methodology/approach
The paper opted for an investigative study using a multi-method research design. Data on existing library consortia, namely, Zimbabwe University Library Consortium (ZULC) and College and Research Library Consortium (CARLC), were collected through questionnaires and interviews. The data were complemented by documentary analysis including primary sources of information, for example, annual reports and brochures. Data were analysed qualitatively and quantitatively.
Findings
The paper provides empirical insights on how ZULC and CARLC are transforming the provision of library services in several ways, for example, providing for the dynamic needs of users and strategizing on overcoming rising costs of scholarly content through resource sharing. The proposed model effectively elevates the fundamental library consortium principles of cooperation and sharing onto the national development stage, and it is novel and pioneering. The gestures and general remarks made recently by Zimbabwe Library Association and some ZULC members about national development and ZIMASSET are given rigorous and scholarly expression in this model.
Research limitations/implications
Because of the chosen research approach, the research results may lack generalisability beyond Zimbabwe. It is therefore imperative for researchers to test the proposed propositions further.
Practical implications
The paper includes implications for the development of a library consortia model to underpin national development in Zimbabwe. The existing academic sector library consortium still excludes other types of libraries from participating in resource sharing and promoting access to information on a national development scale. The proposed library consortium model providing for nation-wide access to information is critical in realising national development goals in Zimbabwe. Currently, academic library consortia are contributing immensely through supporting learning, teaching and research in their respective institutions. Such benefits can also be extended to all institutions through a national library consortium to support development in Zimbabwe.
Originality/value
This paper fulfils an identified need to study how the development of a nation-wide library consortium model can be realised. There is relatively little researched information on library cooperation and library consortia and national development in Southern Africa with specific reference to Zimbabwe. The paper seeks to close the gap by providing information on library cooperation and library consortia and national development in Zimbabwe.

Abstract
Discourses on critical librarianship have been mainly theoretical. However, discourses with a practical application of Critical Theory in librarianship, critical librarianship, or library management and operations are limited. Yet, librarianship underscores efficiency and practicality in service provision with the dominant ideology in librarianship being practicality. Based on Critical Theory and emerging power dynamics in e-services, this chapter presents a discussion on the practical application of Critical Theory in academic libraries. The Web 2.0 technologies have triggered a shift in information seeking and use by empowering the academic library users to seek and use information from nontraditional sources. This shift in information seeking behavior and the resultant power dynamics has an impact on strengthening of the academic library as a public sphere; a public virtual space where people can meet and exchange ideas with the eventual outcome of democratization of knowledge. This chapter analyses the practical implications of power dynamics in academic libraries and the need for realignment of academic library functions to key Critical Success Factors (CSFs) including the role of library management, a focus on librarian power, a focus on user empowerment, creating awareness of the Web 2.0 services, and maximizing the use of Web 2.0 technologies. A proper realignment of the shifting power is necessary and must be pursued as a deliberate strategy by academic libraries to facilitate generation and sharing of information. It concludes by presenting the practical implications of power dynamics in academic libraries and recommendations on dealing with the emerging paradigm shifts.

Abstract
Purpose
The purpose of the paper is to present current state of the use of information and communication technologies (ICTs) in Namibia's small and medium‐sized enterprises (SME) sector to access business information services.
Design/methodology/approach
The paper is based on a doctoral research project on business information needs, seeking patterns and utilisation of ICTs in the SME sector in Namibia that was carried out at the University of Pretoria from 2005 to 2007. The survey methodology using both qualitative and quantitative approaches was employed to collect data.
Findings
The findings revealed that there is a very low level of ICTs utilization among SMEs while among business support organisations it is relatively high.
Practical implications
The study presents baseline data that can be used by governments and business support organisations in the provision of ICTs to the SME sector to access business information services.
Originality/value
The study provides data on which future developments in ICTs in the SME sector could be based.

