Abstract
Purpose
The purpose of this paper is to present an alternative approach to facilities and built asset management adaptation planning to climate change based on a hybrid backcasting/forecasting model. Backcasting envisions a future state and examines alternative “pathways of approach” by looking backwards from the future state to the present day. Each pathway is examined in turn to identify interventions required for that pathway to achieve the future state. Each pathway is reviewed using forecasting tools and the most appropriate is selected. This paper describes the application of this approach to the integration of climate change adaptation plans into facilities and built asset management.
Design/methodology/approach
The researchers worked with various stakeholders as part of a participatory research team to identify climate change adaptations that may be required to ensure the continued performance of a new educational building over its life cycle. The team identified 2020, 2040 and 2080 year end-goals and assessed alternative pathways of approach. The most appropriate pathways were integrated into the facilities and built asset management plan.
Findings
The paper outlines a conceptual framework for formulating long term facilities and built asset management strategies to address adaptation to climate change.
Research limitations/implications
The conceptual framework is validated by a single research case study, and further examples are needed to ensure validity of the approach in different facilities management contexts.
Originality/value
This is the first paper to explore backcasting principles as part of facilities and built asset management planning.

Abstract
Purpose
The aim of this paper is to scan the evidence and to make sense of the processes underpinning the maintenance of care standards and the meaning and significance of whistleblowing in the available literature. It formed part of a project examining attitudes to whistleblowing in the care of older people in Wales. The paper focusses on the actions of employees within organizations (such as hospitals or domiciliary care organizations) or professional groups (such as nurses and doctors) but does not include reference to whistleblowing or the raising of concerns by members of the public (such as relatives or patients).
Design/methodology/approach
–Published literature concerning whistleblowing in the UK and internationally was considered. Health and social care databases were searched (including PubMed, MEDLINE, CINAHL, BNI, PsychLit, ERIC) and a wide variety of opinion pieces, research and theoretical explorations were accessed. Additionally, because whistleblowing occurs in workplaces other than health and social care, databases in the humanities, law and business were also searched. Other useful documents included public inquiry reports on matters both of public concern occurring in health and social care (e.g. The Shipman Inquiry, The Bristol Inquiry) as well as inquiries into events outside of this sector where whistleblowing was significant.
Findings
–There is no widely accepted theoretical framework or universally accepted conceptual underpinning for whistleblowing in the literature. This paper reveals various associated meanings, but all sources agree that whistleblowing is an imposed, rather than a chosen, situation and that whistleblowers are usually ordinary people who become aware of negative situations forcing them into a decision to remain silent, or to speak out. Another area of agreement within the literature is that the term whistleblowing has attracted overwhelmingly negative connotations. The simple choice between taking action or remaining silent belies the complexity of workplace cultures; including the care of older people.
Originality/value
–The paper explores a range of published sources from health care as well as other sectors. Although whistleblowing has been recognized as making an important contribution to patient safety, and the saving of lives, it has also had a somewhat tortured history in the health and social care sector, as well as in other industries. This paper explores whistleblowing in the context of recent UK policy developments and suggests the need for workplace cultures to be better understood; as well as promotion of open communication regarding concerns or unsafe practices.

Abstract
Purpose
A case study of the Wales Higher Education Libraries Forum (WHELF) project to procure and implement a shared library management system (LMS) for all universities in Wales, together with the National Health Service Libraries in Wales and the National Library of Wales. In particular, the purpose of this paper is to explore the drivers to this collaboration, outline the benefits achieved and the framework to realise further benefits.
Design/methodology/approach
Case study review of the process, together with a review of literature on consortia and LMSs.
Findings
WHELF has developed into a more mature consortium through procuring and implementing a shared LMS. The process has delivered tangible benefits and is driving more work to realise further benefits.
Research limitations/implications
As the WHELF Shared LMS project is only nearing the end of the implementation phase, many of the anticipated operational benefits cannot be reported.
Practical implications
Useful case study for other consortia or potential consortia.
Originality/value
WHELF is in vanguard of consortia developments in the UK, and this is the first case study of the project.

