Abstract
Purpose
The purpose of APQC's Current State of Learning and Development survey was to understand how organizations are approaching learning and development (L&D) today.
Design/methodology/approach
In total, 300 L&D function leaders responded to the survey. Respondents represent organizations from across the globe and across industries, and of varied sizes in terms of revenue and headcount. The survey asked about attributes that APQC hypothesized would be associated with L&D function effectiveness given current business challenges.
Findings
Analysis of the survey results revealed that the most effective L&D functions, based on these attributes, set themselves apart with their learning cultures, knowledge management practices, use of learning technology and measurement of learning. Further analysis confirmed the hypothesis, showing these approaches are associated with positive learning outcomes such as shorter time to productivity for new hires, improvements in employee performance ratings and more internal transfers/hires.
Originality/value
The survey findings provide insight into four enablers of L&D function effectiveness today. L&D professionals can use these approaches to more effectively meet the latest learning needs within their organizations.

Two‐noded curved beam elements, CMLC and IMLC, are developed on the basis of Timoshenko’s beam theory and curvilinear co‐ordinates. These elements are developed by the separation of the radial displacement into the bending and the shear deflection and the projection of the shear deflection into bending deflection. In the CMLC element, field‐consistent membrane strain interpolation is adapted for removing the membrane locking. The CMLC element shows the rapid and stable convergence on the wide range of radius, thickness and length of the curved beam. The field‐consistent membrane strain and the separation of radial displacement produce the most efficient linear element possible.

Abstract
Purpose
Wolverine hairs with superior heat transfer properties have been used as fur ruffs for extreme cold-weather clothing. In order to understand the exclusive mechanism of wolverine surviving in the cold areas of circumpolar, the purpose of this paper is to establish a one-dimensional fractional heat transfer equation to reveal the hidden mechanism for the hairs, and also calculate the fractal dimension of the wolverine hair using the box counting method to verify the proposed theory. The observed results (from the proposed model) found to be in good agreement with the box counting method. This model can explain the phenomenon which offers the theoretical foundation for the design of extreme cold weather clothing.

Purpose
The purpose of this paper is to carry out a theoretical study of the stability of the mathematical models defined in a class of systems. Furthermore, it will be supposed that the models have been obtained from experimental data and by means of the application of a methodology. The studies carried out in this paper are, on one hand, the theoretical framework for an analysis of the sensitivity and stability of a type of systems; on the other hand, they supplement the studies carried out by the authors, in which, using a computational program, the sensitivity of the mathematical models is analyzed with respect to a type of perturbation.
Design/methodology/approach
Initially, a class of systems is considered that are denominated quantifiable systems, in which model systems are defined that are determined by a set and a family of relationships. An initial study of the sensitivity of the mathematical models to perturbations in the experimental data lead to a concept of sensitive and stable models that forms the basis of the theory of stability developed in this paper. Furthermore, this permits a definition of the stability function for the set of the perturbations and, consequently, a determination of stable models according to the defined theoretical structure.
Findings
An analysis of the sensitivity and stability of mathematical models in quantifiable systems from a systems theory perspective will be fundamental for the determination of mathematical model stability in environmental systems.
Originality/value
The studies carried out in this paper supposes an advance in the study and modeling of a type of systems that the authors have denominated as quantifiable systems, applicable to the study of environmental systems and supplementing the numeric studies carried out by the authors.

The calculation of quasistationary magnetic fields and electrostatic fields of several objects is presented in the paper. In the range of the magnetic fields of coils and transformer systems parallelepiped calculation regions are assumed. In the range of electrostatic fields analysis of the field in tanks of different shape storing inflammable liquids was undertaken. Fast subroutines using finite differences [FDM] to calculate the field were employed. These subroutines are based on the Fast Fourier Transform (FFT).
