Abstract

‘Many though not all conferences and summer schools are also free holidays in the sun … Large conferences with many hundreds of participants are frequently almost useless from the point of view of disseminating information and the only positive aspect is that they act as hiring fairs for young people … the quality of presentation of the work is frequently appalling … many short talks are scheduled because speakers can have their fares paid only if they are actually giving a paper … unbelievable quantities of liquor are drunk at conferences. A good start is made by all the overseas participants bringing in their duty‐free allowances … some speakers never see their slides in focus.’

Abstract

The continuing debate on scientific journal price increases, photo‐copying and networking, if nothing else, at least serves to focus our attention on one thing: the paucity of collected and detailed financial information on UK libraries. Only in the academic sphere can we find anything other than fragmented and non‐comparable statistics and even there the information goes little further than overall expenditures on books, journals, binding and salaries. In the USA, the recent Fry study goes some way to filling a similar gap by collecting a large amount of data for a several year period and similar studies here would be useful.

Abstract

Over several decades many ranking techniques have been proposed as aids to journal selection by libraries. We review those closely related to physics and others with novel features. There are three main methods of ranking: citation analysis, use or user judgement, and size or ‘productivity’. Citations offer an ‘unobtrusive’ quantitative measure, but not only is the absolute value of a citation in question, but also there is no consensus on a ‘correct’ way to choose the citing journals, nor of the ranking parameter. Citations can, however, point out anomalies and show the changing status of journals over the years. Use and user judgement also employ several alternative methods. These are in the main of limited applicability outside the specific user group in question. There is greater ‘parochialism’ in ‘use’ ranking than in ‘judged value’ lists, with citation lists the most international. In some cases, the attempted ‘quantification’ of subjective judgement will be misleading. Size and productivity rankings are normally concerned with one or other formulation of the Bradford distribution. Since the distribution is not universally valid, for library use the librarian must satisfy him/herself that the collection conforms to the distribution, or that his users would be well served by one that did. This may require considerable effort, and statistics gained will then render the Bradford distribution redundant.

‘It happens not infrequently, that books of great value cannot be published in the usual way, as the very circumstance which ought to recommend them, viz., their rare or peculiar learning, narrows proportionally the limits of their circulation. Works of great merit have often been published at a loss both to author and publisher; and previous to the establishment of the printing clubs, books of a peculiar kind were rarely issued, and our literary and scientific progress seemed to be unusually dull.’

Abstract

We pay lip service to ‘communication’, a concept which came to us from the United States and became fashionable among industrial advisers and a few managers in the 1950s—to the extent that some companies appointed managers of communication. This job appears to have had a variety of specifications, but the incumbents might be summed up generally as a combination of information officer with an internal public relations function. The term ‘public relations’ is no longer of use in describing an organization's relations with the outside world, because PR has assumed overtones suggestive of defensive and selective propaganda, a one‐way flow of ‘image building’ information, rather than the two‐way flow recommended by the communication experts (of course, there is an inward flow, but it amounts to little more than monitoring the media to pick up clues as to the effectiveness of the outward flow).
