Abstract
The literature on human resource management has benefited by the inclusion of a widely accepted and validated theoretical model of expatriate adjustment. This model, with its supporting studies is based solely on the factors thought to influence the adjustment experience of expatriates that are sent on international assignments by their employing multinational corporations. It is assumed that this model can be universally applied to all expatriate adjustment situations. However, this author contends that while useful to the study of expatriate management, this body of literature, through the exclusion of other types of expatriates, lacks full explanatory power for key sectors. An introduction of self‐selecting expatriates is presented. Additionally, this paper provides insight and exploration into how the model described above is not fully congruent with this underrepresented group of expatriates and offers suggestions for future model modification and testing.

Abstract
We evaluated the best-available evidence for the effects of receiving business-as-usual or naturally delivered special education services in K-12 US schools. Our best-evidence synthesis of 44 empirical studies evaluated which outcome domains and disability types have been investigated and whether findings varied by the rigor of the study design and methods. Regression-based studies comparing students with educational disabilities (SWED) to students without disabilities (SWOD) yielded mostly negative associations of receiving special education with academic achievement, behavior, and long-term or other outcomes. In contrast, regression-based studies that contrasted SWED receiving special education to other SWED not receiving special education produced a pattern of estimates similar to quasi-experimental designs that contrast SWED to SWOD. The most rigorous designs utilized quasi-experimental methods that compared SWED receiving special education services with SWED not receiving special education services, and generally reported more positive than negative evidence of receiving special education services across most outcome domains. Future research that utilizes rigorous quasi-experimental methodology and appropriate comparison groups to investigate the effectiveness of special education is needed, particularly for nonachievement outcome domains.

Abstract
Purpose
This study focusses on exploring the little-researched adjustment experiences of those expatriates who self-initiate (SIE) their employment in foreign countries. The Black et al. (1991) model of expatriate adjustment is the theoretical foundation used for this study.
Design/methodology/approach
An online survey was administered to expatriate academics in the United Arab Emirates (UAE). Quantitative data analysis was subsequently performed to include factor analysis, Pearson correlation, regression modeling, ANOVA, and Tukey HSD analysis.
Findings
Hypotheses regarding correlation of previous overseas work experience and culture novelty with adjustment for this SIE population were supported, whereas hypotheses regarding foreign language ability were not supported. In addition, exploratory analysis through the use of regression models and ANOVA determined an influence on SIE adjustment by factors such as age, gender, length of employment, and location.
Research limitations/implications
The results indicate that further research into this area is warranted, particularly given the dearth of information currently available on the adjustment experiences of SIEs. In addition, this research is limited by its narrow focus on academics in the UAE; therefore it should be replicated in other locations with different types of SIEs to ensure generalizability.
Practical implications
This paper provides suggestions for practical HRM implications, particularly with regards to recruitment and selection stages for organizations that target SIEs as potential employees.

Originality value

Abstract
Purpose
In the incident command system (ICS) structure, response documentation is formally found within the planning section. However, longer term emergency responses have demonstrated the need for a flexible and innovative role that encompasses a variety of activities, including response documentation, communications science, real-time evaluation of major themes, and information management. The paper aims to discuss this issue.
Design/methodology/approach
This need can be universally met through the functional role of “Historian,” a term specific to ICS, or in the case of public health response, incident management system (IMS). It should be noted that the Historian role discussed is not related to the academic study of history, but to archiving key successes and challenges during a response. Ideally the Historian should be activated at the start of an emergency response and remain active to capture the overall picture of the response, including internal information, such as lessons learned, response activities, and decision-making processes.
Findings
The Historian compiles details of response activities that inform leadership, donors and external communications products while alleviating pressures on the planning section. The primary, minimum output of an IMS Historian is a response timeline, which notes major internal and external events during a response with emphasis on major themes, lessons learned, and creating a user-friendly interface to display this information (see the list “Abbreviated Example of Hurricane Matthew Response Timeline” in the text).
Originality/value
In a world with competing priorities and ongoing emergencies, the Historian’s role of archiving details of response efforts can help the international public health community to share lessons learned and contribute to lower morbidity and mortality among those affected by emergencies.