Abstract
Heat also facilitates the transmission of water through the cell walls, thereby assisting its passage from the interior to the surface of the material; it increases the vapour pressure of water, thus increasing its tendency to evaporate; and it increases the water‐vapour‐carrying capacity of the air. In the United States the unit of heat customarily used is the British thermal unit (B.t.u.), which for practical purposes is defined as the heat required to raise the temperature of a pound of water 1° F. Heat is commonly produced through the combustion of oil, coal, wood, or gas. Heating by electricity is seldom practicable because of its greater cost; but where cheap rates prevail it is one of the safest and most efficient, convenient and easily regulated methods. Direct heat, direct radiation and indirect radiation are the types of heat generally employed. Direct‐heating systems have the highest fuel or thermal efficiency. The mixture of fuel gases and air in the combustion chamber passes directly into the air used for drying. This method requires the use of special burners and a fuel, such as distillate or gas, which burns rapidly and completely, without producing soot or noxious fumes. The heater consists simply of a bare, open firebox, equipped with one or more burners, an emergency flue to discharge the smoke incidental to lighting, and a main flue, through which the gases of combustion are discharged into the air duct leading to the drying chamber. Direct‐radiation systems also are relatively simple and inexpensive and have a fairly high thermal efficiency. A typical installation consists of a brick combustion chamber with multiple flues, which carry the hot gases of combustion back and forth across the air‐heating chamber and out to a stack. The air is circulated over these flues and heated by radiation from them. The flues are made of light cast iron or sheet iron. The air‐heating chamber should be constructed of fireproof materials. The efficiency of the installation depends upon proper provision for radiation. This is attained by using flues of such length and diameter that the stack temperatures will be as low as is consistent with adequate draught. Heating the air by boiler and steam coils or radiators is an indirect‐radiation system, as the heat is transferred from the fuel to the air through the intermediate agency of steam. Such a system costs more to install and has a lower thermal efficiency than either of the other two systems. It is principally adapted to large plants operating over a comparatively long season on a variety of materials where the steam is needed to run auxiliary machinery or to process vegetables. Large volumes of air are required to carry to the products the heat needed for evaporation and to carry away the evaporated moisture. Insufficient air circulation is one of the main causes of failure in many dehydrators, and a lack of uniformity in the air flow results in uneven and inefficient drying. The fan may be installed to draw the air from the heaters and blow it through the drying chamber, or it may be placed in the return air duct to exhaust the air from the chamber. An advantage of the first installation is that the air from the heaters is thoroughly mixed before it enters the drying chamber. It has been claimed that exhausting the air from the chamber increases the rate of drying by reducing the pressure, but the difference is imperceptible in practice. Either location for the fan is satisfactory, and the chief consideration in any installation should be convenience. Close contact between the air and the heaters and between the air and the material is necessary for efficient transfer of heat to the air and from the air to the material, and to carry away the moisture. The increased pressure or resistance against which the fan must operate because of such contact is unavoidable and must be provided for, but at other points in the system every effort should be made to reduce friction. To this end air passages should be large, free from constrictions, and as short and straight as possible. Turns in direction should be on curves of such diameter as will allow the air to be diverted with the least friction. The general rule in handling air is that a curved duct should have an inside radius equal to three times its diameter. The water vapour present in air at ordinary pressures is most conveniently expressed in terms of percentage of relative humidity. Relative humidity is the ratio of the weight of water vapour actually present in a space to the weight the same space at the same temperature would hold if it were saturated. Since the weight of water vapour present at saturation for all temperatures here used is known, the actual weight present under different degrees of partial saturation is readily calculated from the relative humidity. Relative humidity is determined by means of two thermometers, one having its bulb dry and the other having its bulb closely covered by a silk or muslin gauze kept moist by distilled water. Tap water should not be used because the mineral deposits from it clog the wick, retard evaporation, and produce inaccurate readings. The wick must be kept clean and free from dirt and impurities. The two thermometers are either whirled rapidly in a sling or used as a hygrometer mounted on a panel with the wick dipping in a tube of water and the bulbs exposed to a rapid and direct current of air. The relative humidities corresponding to different wet‐ and dry‐bulb temperatures are ascertained from charts furnished by the instrument makers, or published in engineers' handbooks. As a general rule, the more rapidly the products have been dried the better their quality, provided that the drying temperatures used have not injured them. Some fruits and vegetables are more susceptible to heat injury than others, but all are injured by even short exposures to high temperatures. The duration of the exposure at any temperature is important, since injury can be caused by prolonged exposure at comparatively moderate temperatures. The rate of evaporation from a free water surface increases with the temperature and decreases with the increase of relative humidity of the air.

