Abstract

Since the 1960s Jordan has witnessed efforts of administrative reform to increase the efficiency and effectiveness of its administrative system. Management training is considered a very viable approach to such reform. Assessing training needs is a very critical process in management development. This article discusses assessment of training needs as a process within the context of administrative training and reform. Fifty‐seven officers of Administrative Development and Training Units (ADTUS) in Jordan were interviewed and the findings of the study indicated that assessment of training needs is done in an impressionistic way. The article ends by recommending better selection of ADTUS officers and effective development programmes for them, including formal and on‐the‐job training. Assessment of training needs should be emphasised in the development programmes. It is recommended also that other areas of management training, such as designing training programmes and evaluating them, ought to be empirically researched by other students of management.

The HRD profession is witnessing a revolution in its philosophy, programmes and methods. Training methods used in management education and training are either traditional, such as lectures, or modern, such as role playing or case methods. Lectures are only a method of transferring knowledge to adult learners. Modern training methods help adult learners to build their skills and develop their attitudes.

Abstract

Management writings in the Middle East region are scarce and scattered. This is due to the lack of doctorate programmes offered by educational institutions, the weak links between academia and the business world, limited formal and informal networks, the lack of status given to the field of management by national bodies and the lack of a publication culture. A bibliography of management‐related writings in the Middle East is presented, which includes other functional areas such as marketing, finance and accounting. It aims to draw the students' attention to a variety of sources. In compiling the bibliography a review of the literature in Arabic, English and Turkish was undertaken, followed by a survey of the top officials of academic institutions offering management/commerce, business administration degree programmes in the region.