Abstract
Purpose
The purpose of this paper is to explain why the high quality cassava flour (HQCF) value chain in Nigeria has not performed as well as expected. The specific objectives are to: analyse important sources of uncertainty influencing HQCF value chains; explore stakeholders’ strategies to respond to uncertainty; and highlight the implications of different adaptation strategies for equity and the environment in the development of the value chain.
Design/methodology/approach
The authors used a conceptual framework based on complex adaptive systems to analyse the slow development of the value chain for HQCF in Nigeria, with a specific focus on how key stakeholders have adapted to uncertainty. The paper is based on information from secondary sources and grey literature. In particular, the authors have drawn heavily on project documents of the Cassava: Adding Value for Africa project (2008 to present), which is funded by the Bill & Melinda Gates Foundation, and on the authors’ experience with this project.
Findings
Policy changes; demand and supply of HQCF; availability and price of cassava roots; supply and cost of energy are major sources of uncertainty in the chain. Researchers and government have shaped the chain through technology development and policy initiatives. Farmers adapted by selling cassava to rival chains, while processors adapted by switching to rival cassava products, reducing energy costs and vertical integration. However, with uncertainties in HQCF supply, the milling industry has reserved the right to play. Vertical integration offers millers a potential solution to uncertainty in HQCF supply, but raises questions about social and environmental outcomes in the chain.
Research limitations/implications
The use of the framework of complex adaptive systems helped to explain the development of the HQCF value chain in Nigeria. The authors identified sources of uncertainty that have been pivotal in restricting value chain development, including changes in policy environment, the demand for and supply of HQCF, the availability and price of cassava roots, and the availability and cost of energy for flour processing. Value chain actors have responded to these uncertainties in different ways. Analysing these responses in terms of adaptation provides useful insights into why the value chain for HQCF in Nigeria has been so slow to develop.
Social implications
Recent developments suggest that the most effective strategy for the milling industry to reduce uncertainty in the HQCF value chain is through vertical integration, producing their own cassava roots and flour. This raises concerns about equity. Until now, it has been assumed that the development of the value chain for HQCF can combine both growth and equity objectives. The validity of this assumption now seems to be open to question. The extent to which these developments of HQCF value chains can combine economic growth, equity and environmental objectives, as set out in the sustainable development goals, is an open question.
Originality/value
The originality lies in the analysis of the development of HQCF value chains in Nigeria through the lens of complex adaptive systems, with a particular focus on uncertainty and adaptation. In order to explore adaptation, the authors employ Courtney et al.’s (1997) conceptualization of business strategy under conditions of uncertainty. They argue that organisations can assume three strategic postures in response to uncertainty and three types of actions to implement that strategy. This combination of frameworks provides a fresh means of understanding the importance of uncertainty and different actors’ strategies in the development of value chains in a developing country context.

Abstract
This chapter examines business resilience and capacity management by US airlines during and after the COVID-19 pandemic. It analyzes matched data from the US Bureau of Transportation Statistics and daily flight schedules from the Official Airline Guide to compare disruption impacts across different airport categories and airlines. Simple, scalable measures of resilience are introduced, utilizing average and standard deviation measures relative to prepandemic periods. Airlines adjusted their capacity offerings swiftly in response to the pandemic-induced demand collapse, with substantial disruption initially but followed by stabilization. Throughout 2020 and 2021, there were more schedule variations compared to the postpandemic periods of 2022 and 2023. Low-cost carriers (LCCs) rebounded faster than full-service carriers (FSCs), with smaller LCCs showing the quickest recovery, expanding operations notably at smaller airports. Consequently, smaller airports regained prepandemic traffic levels faster than major ones focused on big FSC networks. Analysis reveals that while the largest airports often have more flights scheduled than performed, medium and smaller airports tend to have more flights performed than scheduled, albeit with higher variability for medium ones. The study argues that the airline scheduling process proved resilient and adaptable to the significant and prolonged disruption caused by the pandemic.

