Abstract
Purpose
This article considers the possibilities of and barriers to socialising tourism after the coronavirus disease 2019 (COVID-19) pandemic. Such an approach allows us to transform tourism and thereby evolve it to be of wider benefit and less damaging to societies and ecologies than has been the case under the corporatised model of tourism.
Design/methodology/approach
This conceptual analysis draws on the theorisation of “tourism as a social force” and the new concept of “socialising tourism”. Using critical tourism approaches, it seeks to identify the dynamics that are evident in order to assess the possibilities for socialising tourism for social and ecological justice. It employs an Indigenous perspective that the past, present and future are interconnected in its consideration of tourism futures.
Findings
COVID-19 has fundamentally disrupted tourism, travel and affiliated industries. In dealing with the crisis, borders have been shut, lockdowns imposed and international tourism curtailed. The pandemic foregrounded the renewal of social bonds and social capacities as governments acted to prevent economic and social devastation. This disruption of normality has inspired some to envision radical transformations in tourism to address the injustices and unsustainability of tourism. Others remain sceptical of the likelihood of transformation. Indeed, phenomena such as vaccine privilege and vaccine tourism are indicators that transformations must be enabled. The authors look to New Zealand examples as hopeful indications of the ways in which tourism might be transformed for social and ecological justice.
Practical implications
This conceptualisation could guide the industry to better stakeholder relations and sustainability.
Social implications
Socialising tourism offers a fruitful pathway to rethinking tourism through a reorientation of the social relations it fosters and thereby transforming its social impacts for the better.
Originality/value
This work engages with the novel concept of “socialising tourism”. In connecting this new theory to the older theory of “tourism as a social force”, this paper considers how COVID-19 has offered a possible transformative moment to enable more just and sustainable tourism futures.

Purpose
There was unfinished business to address in the version of the planner–doer model developed in Thaler and Shefrin (1981). The unfinished business involved identifying and modeling the crucial roles played by temptation and mental accounting in pensions and savings behavior. The present paper has two objectives.
Design/methodology/approach
The first objective is to describe the key lessons learned in transitioning from the model in Thaler and Shefrin (1981) to the model in Shefrin and Thaler (1988), a transition which addressed some of the unfinished business. The second objective is to describe as yet unfinished business associated with developing a multicommodity, intertemporal version of the planner–doer framework, incorporating the concepts of temptation and mental accounting, to replace the neoclassical theory of the consumer.
Findings
Doing so will provide a theoretical foundation for nudges related to household budgeting, spending, saving, borrowing and investing.
Originality/value
This paper presents the first behavioral theory of the consumer, focusing on the manner in which consumers actually make decisions about budgeting, spending. borrowing and saving. The approach in the paper can be viewed as a behavioral counterpart to the neoclassical theory of the consumer. In contrast to the neoclassical approach, which assumes that consumers set and follow utility maximizing budgets, the empirical evidence indicates that only a small minority of consumers describe themselves as setting and following budgets. The behavioral theory presented here focuses on the heuristic nature of consumers' actual budgeting processes and extends the approach described in Thaler and Shefrin's 1981 seminal paper on self-control. The core of the present paper is a working paper which Shefrin and Thaler began in 1980, and as such represents unfinished business from that time. The first part of this paper describes earlier unfinished business from the 1981 framework that the authors subsequently addressed as they developed the behavioral life cycle hypothesis during the 1980s.

There has been no shortage of challenges to that most fundamental of all neo‐classical assumptions according to which people always act so as to maximise their utility. The most frequently heard objection has centred on the observation that acts of altruism are all around us. This incontestable fact has not led to a rejection of the self‐interest assumption but has instead resulted in the incorporation of altruistic actions into the standard utility function. While there may be legitimate doubts about the process of converting a positive statement into a tautology, this tautological sense of utility maximisation will be retained throughout this essay. Following Houthakker, in all that ensues it will be assumed that “preference is related to choice as the possible to the actual. A person prefers a to b if, when confronted with a choice between a and b, he chooses a”(l).

Abstract
In the 1990s, the New York City Police Department expanded its focus on reducing behaviors that detract from the overall quality of life (QOL) in the city. Many have credited this effort for the decline in the city's overall crime rate. They often cite the fixing broken windows argument, which maintains that reducing disorder sets off a chain of events leading to less crime. However, systematic research has not yet documented this chain of events. Looks at one of the first linkages, whether QOL policing sends a message to offenders not to engage in disorderly behaviors in public locales. The project interviewed 539 New York City arrestees in 1999. Almost all of them were aware that police were targeting various disorderly behaviors. Among those that engaged in disorderly behaviors, about half reported that they had stopped or cut back in the past six months. They reported a police presence was the most important factor behind their behavioral changes. These findings support the idea that QOL policing has a deterrent effect.