Abstract
Purpose
This paper aims to report an investigation into the benefits and limitations of radio to communicate agricultural information to peasant farmers, and how it can be successfully incorporated into agricultural extension service programs in Zimbabwe.
Design/methodology/approach
Quantitative and qualitative research techniques were applied to gather, analyze and interpret data. A total of 25 semi‐structured interviews were conducted with peasant farmers in Ward 16 of the Buhera South Constituency, and four in‐depth interviews were conducted with key informants in agricultural extension and radio services.
Findings
Extension service programs do not satisfy the agricultural information needs of peasant farmers because: there are not enough extension workers; they do not have the means of transport to reach all households; they lack the communication skills to interact effectively with the peasant farmers; and they lack the motivation to carry out their work. A community radio service was the most preferred medium of communication for rural peasant farmers. The farming radio programs are relevant to their agricultural activities, their language and accents are used, and they can contribute to the program content.
Originality/value
The study proposes a suitable model for communicating agricultural information effectively to the peasant farmers. The model elaborates how the community radio service should be set up, what the important components are, and how the community radio service can be incorporated into extension service programs.

Abstract
Purpose
This paper seeks to report on an investigation of the implementation of a common library system for the Lesotho Library Consortium (LELICO). The outcome is to be a strategy for implementing the INNOPAC library system in LELICO.
Design/methodology/approach
The paper drew on a survey of LELICO member libraries and the experiences of selected consortia and libraries in the Southern African region. The level of automation, financial status, preferred system properties, and the modules required by LELICO member libraries were the main areas of investigation. Data were collected through questionnaires and interviews. Questionnaires were sent to the 12 heads of the LELICO member libraries, and there were follow‐up interviews with five library heads. Relevant sources were consulted to provide additional information.
Findings
It was found that financial constraints influenced levels of computerisation in the majority of LELICO member libraries. It was also found that the required modules are: Acquisitions, Cataloguing, Circulations, Management Information, OPAC, and Serials. The system properties of Functionality, Usability, Support and Training, and Vendor were considered important for a common library system. The experiences of selected consortia and libraries in the Southern African region showed that the INNOPAC library system is the most suitable for LELICO.
Practical implications
The paper proposes a strategy for implementing the INNOPAC library system in LELICO, and makes recommendations for member libraries.
Originality/value
The findings may be useful to other small, multi‐type consortia considering the implementation of a common library system.

Abstract
Purpose
The purpose of this paper is to examine libraries’ responsibility to engage with and support communities of color as they challenge systemic racism, engage in the political process, and exercise their right to free speech. Many libraries have ignored the Black Lives Matter (BLM) movement, citing the need to maintain neutrality. Despite extensive scholarship questioning the validity of this concept, the framing of library neutrality as nonpartisanship continues. This paper examines librarianship’s engagement with, and disengagement from black communities through the lens of the BLM movement. It also explores the implications of education, engagement, and activism for people of color and libraries today.
Design/methodology/approach
The authors have engaged the topic from a critical race perspective as a practice in exercising voice – telling stories, presenting counterstories, and practicing advocacy (Ladson-Billings, 1998).
Findings
The assertion that libraries have been socially and politically neutral organizations is ahistorical. When libraries decide not to address issues relevant to people of color, they are not embodying neutrality; they are actively electing not to support the information and service needs of a service population. In order for libraries to live up to their core values, they must engage actively with communities, especially when those communities are in crisis.
Originality/value
As a service field, librarianship has an ethos, values, and history that parallel those of many other service fields. This paper has implications for developing understanding of questions about equitable service provision.

This conceptual paper locates the origins of sense-making's rich ontological, epistemological and etymological heritage to the Classical Greece and the Pre-Socratic period. The Greek origins of sense-making‘s philosophical undercurrents surface again in Hegel’s Phenomenology of Spirit before the idea is picked up again in twentieth century philosophy and library science.
Findings
This is a conceptual paper and no empirical findings are presented.
Originality/value
This paper makes an original contribution to the study of information seeking and to sense making theory and methodology.
