Abstract
The chapter reviews the structure and functional area of decision support systems (DSS) for managing complex social and economic systems (CES). Particular features of building DSS to regulate the labor market in the context and with regard to peculiarities of the rural population, including pensioners are reported. Analytical models are provided in the form of differential equations describing the laws of changing SES performances under study due to migration of the population. The application of cognitive approach to build an analytical subsystem of DSS is substantiated. The peculiarities of building DSS for environmental and economic management are shown.

Abstract
Purpose
The article considers the causes of such a fundamental problem like poverty.
Design/methodology/approach
The authors analyzed the interdependence of poverty and the development of the digital economy, and also examined possible ways to develop measures to reduce the spread of poverty.
Findings
An algorithm is proposed for diagnosing the level of poverty development, and a mechanism has been developed to reduce it due to the development of self-employment of the population.
Originality/value
The main scientific task to be solved by the study is to improve the quality of life of the population of the regions of Russia by reducing poverty and increasing employment in the form of self-employment.

Abstract
This chapter elaborates the peculiarities for the formation of the circular economy, substantiates its current contribution and future potential as to economic growth, and elaborates the concept and the implementation of the circular economy in Russia. Russian projects in the sphere of sustainable development and “ecologization” (reduction in energy, resource consumption, and polluting emissions) of industrial productions, mitigation, and processing of waste, protection of water resources, and restoration of forests are built into the linear model of production. The performed calculations on the basis of the existing statistical data allow evaluating the scale of the circular economy in Russia at $ 755.05 billion (as GDP in current market prices is 30.97% provided by the volume of used and decontaminated waste of production and consumption). In future, it is highly probable that the scale of the circular economy in Russia will reach 50% of GDP – $ 950.95 billion (as of 2018). To accelerate the rate and quality of economic growth, positive results from the implementation of these projects must be achieved. Complete transition to the model of the circular economy can provide new possibilities for long-term growth and the development of the Russian economy.