The purpose of this paper is to explore the origin of economics as a separate science.
Design/methodology/approach
A very comprehensive approach is presented for determining the origin of economics as a science. Three kinds of inter‐related issues are discussed: how to interpret and evaluate earlier, particularly ancient, writings, the specification of the requirements for declaring economics as a science and the definition, scope and methodology of economics.
Findings
Application of the most stringent requirements for declaring economics as a separate science to Kautilya's Arthashastra validated A.K. Sen's claim that it is the first book on economics.
Research limitations/implications
According to Kautilya, economics is a separate science but not independent of other disciplines and particularly of ethics. Whereas, most of the current research ignores this inter‐dependence and consequently does not fully capture reality.
Practical implications
It implies that the inter‐dependence between economics and other disciplines should be encouraged and vigorously explored.
Originality/value
It validates Redman's assertion, “The history of economics as a science is, in my view, still waiting to be properly written”.

In previous efforts I have indicated that Social Catholicism, qua Roman‐Catholic Social Economycs or Économie politique chrétienne, is now at the one and a half century mark, given its formal introduction with the publication of Charles de Coux's Essais d' économie politique at Paris/Lyon in 1832. This was soon to be followed by Alban de Villeneuve‐Bargemont's Christian Political Economy, or Inquiry into the Nature and Causes of Poverty in France and Europe, etc, (1837), the subsequent founding of the Société d'Economie Sociale in 1856 and publication — inter alia — of La réforme sociale (1864) and Exposition of Social Economics (1867) by P. G. Frédéric Le Play; and, contemporarily, by the separate but related efforts of a host of other “thinkers and doers” to both the left or more radical (“Catholic/Christian‐Socialist”) and the right or “individualist” (cum Christianised individuals!) of Le Play's more centrist‐traditional (and, hence, “reactionary”) position. All this was well prior to the promulgation of the first great social encyclical, Leo XIII's Rerum Novarum (RN), in 1891.

The purpose of this paper is to delve into three themes about democratic enterprises.
Design/methodology/approach
(1) The first theme is the question of capital structure where labor-managed firms (LMFs) are often pictured as having “horizon problem.” Yet this is only a minor technical problem which is solved by the system of internal capital accounts as in the Mondragon cooperatives.
(2) The second theme concerns the attempt to implement participative management and the related ideas of active learning in educational theory in the workplace. The point is that the democratic firm is the natural setting to implement these ideas, not the conventional firm where the staff have the legal role of “employees” rented by the company.
(3) The third theme is the old canard the cooperatives are incompatible with entrepreneurship. My rethinking of the issue was inspired by the analysis of the late Jane Jacobs who emphasized that the primary means of growing economic “biomass” is through economic offspring (e.g., spin-offs) – in analogy with the biological principle of plentitude. Yet the conventional form of ownership operates as a fetter on this process since the ownership and management wants to expand its empire and maintain “ownership” of any potential offspring. But that constraint against spin-offs is absent in democratic firms, and the Mondragon complex has indeed illustrated how to catalyze this process of growth through offspring.
Social implications
A public policy to encourage all companies to grow by affiliated and perhaps democratic spin-offs would create more jobs (through filling extra niches) and more stability (through the agility of separate companies).

Sages and seers in ancient India specified dharma, artha, kama and moksha as the four ends of a moral and productive life and emphasised the attainment of a proper balance between the spiritual health and the material health. However, most of their intellectual energy was directed towards the attainment of moksha, the salvation from birth‐death‐rebirth cycle. Kautilya, on the other hand considered poverty as a living death and concentrated on devising economic policies to achieve salvation from poverty but without compromising with ethical values unless survival of the state was threatened. Kautilya's Arthashastra is unique in emphasising the imperative of economic growth and welfare of all. According to him, if there is no dharma, there is no society. He believed that ethical values pave the way to heaven as well as to prosperity on the earth, that is, have an intrinsic value as well as an instrumental value. He referred the reader to the Vedas and Philosophy for learning moral theory, which sheds light on the distinction between good and bad and moral and immoral actions. He extended the conceptual framework to deal with conflict of interest situations arising from the emerging capitalism. He dedicated his work to Om (symbol of spirituality, God) and Brihaspati and Sukra (political thinkers) implying, perhaps, that his goal was to integrate ethics and economics. It is argued that the level of integration between economics and ethics is significantly higher in Kautilya's Arthashastra than that in Adam Smith's Wealth of Nations or for that matter in the writings of Plato and Aristotle.
