Abstract
Purpose
This research aims to systematically review studies on significant risks for Critical Infrastructure Projects (CIPs) from selected top-tier academic journals from 2011 to 2023.
Design/methodology/approach
In this research, a three-step systematic literature review methodology was employed to analyse 55 selected articles on Critical Infrastructure Risks (CIRs) from well-regarded and relevant academic journals published from 2011 to 2023.
Findings
The findings highlight a growing research focus on CIRs from 2011 to 2023. A total of 128 risks were identified and grouped into ten distinct categories: construction, cultural, environmental, financial, legal, management, market, political, safety and technical risks. In addition, literature reviews combined with questionnaire surveys were more frequently used to identify CIRs than any other method. Moreover, oil and gas projects were the subjects most often explored in the reviewed papers. Furthermore, it was observed that publications from Iran, the USA and China dominated CIRs research, making significant contributions, accounting for 49.65% of the analysed articles.
Research limitations/implications
This research specifically focuses on five types of CIPs (i.e. roadways, bridges, water supply systems, dams and oil and gas projects). Other CIPs like cyber-physical systems or electric power systems, were not considered in this research.
Practical implications
Governments and contracting firms can benefit from the findings of this study by understanding the significant risks associated with the execution of CIPs, irrespective of the nation, industry or type of project. The results of this investigation can offer construction professionals valuable insights to formulate and implement risk response plans in the early stages of a project.
Originality/value
As a novel literature review related to CIRs, it lays the groundwork for future research and deepens the understanding of the multi-faceted effects of these risks, as well as sets practical response strategies.

Abstract
Purpose
In this paper the impact of corrosion of reinforcing steel in RC columns on the seismic performance of a multi-span concrete integral bridge is explored. A new constitutive model for corroded reinforcing steel is used. This model simulates the buckling of longitudinal reinforcement under cyclic loading and the impact of corrosion on buckling strength. Cover concrete strength is adjusted to account for corrosion induced damage and core concrete strength and ductility is adjusted to account for corrosion induced damage to transverse reinforcement. This study evaluates the impact which chloride induced corrosion of the reinforced concrete columns on the seismic fragility of the bridge. Fragility curves are developed at a various time intervals over the lifetime. The results of this study show that the bridge fragility increases significantly with corrosion.

Findings
1) It was found that columns dominate the system fragility at all levels of deterioration. Therefore, it highlights the importance of good column design in terms of both seismic detailing and durability for this integral bridge type. 2) In terms of foundation settlement coupled with corrosion, it was found that settlements on the order of the discrete levels adopted for this study increased the system fragility at the slight, moderate and extensive damage states but their impact at the complete damage states is negligible. 3) Ageing considerations are currently neglected in widespread regional risk assessment and loss estimation packages for transport infrastructure. The result of this study provides a methodology that enables bridge managers and owners to employ in seismic risk assessment of existing aging bridges.
Originality/value
The modelling technician developed in this paper considers the impact of detailed corrosion damaged of RC column on nonlinear dynamic response and fragility of a corroded integral bridge under earthquake loading. The current modelling technique is the most comprehensive 3D fibre element model for seismic analysis and risk assessment of corroded bridges.

Abstract
Purpose
The purpose of this study is to investigate ways of transferring knowledge and information during the life-cycle phases of construction projects, particularly between the construction and occupancy phases, and to find an approach to minimise knowledge and information gaps during the handover process.
Design/methodology/approach
The study applied a qualitative approach involving a literature review and an archival analysis of information flow in the studied cases of a construction project, followed by a cross-cases analysis and expert interviews. Data on information flow were collected from three cases of building construction projects in Perth, Western Australia. In addition, a total of 18 local facilities management experts were interviewed to identify the key reasons of knowledge and information gaps and to propose an effective knowledge flow model.
Findings
The findings of this study indicated a significant knowledge and information gap, which exists during the handover process in construction projects in Western Australia. The findings of case analysis and expert interviews identified that the project handover guidelines were often ignored in construction projects in Western Australia, and the handover phase was not given the same priority as the design and construction phases by most of the project stakeholders, which led to information and knowledge gaps between the project construction and post-occupancy phases. The study conducted, integrated knowledge and information flow modelling to analyse the knowledge and information gaps followed by mapping the gaps against existing knowledge sharing frameworks (KSFs) before proposing an integrated knowledge sharing conceptual model to improve current practice and to enhance the information flow during the various phases of the construction project life cycle.
Research limitations/implications
The study is based on three cases in Perth, Western Australia, and thus the findings and recommendations are contextual. Whilst laying a good foundation to do so, further research is needed to investigate more cases in Western Australia and beyond to fully generalise the findings from this study.
Originality/value
The study contributes to improve the handover process and information flows in project life-cycle phases in Western Australia and develop an information flow model followed by bringing together existing KSFs, namely, the open communication channel (OCC), soft landing framework (SLF) and building information modelling (BIM), to propose an integrated knowledge sharing conceptual model. The methodology used here to analyse the information flow in a diagrammatic manner, the mapping of FM issues against the KSFs’ capabilities and a conceptual model to facilitate change in the industry’s silo mindset are the main contributions of this paper.

