Abstract
Purpose
The purpose of this paper is to contribute to a more complete understanding of logistics preparedness. By comparing extant research in preparedness and logistics with findings from empirical analysis of secondary data, the authors develop a definition of and framework for logistics preparedness, along with suggestions for future research agenda.
Design/methodology/approach
The authors link the way in which humanitarian organizations define and aim to achieve logistics preparedness with extant academic research. The authors critically analyze public data from 13 organizations that are active in disaster relief and review papers on logistics preparedness and humanitarian logistics.
Findings
The authors found that, despite the increased attention, there is no unified understanding across organizations about what constitutes logistics preparedness and how it can contribute to improvements in operations. Based on the review of the academic literature, the authors found that the same is true for humanitarian logistics research. The lack of a common understanding has resulted in low visibility of efforts and lack of knowledge on logistics preparedness.
Research limitations/implications
On the basis of extant research and practice, the authors suggest a definition of and framework for logistics preparedness with related suggestions for future studies.
Practical implications
Findings can help the humanitarian community gain a better understanding of their efforts related to developing logistics preparedness and can provide a better basis for communicating the need for, and results from, funding in preparedness.
Social implications
Results can support improvements in humanitarian supply chains, thereby providing affected people with rapid, cost-efficient, and better-adapted responses.
Originality/value
The findings contribute to humanitarian logistics literature, first by identifying the issues related to the lack of a common definition. Second, the authors extend the understanding of what constitutes logistics preparedness by proposing an operationalized framework and definition. Finally, the authors add to the literature by discussing what future topics and types of research may be required.

Abstract
Purpose
This paper aims to explore the how, why, who and what of collaborations in green innovation.
Design/methodology/approach
The study is based on 11 case studies conducted at high-technological firms where 30 top management representatives were interviewed.
Findings
The study shows that firms share knowledge on green innovation across industries through horizontal collaborations and their extended network, such as their suppliers’ and customer’s networks in other industries. The results also show that digitalization, connectivity and big data are considered important vessels to improve environmental sustainability, as firms believe that these technologies will result in large gains related to resource utilization. Finally, the firms in this study engaged to a wide extent in green innovation activities, which resulted in a variety of improved resource utilization related to energy efficiency, new materials, new technologies, limiting emissions and recycle management.
Research limitations/implications
The paper contributes to the literature by showing that firms share knowledge on green innovation not only within their network but also across industries through horizontal collaborations and their extended network.
Practical implications
The study points to the complexity of collaborating on green innovation. The authors show the importance of digitalization to improving environmental sustainability, with managers needing to develop business models and finding collaboration partners that can facilitate the transformation towards more connected products and services.
Originality/value

Abstract
Purpose
The purpose of this paper is to discuss how a seller can use interactions to respond to public procurement needs for innovation when the buying side is restricted by public procurement regulations.
Design/methodology/approach
The authors collected data using qualitative semi-structured interviews of different empirical examples, in which private–public interactions of four different high-technological products are studied. Two products belong to the defence industry and two to the civil industry.
Findings
The findings point to three types of innovations in public procurement: product, service and business model. The empirical examples further indicate, as suggested in previous studies, that innovation is hindered by regulations that limit interaction between suppliers and the public. In addition, the empirical examples indicate that firms mobilize actors in their network when the buyer is restricted in regard to interaction. The findings also add to the IMP literature by comparing interactions in the three types of innovations in the public procurement context.
Originality/value
Public procurement is an area where innovations are lagging behind, compared with private procurement. Research points to limited interaction between actors as an obstacle to innovation in public sector collaborations. This paper extends the literature on how organizations interact in the setting of public procurement. The authors identify demand and supply triggers for three types of innovations: product, service and business model innovation.

Abstract
Purpose
The purpose of this paper is to understand the impact of cooperative purchasing on buyers’ purchasing power. Purchasing in the humanitarian sector has traditionally been characterized by a low level of coordination due to inter-agency competition for funding, diverging mandates and other organizational differences. Relationships with commercial suppliers have also remained arm's-length and often dormant due to high levels of uncertainty and strict public procurement rules and regulations. However, recent pushes for increased efficiency and effectiveness are driving humanitarian agencies toward cooperative purchasing – a purchasing strategy that is claimed to be highly beneficial for members of the purchasing consortium not least for its ability to increase buyers’ purchasing power. In reality, the effectiveness of the strategy in increasing purchasing power is unclear.
Design/methodology/approach
The authors study a single case of several humanitarian organizations aiming to increase their leverage in buying freight forwarding services by joining forces.
Findings
Following several incidents during the process, the cooperative purchasing initiative did not contribute to increased power in the case. It was found that in addition to increased volumes, the effect of the strategy on other sources of power such as interconnections is also of importance.
Research limitations/implications
The research is limited to the boundaries of a single case study including the perceptive view of respondents interviewed.
Practical implications
The findings of the study provide insights for organizations aiming to practice cooperative purchasing.