The question has been recently raised as to how far the operation of the Sale of Food and Drugs Acts of 1875, 1879, and 1899, and the Margarine Act, 1887, is affected by the Act 29 Charles II., cap. 7, “for the better observation of the Lord's Day, commonly called Sunday.” At first sight it would seem a palpable absurdity to suppose that a man could escape the penalties of one offence because he has committed another breach of the law at the same time, and in this respect law and common‐sense are, broadly speaking, in agreement; yet there are one or two cases in which at least some show of argument can be brought forward in favour of the opposite contention.

This paper surveys the population of independent breweries in the UK to ascertain their Web site usage and accessibility via the Internet. It finds independent breweries have tended to lag similarly sized business in other sectors in the provision or abandonment of company Web sites. Most of their Web sites have intuitively easy URLs and are readily accessible via brewery directories, but are less accessible via popular search engines. Most are corporate Web sites rather than marketing or selling tools. The paper concludes with a discussion of business and policy implications for small businesses and the Internet.

The institution of food and cookery exhibitions and the dissemination of practical knowledge with respect to cookery by means of lectures and demonstrations are excellent things in their way. But while it is important that better and more scientific attention should be generally given to the preparation of food for the table, it must be admitted to be at least equally important to insure that the food before it comes into the hands of the expert cook shall be free from adulteration, and as far as possible from impurity,—that it should be, in fact, of the quality expected. Protection up to a certain point and in certain directions is afforded to the consumer by penal enactments, and hitherto the general public have been disposed to believe that those enactments are in their nature and in their application such as to guarantee a fairly general supply of articles of tolerable quality. The adulteration laws, however, while absolutely necessary for the purpose of holding many forms of fraud in check, and particularly for keeping them within certain bounds, cannot afford any guarantees of superior, or even of good, quality. Except in rare instances, even those who control the supply of articles of food to large public and private establishments fail to take steps to assure themselves that the nature and quality of the goods supplied to them are what they are represented to be. The sophisticator and adulterator are always with us. The temptations to undersell and to misrepresent seem to be so strong that firms and individuals from whom far better things might reasonably be expected fall away from the right path with deplorable facility, and seek to save themselves, should they by chance be brought to book, by forms of quibbling and wriggling which are in themselves sufficient to show the moral rottenness which can be brought about by an insatiable lust for gain. There is, unfortunately, cheating to be met with at every turn, and it behoves at least those who control the purchase and the cooking of food on the large scale to do what they can to insure the supply to them of articles which have not been tampered with, and which are in all respects of proper quality, both by insisting on being furnished with sufficiently authoritative guarantees by the vendors, and by themselves causing the application of reasonably frequent scientific checks upon the quality of the goods.

Purpose
This study aims to evaluate blast loads on and the response of submerged structures.
Design/methodology/approach
An arbitrary Lagrangian–Eulerian method is developed to model fluid–structure interaction (FSI) problems of close-in underwater explosions (UNDEX). The “fluid” part provides the loads for the structure considers air, water and high explosive materials. The spatial discretization for the fluid domain is performed with a second-order vertex-based finite volume scheme with a tangent of hyperbola interface capturing technique. The temporal discretization is based on explicit Runge–Kutta methods. The structure is described by a large-deformation Lagrangian formulation and discretized via finite elements. First, one-dimensional test cases are given to show that the numerical method is free of mesh movement effects. Thereafter, three-dimensional FSI problems of close-in UNDEX are studied. Finally, the computation of UNDEX near a ship compartment is performed.
Findings
The difference in the flow mechanisms between rigid targets and deforming targets is quantified and evaluated.
Research limitations/implications
Cavitation is modeled only approximately and may require further refinement/modeling.
Practical implications
The results demonstrate that the proposed numerical method is accurate, robust and versatile for practical use.
Social implications
Better design of naval infrastructure [such as bridges, ports, etc.].