Abstract
Purpose
This micro-level study unpacks the recruitment and retention of international professionals to small and medium-sized enterprises (SMEs). The study highlights the influence of the founders' international experience when applying organisational-level (meso) policies and practices. With their insider experience as skilled migrants, we share how the founders in each of the SMEs mobilised career capital into human resource management (HRM) strategies.
Design/methodology/approach
Combining literature on SMEs and skilled migrants' careers, we draw upon intelligent career theory to illuminate the recruitment and retention of self-initiated expatriates and skilled migrants in SMEs. With three SME case studies as samples–one micro, one small and one medium-sized organisation in Ireland–we consider the influence of the founders' international experience in the design and application of formal and informal HRM strategies (at the organisational level) that are operationalised to recruit and retain international talent to/in these organisations.
Findings
The HRM practices in the three SME cases in this paper, each run by migrant founders, vary from formalised (for our medium-sized organisation), semi-formalised (for our small-sized organisation) to ad hoc and tailor-made (for our micro-sized organisation). These particular SMEs were often more receptive to hiring other migrants. The important role of the three SME case studies' skilled migrant founders and their own international career experiences was apparent in the particular HRM approaches they adopted. The relevance of intelligent career theory when applying micro-level findings at the meso-organisational level is shown.
Originality/value
The paper presents how the international experience of founder–managers, in turn, impacts on the HRM practices and policies that are implemented to recruit and retain international employees. The study highlights how both organisation size and founder-manager international experience influence the degree of customisation of HRM practices and policies in SMEs, specifically pertaining to the recruitment and retention of self-initiated expatriates and skilled migrant employees. The heterogeneity within the sub-categories encompassed under the umbrella label of SME is emphasised; validating our case study approach, where nuance and detail of the specific organisation can be shared.

Abstract
Between 1946 and 1962 the United States detonated 109 nuclear weapons in an area of the Pacific Ocean called the Pacific Proving Grounds, mainly at the Enewetak and Bikini Atolls in the Republic of the Marshall Islands. The British nuclear testing program spanned eleven years (1952-1963) and involved detonation of 21 weapons in addition to a number of smaller-scale experiments (the “minor” trials) in South Australia. In both cases lands that were inhabited by an original people were extensively contaminated by the testing and, following its cessation, these people desired the return of their lands in a condition that would support resumption of traditional lifestyles. Cleanup and reoccupation of the contaminated lands in these two arenas raised similar questions of cultural identity and communication and the importance of cultural as well as technical understanding in establishing conditions for safe resettlement. The approaches taken to resolving these questions in the two situations have been very different—featuring extensive stakeholder involvement in a technocratic decision making process in the Maralinga case and a series of attempted negotiations and claims under the terms of trust agreements with the U.S. government in the Marshall Islands case. Similar questions regarding what constitutes a safe final condition and the means by which safety will be maintained remain in each case however. The Australian case has reached the more definitive outcome of the two. A jointly drafted comprehensive environmental management plan, if fully implemented and sustained over the time periods necessary, could facilitate a semblance of the outstation lifestyle that the aboriginal Maralingan people desire. But what has been agreed to may still prove very difficult to live with given the levels of residual contamination and the many ways that traditional cultural practices put people in intimate contact with the land.

Abstract
Purpose
The purpose of this study is to construct a Chinese information science resource ontology and to explore a new method for semiautomatic ontology construction.
Design/methodology/approach
More than 8,290 articles indexed in the Chinese Social Science Citation Index (CSSCI), covering the years 2001 to 2010, were included in this study. Statistical analysis, co-occurrence analysis, and semantic similarity methods were applied to the selected articles. The ontology was built using existing construction principles and methods, as well as categories and hierarchy definitions based on CSSCI indexing fields.
Findings
Seven categories were found to be relevant for the Chinese information science resource ontology, which, in this study, consists of a three-tier architecture, 78,291 instances, and 182,109 pairs of semantic relations. These results indicate the following: further improvements are required in ontology construction methods; resource ontology is a breakthrough concept in ontology studies; the combination of semantic similarities and co-occurrence analysis can quantitatively describe relationships between concepts.
Originality/value
This study pioneers the resource ontology concept. It is one of the first to combine informetric methods with semantic similarity to reveal deep relationships in textual data.

To enhance the understanding of entrepreneurial communication strategies in the start-up phase of the business, a resource dependence perspective is presented. Resources can be categorized in several ways. Penrose (1959), one of the pioneers in the resource-based view, and the subsequent work of, for example, Wernerfelt (1984) and Barney (1991), have brought the individual, the entrepreneur and especially resources within the business into focus. The process school of the resource-based view focuses on processes and activities and internal strategic capabilities (Tucker, Meyer, & Westerman, 1996). Furthermore, capabilities are based on developing, carrying and exchanging information through the business's human capital (Tucker et al., 1996). Grant (1991, p. 122) defined such capabilities as ‘complex patterns of coordination and cooperation between people, and between people and (tangible) resources’. Baum, Locke, and Smith (2001) and Lee, Lee, and Pennings (2001) found that new businesses’ internal capabilities are the primary determinants of the businesses’ performance. One of the intangible resources could be a business reputation (Deephouse, 2000). A positive reputation creates advantages in order to obtain, for example, financial capital.