Abstract
Purpose
This study aims to minimize the pressure drop across wavy microchannels using secondary branches without compromising its capacity to transfer the heat. The impact of secondary flows on the pressure drop and heat transfer capabilities at different Reynolds numbers are investigated numerically for different wavy microchannels. Finally, different channels are evaluated using performance evaluation criteria to determine their effectiveness.
Design/methodology/approach
To investigate the flow and heat transfer capabilities in wavy microchannels having secondary branches, a 3D conjugate heat transfer model based on finite volume method is used. In conventional wavy microchannel, secondary branches are introduced at crest and trough locations. For the numerical simulation, a single symmetrical channel is used to minimize computational time and resources and the flow within the channels remains single-phase and laminar.
Findings
The findings indicate that the suggested secondary channels notably improve heat transfer and decrease pressure drop within the channels. At lower flow rates, the secondary channels demonstrate superior performance in terms of heat transfer. However, the performance declines as the flow rate increased. With the same amplitude and wavelength, the introduction of secondary channels reduces the pressure drop compared with conventional wavy channels. Due to the presence of secondary channels, the flow splits from the main channel, and part of the core flow gets diverted into the secondary channel as the flow takes the path of minimum resistance. Due to this flow split, the core velocity is reduced. An increase in flow area helps in reducing pressure drop.
Practical implications
Many complex and intricate microchannels are proposed by the researchers to augment heat dissipation. There are challenges in the fabrication of microchannels, such as surface finish and achieving the required dimensions. However, due to the recent developments in metal additive manufacturing and microfabrication techniques, the complex shapes proposed in this paper are feasible to fabricate.
Originality/value
Wavy channels are widely used in heat transfer and micro-fluidics applications. The proposed wavy microchannels with secondary channels are different when compared to conventional wavy channels and can be used practically to solve thermal challenges. They help achieve a lower pressure drop in wavy microchannels without compromising heat transfer performance.

Abstract
Purpose
Nurse navigators (NNs) coordinate patient care, improve care quality and potentially reduce healthcare resource use. The purpose of this paper is to undertake an evaluation of hospitalisation outcomes in a new NN programme in Queensland, Australia.
Design/methodology/approach
A matched case-control study was performed. Patients under the care of the NNs were randomly selected (n=100) and were matched to historical (n=300) and concurrent (n=300) comparison groups. The key outcomes of interest were the number and types of hospitalisations, length of hospital stay and number of intensive care unit days. Generalised linear and two-part models were used to determine significant differences in resources across groups.
Findings
The control and NN groups were well matched on socio-economic characteristics, however, groups differed by major disease type and number/type of comorbidities. NN patients had high healthcare needs with 53 per cent having two comorbidities. In adjusted analyses, compared with the control groups, NN patients showed higher proportions of preventable hospitalisations over 12 months, similar days in intensive care and a smaller proportion had overnight stays in hospital. However, the NN patients had significantly more hospitalisations (mean: 6.0 for NN cases, 3.4 for historical group and 3.2 for concurrent group); and emergency visits.
Research limitations/implications
As many factors will affect hospitalisation rates beyond whether patients receive NN care, further research and longer follow-up is required.
Originality/value
A matched case-control study provides a reasonable but insufficient design to compare the NN and non-NN exposed patient outcomes.

Given the emphasis in today's environment on customer focus, stakeholders’ interests, public‐sector organisational performance and other methods of assessment are employed to address issues in the new public management and prevailing managerialism in measurement of public‐sector organisations around the world. Therefore, many public‐sector organisations have been encouraged to implement benchmarking as one way of satisfying the government's requirement that public organisations provide best‐value services. In order to achieve best‐value services in public‐sector organisations, benchmarking is considered to be a vital management tool and benchmarking has been used widely in private‐sector organisations. This paper focuses on providing a critical view of benchmarking to provide best‐value services to taxpayers and local businesses. The paper emphasises that, in order for benchmarking to be successful in public‐sector organisations, it is important to have a full commitment to continuous improvement, an ability to learn from others, and a commitment to implement improvement.