Abstract
Purpose
This paper aims to, by connecting to the ongoing conversation on the importance of supply chain visibility, empirically examine the impact of visibility in supply chain relationships, on resource sharing among and on the performance of humanitarian organizations.
Design/methodology/approach
Survey data were collected from 101 humanitarian organizations in Southeast Asia. The organizations all experienced being interconnected within the supply chain relationships formed in humanitarian response settings. Data are used to test the conceptually developed model, using the structural equation modeling-partial least square (SEM-PLS) approach.
Findings
Results show that visibility has a significant impact on resource sharing and the performance of the organizations, especially in terms of the willingness to share resources, resources used and flexibility of organizations. The results also show that, in situations of high uncertainty, the association between resource sharing and performance becomes weaker.
Research limitations/implications
The study is limited to the method used.
Practical implications
Findings of this research provide insights for humanitarian practitioners on the need to increase visibility of the scarce resources available within the relationships formed during a disaster relief operation to improve overall disaster response. The level of uncertainty in terms of needs assessment, number of affected people, location of a disaster and so forth, is also taken into account in the recommendations made.
Originality/value
This study is among the first to empirically test the link between visibility, resource sharing and performance, specifically in a humanitarian context, which is among the critical success factors for better interorganizational coordination and better aid delivery.

Abstract
Purpose
Although noticeable improvements have been made in global health in recent years, the distribution is uneven throughout the world and many developing and low-income countries lack access to required medicine and vaccines. Thus, a model to strategically source vaccines for these nations can contribute a great deal. This paper aims to present an extensive review of strategic sourcing literature, and to identify the criteria and available models in making strategic sourcing decisions. The purpose is to develop a decision making framework for future empirical study of humanitarian aid networks, more specifically, sourcing and distribution of vaccines in developing countries.
Design/methodology/approach
A thorough review of several purchasing and supply chain management (SCM) journals was conducted to identify the strategic criteria in making sourcing decisions, hence “strategic sourcing”. In line with this, a number of sourcing strategies were reviewed to find the relevant strategic criteria. Secondary data from practice were also investigated for special characteristics of vaccine supply chains in humanitarian aid networks. Articles were then scrutinized and results categorized in order to develop a framework for future empirical studies.
Findings
The findings show the historical development of strategic sourcing and the criteria in making strategic sourcing decisions. More recent studies, while taking a look back in history, have revealed a mix of strategies for more flexible models. Quality has been noted to be a strategic criterion for sourcing vaccines and this has caused the supply market to be dispersed on a global scale.
Research limitations/implications
Considering the extensive number of academic publications, due to the focus of this study being sourcing within humanitarian aid networks, a number of academic journals in logistics/SCM/sourcing were reviewed.
Originality/value
A decision making framework is presented for sourcing vaccines within the humanitarian sector. The criteria in making strategic sourcing decisions are further re-evaluated and a base model proposed. The framework will be used for further research on sourcing in the humanitarian aid sector as well as practical implications.

Abstract
Purpose
The purpose of this study is to investigate the sales-, rental- and sharing-focused business models for industrial markets by analysing interactions and environmental sustainability efforts within them.
Design/methodology/approach
Case studies are conducted at two world-leading manufacturing firms of complex industrial products. The analysis compares how interaction takes place in sales-, rental- and sharing-focused business models in industrial markets for high-technology products in connection with environmental sustainability outcomes.
Findings
The findings show the need for different interaction patterns in sales-, rental- and sharing-focused business models at firm, relationship and network levels. The implementation of sharing-focussed business models requires new interactions with actors within firms, between firms and key collaborators and in networks. The firms in our study have made a wide range of efforts to improve the environmental sustainability of their products. Sharing-focused business models have the potential to be environmentally sustainable if products can be shared among customers. However, under-usage of products and the increased need to transport them may reduce environmental sustainability.
Originality/value
This study reveals that although manufacturing firms and customers are willing to implement sharing-focused business models, there are obstacles to achieving the expected environmental sustainability associated with this business model. These are due to the high-technology nature and level of customisation of the associated firms’ products and services, which make it difficult to share resources across firms without advanced adaptations to products such as re-programming. This study contributes to the sharing-focused business model literature for the business-to-business context, by pointing to the pivotal role partnerships with new actors and closer collaboration with existing actors in supply chains can play in enabling sharing-focused business models in the future.

Abstract
Purpose
This study investigated how organizations can maintain their supply chain (SC) resilience in situations where high-impact shocks cannot be absorbed and what capabilities are needed. The article is an empirical exploration of a socio-ecological view of resilience in the SC context.
Design/methodology/approach
The case under study in this article is that of Médecins sans Frontières (MSF) and MSF's reconfiguration of its supply management processes in response to the supply shocks during the coronavirus disease 2019 (COVID-19) pandemic. In total, 503 internal documents and ERP extractions from six databases from late 2019 to September 2020, 43 semi-structured interviews and a 3-round policy Delphi process were used to investigate this phenomenon.
Findings
The authors' results show that throughout the pandemic, MSF adapted its procurement and supply processes to cope with supply shortages at both the international and local levels of the SC. This was possible due to the organization's capacity to use its exploitation and exploration capabilities of the organization at the same time.
Research limitations/implications
This research is based on the single in-depth case study of a medical aid organization. Further research should investigate this phenomenon in commercial companies with similar or different organizational structures.
Originality/value
This study constitutes a first attempt to empirically demonstrate that the four phases of the adaptive cycle put forth in the panarchy theory constitute a suitable representation of the reconfigurations that SCs follow in response to a high-impact shock. The study also adds to the growing body of knowledge on resilience by including ambidexterity as a mechanism to achieve resilience.
